Lockdown Is Ending, Whether Governments Approve or Not
Executive orders may have encouraged the lockdowns, but they always depended on voluntary behavior.

Some states have lifted their COVID-19 lockdowns or announced plans to let more businesses reopen soon; others have extended stay-at-home orders into late May or even early June. But regardless of what officials dictate, data from Apple and Foursquare suggest the lockdowns are gradually coming to an end on their own anyway, as more people venture out of their homes and resume various levels of economic activity.
"As officials begin the process of relaxing some business restrictions, we're starting to see upticks in foot traffic to various places," Foursquare reported in an April 30 blog post. "This is true across regions, regardless of state-specific policies."
Visits to fast food restaurants and gas stations have already returned to their pre-coronavirus baselines in rural regions, Foursquare reported. While suburban and urban areas are still below normal, those areas have seen 15 percent growth since the end of March.
Gas stations have seen a rebound too. According to Foursquare, gas station visits were down as much as 11 percent from their national averages in the early weeks of April but down only 6 percent for the week of April 24. In some parts of the country—mostly in the Midwest, where the COVID-19 outbreak has been less severe—the visits had returned to pre-coronavirus levels.
Apple's Mobility Trends, which is aggregated from Apple Maps users, shows a similar uptick in the number of requests for directions—an indicator that people are doing more than just driving around their own neighborhoods. While travel in the United States was still down 16 percent from "normal" by the end of last week, there is an undeniable upward trend, one moving faster than in other countries hit hard by COVID-19.

Hardware stores and outdoor activities like hiking trails have seen a surge in activity during the lockdown—at least outside the few states that made bizarre efforts to shut them down—as Americans use the downtime to do some home improvements or reconnect with nature.
Needless to say, a great deal of economic activity is not back to normal. Bars, casual dining restaurants, gyms, and retail shops continue to be hammered by mandatory shutdowns in many states—and by consumer reluctance too. More than 30 million Americans have applied for unemployment benefits since mid-March, and while the uptick in economic activity in the past week or two offers a glimmer of hope, there is a long way to go.

But the Foursquare and Apple data provide policymakers with some critical insights, if they are willing to look. Clearly, individuals have been weighing the risks of the coronavirus against the difficulties of the ongoing lockdowns and deciding to venture out a bit more often. That's good news for businesses that are still open, but it does nothing for those that the government has ordered to close. Those closures should be reversed as much as possible—though obviously with an eye toward social distancing and with limited capacity.
The data also show something about the nature of the shutdowns. They might have been encouraged by executive orders, but they were always ultimately driven by voluntary behavior. Well before states started issuing stay-at-home orders in the final week of March, many Americans were voluntarily self-quarantining.
Since officials had only limited influence over the beginning of the lockdown, they were always going to have limited influence over its ending. This was always unsustainable over the long term, and coronavirus policies need to be reconsidered in light of that. On the other hand, declaring states to be "open" will be meaningless unless residents feel it is safe to venture out again.
Nor is this proof that anti-lockdown protests have worked. Dozens of Americans have descended on state capitals in displays of politicized rage, but the lockdowns are coming undone mostly because millions of other people have simply started going about their lives again, at least as much as they can. They're voting with their feet—and their cars.

In Stillwater, OK the order to wear masks in stores was rescinded because it was so routinely ignored and employees were being harassed about it.
It's so dumb. I give this bullshit like two months tops after opening before people totally disregard it. People have lived the same way their whole lives they aren't going to change that behavior over night.
It really disappoints me that people were harassing the employees and not understanding that it's the hacks in government forcing them to do that.

Squirrel, as far as I know from family that work in ERs, they don't wear surgical masks when dealing with suspected Covid patients. They wear things like PAPRs, face shields, and the like. Surgical masks, bandanas, ill-fitting N95s, aren't going to do much if anything to protect you from inhaling droplets. Maybe they prevent you from spraying droplets onto other people or surfaces? But if you're sick, why are you going out?
Wearing a surgical mask is disease theater. Hell, it probably will make you sicker, given its propensity to trap moisture, thereby increasing the lifespan of whatever bug gets adsorbed onto the mask, and most lay people's total ineptitude at donning and doffing PPE aseptically.

Regular masks, and cloth masks do not work as PPE (personal protective Equipment). If you are not sick, or have it and are not symptomatic (anything that produces droplets) the mask does nothing.

Even the N 95"surgical mask" is ineffective in this situation. They are called "surgicalmasks" because they are designed for use by surgery personnel WHILE operatiing on a patient. They do not keep the staff sterile, they prevent their breath from wafting over the patient whist cut upon and thereby infecting them IF the staff member is contagious. I notice a lot of news sources have misunderstood the situation in Stillwater. The main problem is that the mask requirement came suddenly with no warning. Most people in the area, including me, never even heard about the new requirement to wear masks until after the mayor had already suspended it.
And this happened on the same day that most businesses were being allowed to reopen in Oklahoma, something which had been announced well ahead of time.
So what happened was that all these people were going out to various stores under the impression that rules were being relaxed, and then suddenly being told they were not allowed to enter, because of orders from the mayor, orders which they'd never even heard about.

Well all the more reason for states to get their asses in gear. Contact tracing cannot and will not be done from the Federal Level unless you want a one size fits all kabuki theatre to rival the TSA. The CDC has provided significant guidance to states on how to do this, and now it is time for states to get off their asses and get to work. And each state can figure out a solution that meets their needs.
And a valid solution for many/most will be doing nothing at all...
You are not in any danger if you stay home and protect yourself in whatever way you feel comfortable when you go out.

Exactly. When my county "opens" next week, I will probably still be pretty much of a hermit, at least until I get more data, even though we only have a handful of cases here. Why? Because I am in the "high-risk" group. But, also, because, being retired, it is ridiculously easy for me to limit my "excursions" to downtown. It is no hardship on me to have stuff delivered.

What's really weird is the number of people shouting, "stay the f*#! home," who are simultaneously saying (in other threads that mention a vaccine), "hell no I'm not taking that."
I'm puzzled by this. What exactly do they think is going to be accomplished by limiting the average person's movements to only the occasional trip to Walmart, Lowes, etc? Except, of course, to slow it down enough to not overwhelm hospitals, which was supposed to be the only purpose of the shutdowns anyway. Hospitals aren't overwhelmed, so now what? Stay locked down until when? This global virus isn't going to magically vanish. A vaccine could still be a year or two away, and many/most won't take it anyway. Heck, only about a third of adults 18-49 take the flu shot, and only two-thirds of 65+ take it (and they are the overwhelming majority of the 30-60 thousand people who die from it every year).
If over half of all adults won't take the flu shot, and a third of the people who are most at risk of dying won't take it, then why would a hypothetical covid vaccine be any different?
One never knows, because it's a known fact that the Covid-19 virus is a hell of a lot more contagious--and more deadly than the ordinary seasonal flu that comes every year.
If you're under 60 and not immune-compromised, it's about twice as fatal as influenza in a bad flu year. Anyone who didn't cower-in-place every even-numbered day during the 2017-18 flu season, has no rational reason to behave like a hermit now.

Regarding the extreme lockdown in Wuhan, and Hubei a few days later, most people in the US weren't aware of it at the time, so I have doubts about how much that fed fear here. I have colleagues and friends with family or other contacts there, and the stories were so bad, I would have been dismissive if they had come from unknown sources. I'm sure there was some observer bias, but even so, the stories were insane, e.g. weekly soldier escort to the market for necessities. The armed escorts weren't there to protect those being escorted, they were there to beat/arrest/shoot any who strayed.

Agree with you that most people in the States were unaware of what was going on in China. (Present company in the comments section here excepted.) But the guys making epidemiological models and crafting potential public health responses were. Helped in no small measure by that Gates Foundation pandemic 2019 exercise which involved a deadlier coronavirus than this one.
When the first known public cases started showing up in Washington, those guys, the modelers, emergency response chairs, public health directors, were all ready to start feeding media press releases. Those releases were about how deadly this thing was going to be if people didn't listen to the bureaucrats, and cede them anything they asked for.

My wife and I went to a little place on Friday. While we were there, it probably got to about 80% full, without a mask in sight. And I was like fuck yeah! the people are done. It won't be long now.

The purpose of masks is to protect other people, especially people who are more vulnerable to the Covid-19 virus. Many young adults and college students who went on spring break to Florida and other places this year were told not to return home to their parents' or grandparents' houses, even to visit, because they could cause either their parents or their grandparents, or even a vulnerable younger family member to get seriously ill and die from the Covid-19 virus. That's perfectly legitimate, imho.
The best way for vulnerable people to protect themselves would be to stay home and refuse visits from those who may be infected.

It's apparent that most of the D governors are extending the economic pain, some for genuine (if misguided) reasons, others purely for the power and/or perceived political gain.
Nationally, the Ds are going to do everything they can to make as much of this Trump's fault as they possibly can. Schiff or Nadler (can't remember which) has already decided to start an inquiry. I suspect some D governors are playing into this, whether knowingly or obliviously.
However, R governors are mostly opening their states earlier. At this point, I'm guessing that there will not be a statistically meaningful difference in ongoing death tolls across states regardless of re-opening schedule, due to the penetration COVID-19 has already made (perhaps 15% to 25%) into the general population. So, I predict that there's not likely to be significant blowback from opening early, though the media will spin it whichever ways it wants (MSNBC will shill every death for the Karens, FNC will minimize them for the Bubbas).
So, what will we end up with? Most red states will be getting at least a 4-week head start on economic recovery compared to most blue states. And who are the blue state voters going to blame when the death rates aren't much different, but they've lost even more jobs and small businesses than their red state neighbors?

You won't keep people locked up in their houses with the warmer spring/summer weather. All the stay home orders are doing right now is concentrating people in the big box store. Target, Walmart, Home Depot, Lowes, and Menards are all packed with people. There are more people in their greenhouses. There are more people waiting in line to get into the stores, pay, and outside in the greenhouse areas. We already did that in winter with the grocery stores, and it is not working. So much for social distancing. The government doesn't have enough jails to lock everyone up, and locking people up defeats the purpose of social distancing anyway.
Stay at home orders are unconstitutional anyway. You are essentially placing people under house arrest. That is a violation of the Fifth Amendment. You cannot deprive someone of the life, liberty or property without due process. I don't remember having a hearing on that, do you? State law (or non-law executive orders) do not supersede the Constitution. The Arizona sheriffs are right to ignore the governor's order.

The news is pushing a narrative of fear—that we are now facing a second wave that could double deaths by the end of June—and the television is likewise filled with local health departments telling people to stay inside, it's the right thing to do.
No one is challenging these narratives, even though I read nearly every day of another epidemiologist, biologist, or scientist railing against the so-called effectiveness of the lockdowns. No major news outlet is giving these guys airtime.
