David R. Henderson is a contributing editor at Reason, a research fellow with the Hoover Institution, and an economics professor at the Naval Postgraduate School in Monterey, California. From 1983-84, he served as the senior economist for energy policy on President Reagan’s Council of Economic Advisers.
