Closing Bars and Restaurants Didn't Stop People From Gathering
Now officials in Chicago and New York are reconsidering their rules.

Banning indoor dining at bars and restaurants has failed to stop people from gathering together, Chicago Mayor Lori Lightfoot admitted Thursday as she issued a call to reopen those establishments "as quickly as possible."
It's been nearly three months since Chicago ordered bars and restaurants to stop indoor service, but the ban has predictably failed to stop people from getting together. As the shutdowns devastated the city food service industry, they also created a black market for socialization. Lightfoot told a local CBS affiliate today that city officials now are seeking ways to cut down on private underground parties.
"People are engaging in risky behavior that is not only putting themselves at risk, but putting their families, their co-workers, and other ones at risk. Let's bring it out of the shadows," Lightfoot said. "Let's allow them to have some recreation in restaurants, in bars, where we can actually work with responsible owners and managers to regulate and protect people from COVID-19."
That is, of course, exactly what groups like the Illinois Restaurant Association and workers in the industry predicted would happen.
Whether Chicago's bars and restaurants can reopen soon is not entirely up to the mayor. Under rules imposed by Illinois Gov. J.B. Pritzker, indoor dining is still banned statewide—though the Democratic governor has signaled that some other COVID-19 restrictions could be lifted soon.
Lightfoot's comments echo this week's acknowledgment by New York Gov. Andrew Cuomo that locking down bars and restaurants is not a sustainable strategy for dealing with COVID-19. As part of his state of the state address, Cuomo warned that New York "simply cannot stay closed" until herd immunity to the virus is achieved. "We will have nothing left to open," the governor said. "We must reopen the economy, but we must do it smartly and safely."
It turns out that shutting down wide swaths of the economy was neither smart nor safe. Even with the lockdowns, the United States is currently seeing record levels of COVID-19 cases and deaths. California and New York are experiencing the worst outbreaks despite have imposed some of the strictest rules.
Individuals and business owners have every incentive to take precautions. But people will judge their level of risk and act accordingly, no matter what the government tells them.
Bans on indoor dining have been popular since last fall, when public health experts fingered restaurants as particularly dangerous vectors for spreading COVID, based on a Centers for Disease Control study of COVID infections in 10 states.
But contact-tracing data released by the Cuomo administration in mid-December showed that just 1.4 percent of the state's COVID cases in the previous three months were connected to bars and restaurants. In Minnesota, where both indoor and outdoor dining were banned for weeks during the holiday season (and where indoor dining was still off-limits until this week), only 1.7 percent of cases have been traced to restaurants.
In Los Angeles, city officials abruptly banned outdoor dining last month (indoor dining was already off the table), pulling the rug out from under restaurateurs who had spent significant sums of money retrofitting their facilities for outdoor-only service. Meanwhile, no evidence showed that outdoor dining was a serious health threat.
And as Chicago's experience demonstrates, simply shutting bars and restaurants is no guarantee that people won't get together to eat and drink. Indeed, since most restaurants are larger and better ventilated than your average urban apartment, it seems safer to let people gather there.
Lightfoot said Thursday that she will urge Pritzker to roll back the ban on indoor dining and that she believes business owners can enforce precautions such as mask-wearing and social distancing.
"I feel very strongly that we are very close to a point when we should be talking about opening up our bars and restaurants," she said, according to CBS Chicago.
In fact, we're long past that point. But it's good to see some politicians catching up.

Case in point -- the largest outbreak in our small county since all this started involved a healthcare worker who attended an "illegal" party and got exposed, and then passed it onto the skilled nursing facility where s/he was employed, resulting in seven deaths.
Had s/he met with at a local restaurant or other gathering place, the individuals there would likely wearing masks, been doing SOME distancing, as well as had improved ventilation, etc. At the very least, the risk of exposure would have been lessened.

At this point it is unlikely that masks have anything more than a marginal effect. With regards to type of masks studied, most RCTs are concerned with surgical and N95.
This is largely correct -- their effectiveness against airborne viruses is virtually nil. However, they can be effective in reducing the spread of droplets containing the virus, which can be important when in close contact with infected persons. And, as I said, a decent mask. Most folks I see are wearing blue surgical masks or K95s or such.

The shut down orders ignore the reality of human behavior. Despite admonitions not to socialize, humans are social animals and will find ways to do so. Removing public places like restaurants and bars results in people meeting up at friends houses. Restaurants & bars have invested untold millions of dollars to become hygienic and safe places with the addition of ventilation, sanitizing procedures, enough room for distancing both inside and out, along with commercial grade disinfection equipment. This is not the case in homes which are smaller, have harder to sanitize surfaces and no staff to maintain germ free conditions. So I would argue that you are safer meeting people outside of your immediate home environment in these obviously safer locations. The "scientists" have it wrong because they have not factored in normal human behavior. And if you're going to argue that people must stay in their homes, good luck with that. The only way that can be enforced would be with martial law.

Being able to run to the grocery store or Wal-Mart or picking up your favorite take-out…those are all ways and places where you can infect other or be infected, even if everyone’s wearing a mask.
So I mean *really locked down*: no grocery stores, no Wal-Mart, no fast-food drive-throughs, no pizza delivery, no Uber-Eats or Door-Dash or whatever. No Amazon or Target online. No home delivery. No jogging, visiting a park, etc. You’ll stay in your house or else–we’ll allow you to wander around in your own backyard (backyard only), if you have one.
For food, what you’ll get is a government truck will deliver a box of food for one person to eat for a week, and drop off the boxes at your front doorstep based on the number of people in your household (obviously, you’ll get what we put int the box, this isn’t a foodie delivery service; you’ll eat it and like it or else). Each week, you will be told to line your household up at the door, one at a time, so they can be counted; this will inform the number of food boxes dropped of at your house. An armed escort will accompany the delivery person to ensure that no one opens their doors while the delivery person is within 20 feet of the door. Don’t do that, because you could get shot. The delivery personnel and their guards will be in full MOPP gear.
If someone in your house needs medical care, call 911 and an ambulance will be dispatched. People in full MOPP gear will pick up your sick loved one and take them away for treatment. If they live, maybe you’ll see them again.
The ONLY “essential” personnel will be those involved with treating COVID and for producing and delivering the food. These people will obviously be issued uniforms and ID lanyards. So there’s no reason for anyone one else to ever venture outside of their house and anyone on the streets who is not in uniform obviously has no business being there, and will be subject to immediate detention in physical quarantine facilities, or worse.
Let them imagine a real lockdown for a few minutes then ask the question again. Bet the answer is different.

We have seen plenty of stuff like it. I generally agree that building the knowledge and understanding takes time, but this thing doesn't behave all that different from other positive-sense single strand RNA viruses. It is significantly worse than the common cold (not for each individual, but for the general population) and significantly less dangerous than SARS.
As for lockdowns, they are as ineffective and costly as the science had considered them to be for 50 years. For example, in 2019 Hopkins released "Preparedness for a High-ImpactRespiratory Pathogen Pandemic." The pathogen they describe is a model that looks very similar to coronavirus, and in the document/research they conclude that lockdowns don't work and are only pursued for political reasons. “During an emergency, it should be expected that implementation of some NPIs, such as travel restrictions and quarantine, might be pursued for social or political purposes by political leaders, rather than pursued because of public health evidence... In the context of a high-impact respiratory pathogen, quarantine may be the least likely NPI to be effective in controlling the spread due to high transmissibility.” See the document here:
