The Abysmal, Pathetic Obamacare Rollout

The best jokes about the absolutely abysmal rollout of Obamacare have come not from the program's critics but from the Affordable Care Act's two biggest champions. And the biggest tears? Well, those will come from the rest of us over the coming years, in the form of declining levels of choice in health care and rising prices.
Faced with the manifest—and ongoing—failure of the federal exchange at Healthcare.gov to allow people to shop, compare, and enroll in great new insurance at low, low prices, Barack Obama huffed, "Just a couple of weeks ago, Apple rolled out a new mobile operating system, and within days, they found a glitch, so they fixed it. I don't remember anybody suggesting Apple should stop selling iPhones or iPads or threatening to shut down the company if they didn't."
The president's comments deliberately echoed that of Health and Human Services Secretary Kathleen Sebelius, who on the launch date pleaded with Americans to "give us the same slack they give Apple…If there's not quite the operational excellence right away, we'll continue to press for that."
Operational excellence? Equating a glitch in an operating system that has revolutionized mobile and tablet computing to an unproven program whose website seems to be infected with the Stuxnet virus? Do these people think we're Republican-level stupid or what (more on that later)?
Or maybe Obama and Sebelius think that Apple's bright, shiny future still rests on the eMate 300 and the Newton Message Pad. Seriously, does the president not realize that after a string of flops and cost overruns, Apple did in fact come close to bankruptcy? That happens to companies on a regular basis, even to behemoths that liberal economists like John Kenneth Galbraith used to claim were beyond the reach of market forces. Go ask anybody who remembers A&P, Gimbels, Digital Equipment, Kodak, or Borders, fer chrissakes.
After the search for bin Laden, the Obama administration's biggest manhunt has turned out to be for someone—anyone—who managed to actually sign up for and enroll in an insurance plan offered by the federal exchange. As The Miami Herald declared in a recent headline, "Obamacare enrollees become urban legend." So far, you've got a better chance of turning up a gerbil escapee scurrying down Richard Gere's leg than finding a couple dozen satisfied customers of healthcare.gov. During a legendarily awful Daily Show appearance, Sebelius lowered expectations yet further by saying that HHS will release enrollment figures on a monthly basis. Right after all the parades for record-setting grain harvests and successful launches of canine cosmonauts.
The first high-profile case of an Obamacare enrollee was paraded around the mainstream media like a captured U2 pilot in the old Soviet Union. But he turned out to be…well, not so much. On October 4, my colleague Peter Suderman broke the story that Obamacare poster boy Chad Henderson had not actually purchased insurance for either himself or his father. Henderson—a paid activist for Organizing for America, a community organizing project of the Democratic National Committee—eventually admitted to The Washington Post, "I have not purchased a specific plan."
But how could he have? Healthcare.gov is a colossal, expensive failure that projects a 1970s-era DMV experience into cyberspace. It wasn't for lack of money. As The New York Times reports in a devastating anatomy of failure, some $400 million has been spent so far in creating "a one-stop click-and-go hub for citizens seeking health insurance." But rest easy, America, since the Times cites a source who says that "the project was now roughly 70 percent of the way toward operating properly." And the other 30 percent, which is kinda sorta important? "I've heard as little as two weeks or as much as a couple of months." Which is to say, don't go skydiving or skiing come January 1, 2014.
There's reason to believe that by keeping people from actually pricing insurance plans, healthcare.gov is trying to mask the cost of the coverage offered at the exchange. It turns out that the major cause of the traffic bottleneck at healthcare.gov is the requirement that visitors register and give personal information before being allowed to browse for plans—the sort of impediment rarely encountered these days at most e-commerce sites.
HHS told the Wall Street Journal that the goal of that was to "ensure that users were aware of their eligibility for subsidies that could help pay for coverage, before they started seeing the prices of policies." Avik Roy, a writer at Forbes.com and an analyst at the Manhattan Institute who has been sharply critical of the president's plan, calculates that coverage under Obamacare will on average be 99 percent higher for men and 62 percent for women than under currently available plans. That's because Obamacare does away with exclusions for pre-existing conditions, severely caps premiums for older people, mandates coverage of a wider number of services, and more. You can argue whether those are good or bad things, but it's hard to argue that they don't increase costs that will ultimately be borne either directly by the insured or indirectly by taxpayers who will subsidize coverage. Roy contends that the "political objective [of] masking the true underlying cost of Obamacare's insurance plan…far outweighed the operational objective of making the federal website work properly."
Eventually, the crowd at healthcare.gov will thin out, either because fed-up folks—especially the "young invincibles" who are so important to any chance of the program's success—stop going there or because the government hires some decent programmers. Whether it's in two months or 12—and whether it costs another $400 million—is anybody's guess. But while you're waiting, consider this: The Congressional Research Service found that the Obama administration missed half of its statutory deadlines for the implementation of The Affordable Care Act in its first three years.
There's no rush. After the program becomes fully operational, then the real troubles will begin. Who in their right mind is going to feel comfortable giving income and other personal information to a site that inspires less sense of security than a Russian mail-order bride website? The government's super-spy outfit—the National Security Agency—allowed a short-term contract employee to walk out with a bazillion incriminating PowerPoint slides. And you're asking us to believe that HHS is going to keep things confidential?
Does it make you feel better that, as the Times put it, the "project quarterback" was the Centers for Medicare and Medicaid Services, which fails to catch between $60 billion and $100 billion annually in waste, fraud, and abuse? Reports are coming in that to the extent that healthcare.gov and related phone centers are sending information to insurers, much of the data is junk that will require huge amounts of manpower to verify.
The one thing that the Obama administration has going for it is opposition by Republicans, which maintains its "stupid party" reputation the old-fashioned way—they earn it. Obamacare has never been popular with voters, even as its unpopularity has declined slightly due to the shutdown. Spectacularly, the Republicans managed to blunt the full-on disaster of Obamacare's roll-out by cluttering truly popular demands for reductions in spending and debt with a laundry list of demands about defunding and/or delaying health care and other issues (such as approving the XL Keystone Pipeline).
Had the GOP focused on strictly fiscal matters, they not only might have gotten a clean CR at current spending levels and a blessedly dirty debt deal, they might have provided space for a true grassroots movement to delay Obamacare.
Instead, here we are, with a Congress that no one can stand, a president whose numbers are slumping, and a botched health-care reform whose worst days are ahead of it and whose online debut inspires about as much confidence in the future of America as flooz.com did back in the day.

All I can say is I tried the Obamacare site for California the day after it started and it worked fine for me. Admittedly, I didn't go through the entire process but I was able to find what plans were applicable to our situation.
If you didn't go through the whole process, you can't make that claim.

Oregon has had serious problems and it's a state run exchange. I think that overall there have been better outcomes with the state exchanges, but that's largely because the federal roll out has been so disastrous.
For every state that's done well, like Kentucky and Washington, you've got an Oregon that's functioning just as poorly as the federal exchanges.
I like that Democrats are now trying to use the better outcomes of state exchanges as evidence in their favor though. Wouldn't the fact that states have been more successful actually mean that state governments are better run and that therefore we should give more political power to the states? This would, you know, completely invalidate the left-wing worldview.

It's not a strawman, it's a member of his defined set. The situation I described would be one example of a third party sticking his nose into a transaction. That intervention does not require force to be "sticking his nose in."

For the sake of this argument it doesn't matter how the third party got the information. It just matters that it is correct, you don't have it, and your transaction partner has no obligation to give it to you unsolicited.
Like I keep saying, there are a lot of ways to "butt in." They range from offering a word of warning to using force to override a decision. They are not "without fail" bad things. Talking to a stranger is not force.

The Affordable Care Act requires most people to maintain health insurance. You can get insurance through your job, through the Health Insurance Marketplace, or directly from an insurance company. After open enrollment ends on March 31, 2014, you cannot get Marketplace coverage until the next annual enrollment period, unless you have a qualifying life event such as a birth or marriage. If you do not get health insurance in 2014, you may have to pay a fee.

The fee in 2014 is 1% of your yearly income or $95 per person for the year, whichever is higher. The fee for uninsured children is $47.50 per child. The most a family would have to pay is $285. Amounts go up after 2014.

I also laughed when I thought about how if I don't pay the tax I can presumably go to jail, but if I go to jail I am exempt from the tax. It's a paradox!
Well, he is correct that at this time there are no criminal penalties for failing to pay the penaltax. So technically you cannot go to jail.
The real question becomes what would happen if you didn't have a refund, would they send you a bill for the penaltax? What if you didn't pay the bill?
I personally have not had a tax refund in over 6 years because of the way I setup my exemptions, and the structure of my wages. I'm quite curious as to how this will be applied.
It's true the tax can't be a penalty with enforcement mechanisms. I just assumed that if I misrepresented my insurance status I could get in trouble for that... but it seems like they'll know whether I lie or not.

People under 30 can get high deductible hospitalization, although those under 26 can just free load off mom or dad's plan. But once you turn 30, no more catastrophic. I'd sue them over that, if they took away the coverage that best suited me because I reached a certain birthday.

Here in massachusetts, they created a form called the 1099-HC. It's generated by a health insurance company and sent to all of its customers. The form lists which months that customer was insured by the insurance company.
The customers must submit all their 1099-HC's and show that between all of them they cover all the months of the year. The big exemption is if you are on Masshealth (Mass medicaid), where they report your coverage state to the Dept of Revenue directly.
My guess is that the 1099-HC will now become an IRS document.
I thought SCOTUS said all this was constitutional because it was NOT a fine, but now everyone who works for Obama says it is.

Most recent one I heard today is that the only reasons the prices are high are because Republican governors have been too slow in setting up exchanges.
OK conspiracy theorists. When will someone come up with the idea that teh lousy performance of the ACA website is an indifferent or malicious action by the administration to punish the states that did not set up there own exchanges and accept Medicaiexpansion? Most of the positive comments about using the websites have been from those using sites set up by states that have their own exchanges and accepted the expansion. I believe it's the latter, but it is possible to perform the former. However, that is only done when they need a substance of extreme purity at the quantum level.
The replicators are essentially transporters that have "recipes" loaded into them. During transport, matter is converted to energy, and that energy is used to power its conversion back to matter (with some added to offset entropy.)
They could just have a replicator at the end of the pipe, pumping out hydrogen for reaction mass. Hell, maybe there's a replicator on the other side, making anti-hydrogen. All you would have to do is supplement the energy lost through conversion.

Am I the only programmer who's beginning to feel professional shame about the Obamacare website. Love it or hate it, 3+ years and at least $200+ million for an apparently epidemic set of websites that most experienced professional business website programmers figured they could have done in 6 months with a small team for about $2 million makes you long for the $500 wrenches of the 1980s. I think about the game industry where Call of Duty, World of Warcraft, GTA, Farmville, etc have to be able to handle 1+ million users on day one doing hundreds/thousands of server hits per individual and I have to wonder who was hired to build the federal websites. I'm not saying that I would have expected the websites to be perfect on day one, but anyone in the games industry would have had a couple of patches within the first week and within two weeks would have had the sites humming.
I do baseball stats for websites and teams. I've been paid about $30k over 4 years. I spend many hours a week after work improving my code. As for the "55 databases from different agencies" well this week I coded a program to download all the play by play from the Cuban league. They did not respond to inquiries. I download all the stats, rosters, etc from Japan. South Korea is up next, and I have to deal with Hangul and that they don't like people to have their stats. At least I get along fairly well with MLB. Even if they don't offer up all their json addresses, I still do nightly downloads of pitch by pitch play by play, rosters, transactions, etc.

The Republicans would have won if they focused on fiscal matters and concocted a "dirty deal"? They shouldn't have touched Obamacare at all, even though they made the most gain out of that issue?
Shutting down the government over Obamacare is a manageable risk, given its low popularity. But shutting down the government because the GOP insisted on a 30% cut to medicare or defense would have spelled disaster.
Why do people correctly observe that the Dems control the white house and the senate, thereby blocking any GOP efforts to defund Obamacare or reduce spending, but also blame GOP for capitulating? If they abandoned the futile defund strategy and focused on delaying ACA or repealing the medicare device tax, Obama would have played along?
Reason is run by concern trolls, that's why. I mean why else would they gleefully point out poor opinion polls for Republicans who are hated for advocating things that libertarians think are too moderate?
If they actually had any intention of getting our fiscal house in order, they would have cut everything by 48% percent, which would have us running about a 1% surplus.

And if the people are mad about the government "shutdown" I'm not sure they would support a huge budget cut.
The states haven't done so hot on this, either. Bottom line: this program working depends on a group of entitled jerks intentionally paying twice as much (or more) for a product they don't need. Conservatives give twice as much to charity and volunteer twice as much as liberals. I don't see this as having a hot chance in hell of succeeding. Look at how well the unions are doing in Wisconsin after they lifted the requirement to pay. Liberals don't mind sleeping on the floor and harassing their political opponents, but paying their own way seems anathema to them. Paying someone else's way? Not gonna happen...

The problem is: if the system requirements are conflicting it will never get fixed. You can't turn a bad law into a working computer program. Well you can actually. But the program will not work any better than the law. And probably much worse.

My son (a proud libertarian) is 28, lives and works in Maryland. This is what he posted on Facebook this morning.
...signed up for Maryland's Heath Exchange program. So far, I am not pleased with my options. I am fortunate enough to be a healthy, 28 year old male and in order to keep the catastrophic type coverage I have now, I have 2 plans I can choose, both of which are at least double what I pay now in premiums. Each also have double the deductible amounts of my current plan (one plan I can choose has an annual deductible of $6300). Both plans are each over $230 in monthly premiums and aside from me paying more, offer me no more benefits than I previously had at ~$110 a month. Basically, I am going to end up paying at minimum over $200 a month for insurance and might be forced to take a plan that cost even more so I can at least get my money's worth in coverage. Yeah, not a happy camper.

You might qualify for various income based tax credits. A lot of people don't realize that the income guideline amounts for Medicaid are changing soon. People who used to not qualify for programs due to making "too much money" will most likely qualify starting in January. Right now the limit is 1,000 a month, but I think the new limit will be twice that amount.
