UPDATED: Obamacare Poster Boy Chad Henderson and His Dad Didn't Really Buy Insurance
An exclusive Reason.com interview with Bill Henderson.

Chad Henderson is the media's poster boy for Obamacare. Reporters struggled this week to find individuals who said they had been able to enroll in one of the law's 36 federally run health-insurance exchanges.
That changed yesterday, when they found Henderson, a 21-year-old student and part-time child-care worker who lives in Georgia and says that he successfully enrolled himself and his father Bill in insurance plans via the online exchange administered at healthcare.gov.
But in an exclusive phone interview this morning with Reason, Chad's father Bill contradicted virtually every major detail of the story the media can't get enough of. What's more, some of the details that Chad has released are also at odds with published rate schedules and how Obamacare officials say the enrollment system works.
The coverage of Chad Henderson has been massive. He was featured in The Washington Post Thursday as "the Obamacare enrollee that tons of reporters are calling." He was also profiled in The Huffington Post as someone who "beat the glitches to sign up for Obamacare." He was interviewed by Politico, multiple local news organizations, and, according to his Facebook feed, was asked to be part of a conference call hosted by the Department of Health and Human Services.
Chad's story was tweeted out by the official Obamacare Twitter feed. It was promoted to the media by Enroll America, a health-care activist group headed by a former White House communications staffer, as a sign of Obamacare's success. Henderson told reporters at multiple news outlets that after a three-hour wait to sign up online, he enrolled around 3 a.m. Tuesday morning in an unsubsidized private insurance plan that would cost him about $175 a month. He also said that his father enrolled in separate coverage plan that would cost about $250 a month after factoring in the subsidies for which his father qualified on his approximately $24,000 annual income.
Chad's decision to purchase his own, separate plan might surprise some. A monthly premium of $175 would represent about 30 percent of his pre-tax take home pay—about $583 a month on the $7,000 part-time income he claimed. And he could have chosen to be covered by his father's plan, which, under the Affordable Care Act, would have been required to cover dependents up to the age of 26. Chad said his father encouraged him to be covered under his own plan, even though the cost was higher. "He's old school, so he wants me to take responsibility," Chad told The Huffington Post.
Henderson's story was promoted as proof that the new health law can work for individuals. That was exactly how Chad intended it. He was a volunteer with President Obama's campaign last year, and his LinkedIn page still lists him as an active volunteer with Organizing for Action, the former campaign organization which now advocates for the president's legislative agenda.
He told The Washington Post that he was sharing his story because he wanted the new health law to succeed.
"I've read a few articles about how young people are very critical to the law's success," he said to The Post. "I really just wanted to do my part to help out with the entire process."
But details of Chad's story proved difficult to verify. And in a phone interview conducted this morning, Chad's father Bill contradicted major details of Chad's story. I reached Bill Henderson by following a series of links at Chad's Facebook page, through which I was able to speak directly to the father.
Bill Henderson told me that both he and his son were interested in getting coverage, but that he had not enrolled in any plan yet, and to his knowledge, neither had his son. He also said that when they do enroll, getting the most coverage for the least money would be the goal, and that he expects that he and his son will get coverage under the same plan.
Bill told me that Chad had been looking into plans online. "He told me that there's different plans. And we haven't decided which plans to enroll in yet."
I asked him whether he and his son had talked about going on separate plans, and he told me that, "We'll probably go on the same plan, more than likely."
Asked whether he had seen specific plan options yet, Bill said, "No, we haven't looked over them that discrete yet. But it's just different plans that he [Chad] has told me we're going to go with. We'll have to choose one of them."
Bill told me that when he does enroll, his focus will be on getting value for money. "Whatever gets the most coverage for the least price," is what Bill said he's looking for in a plan.
Bill also said he hoped he'd qualify for subsidies through the health law. But he didn't know yet if he would. "I'm hoping so," he told me. "It's a possibility." As of yet, however, the pair had not picked a plan or completed enrollment. But he hoped they would shortly. "We're going to be enrolling, and looking at it, you know, looking over everything. So we're going to be deciding on what we're going to do very soon."
I found Bill's contact information through Chad Henderson's Facebook page. An update on October 1 reads "Enrolled in Obamacare" and links to Bill Henderson's Facebook page. Bill Henderson's Facebook page lists him as "Owner-Operator at Bill's Shaved Ice," and links to a Facebook page for his Shaved Ice stand, which includes a phone number. On the phone, Bill confirmed that he had a 21-year-old son named Chad.
Other details from Chad's story were also difficult to verify. He said his premium was unsubsidized, and cost around $175 a month for the cheapest Bronze coverage plan available. He told the Chattanooga Times Free Press that he got his coverage through Blue Cross Blue Shield. But the cheapest unsubsidized Bronze exchange plan at Blue Cross Blue Shield's online Quick Quote system offers for a 21-year-old in Flintstone, Georgia is $225.09 a month.
Additionally, Chad could not have purchased a separate plan for his father from his own login to HealthCare.gov, the website for the federal exchanges. A customer assistance representative on HealthCare.gov's LiveChat system told me that purchasing separate plans for a son and a father in Georgia would require two separate logins. Which means that Chad would have had to successfully create two different accounts, and complete enrollment twice, at a time when almost no one was able to get through on the system.
Chad seems to have sought out media attention for his story. He first said he had enrolled in coverage on the evening of October 1, in a tweet that also included the Twitter handles of local news organizations Times Free Press and WRCB.
That tweet was later referenced by OFA's Tennessee branch, and the @Obamacare Twitter feed. Enroll America's digital director, Adam Stalker, noticed the Tweet and asked on Twitter whether Enroll America could share Chad's story. Chad excitedly charted the ensuing media attention on his Facebook page.
"The response to my story from earlier in the week has been overwhelming!," he wrote in a Facebook update last night. "Here's an update: I've now been interviewed by The Wall Street Journal, Washington Post, Chattanooga Times Free Press, The Huffington Post, Enroll America, and POLITICO!!"
Chad Henderson's story was picked up by the national media because of how difficult it was to find individual stories of successful enrollment in the federal health exchanges during the initial days of enrollment. It appears that reporters may have to keep looking.
Update (2.54pm ET): Washington Post reporter Sarah Kliff writes that she "spoke with Chad over the phone about this situation. He told me that he has indeed not purchased coverage but doesn't believe he was lying. He said he told reporters that he completed an application for coverage and knows what plan he would like to purchase, but has not, as of yet, enrolled in that insurance plan." Read more here.

You have to demonstrate you were on a qualifying plan when you file your taxes. So, if you have it through your work, you're ostensibly good to go. This is for people who don't have it through their employers or some other source.

You can pay the tiny fine and ignore insurance until you get sick or injured and then sign up for the premium coverage.
They've actually put an enrollment period in now. So you can only enroll 10 weeks out of the year, without some kind of qualifying event. However, I'm not sure that upgrading your plan is restricted to the enrollment period.

The rates are ridiculous. I have an individual plan now that's $83/mo. It has a $2700 deductible and $5875 out of pocket cap from Care First BCBS. I just got a letter yesterday saying that I could not keep the same policy and would have to switch to an accepted plan. All the bronze plans have larger deductibles ($3k-5k) and higher OOP caps (~$6k) and I know that they'll cost like $180/mo.

My wife's plan cost us most of her paycheck right now, like $400 a month (family of 3), but the individual deductible is only $750 with the family deductible like $2500.
The cheapest PPO plan from BCBS is $550 without the "credit" and has deductibles of $6,000 and $12,700 respectively.

I think most people aren't pissed because they already have "free" health insurance from their employers and think that they'll actually be able to keep their coverage. The horror stories of people's contributions going through the roof and hours being cut are starting to trickle in.
The people that don't have health insurance, i.e. the young and healthy, are relatively ignorant of the new policy according to recent polls. When they lose their tax refund (which when you work multiple shitty part-time jobs is a huge event) the shit is going to hit the fan. I'm not saying that they'll go out and vote for rand paul, but the historic youth turnout that DearLeader got will be a one off.

Yeah, constantly referring to insurance as "health care" is terrible. I miss Groovus Maximus' frequent reminders of this fact. Not having insurnace does not mean that you don't have health care. You can still take care of yourself, pay cash for preventative care and the occasional script for antibiotics or whatever and set up a payment plan if you have some accident or illness that requires hospital care. It would be wise to have some catastrophic insurance plan for if something serious happens, but even without that, it is just a lie to say that all the uninsured don't have "health care".
And if the entire market weren't dominated by insurance and government payments, it would be a lot cheaper and easier for people to pay out of pocket for routine care.
Insurance protects assets. No assets, no insurance. Especially as my lack of insurance doesn't drain your assets, as is a special case for car accidents.
But because of EMTALA it does drain your assets. It does it through higher premiums that you pay for insurance and higher costs for those that actually do pay out of pocket. And you could argue that your existence is the most valuable asset you have.
Bottom line: we don't hold people accountable for their actions and so we get this shit.

He needs a cheap catastrophic plan, the sort of coverage ACA specifically disqualifies. Henderson's case highlights the problems the ACA creates by hamfistedly trying to resolve issues it managed to exacerbate: namely, making insurance a more expensive proposition and delivery more uncertain. And supporters are trumpeting this? It's kafkaesque even without these new developments.

I imagine that it's folks like me, who have good employer provided PPO insurance that will suffer the least from this debacle(unless you work in Congress). We'll only experience gradually increasing rates. People who are forced into exchanges are going to experience a nightmare scenario of monumental proportions. But, in the end, none of us are going to escape the pain entirely (except again, apparently Congress).

If I understand it right, the tax is bad enough that there won't be any high cost/high benefit plans, except for maybe for executives at non-profits or something. People who work in healthcare are going to be hurt. Part of the plan to save money is to decrease reimbursements to healthcare providers. One of the tricks is to make the paperwork difficult to fill out correctly and then deny payment. Under current billing you can correct a mistake and resubmit . Now if it is not done correctly the first time you don't get paid. Also reimbursement rates will be cut if you are bellow average in certain metrics. Half of providers by definition will be bellow average and suffer rate reductions. Already most hospitals survive on 1-2% margins.
I think fewer and fewer people will have access to good employer provided insurance in the future as costs continue to increase. I expect the costs of providing insurance to employees will rise much higher than where the penalty is for not offering insurance...
Capping profits is an unbelievable stupid part of ObamaCare--saying that you have to spend 85% of what you collect in premiums on coverage. Idiot progressives generally don't understand that the profit motive is what keeps costs down. I'd go so far as to say that the primary reason it always costs more for the government to do anything is becasue they aren't trying to maximize profits.
Anyway, now that slashing costs (and keeping prices the same) can't really push your profit margin over 15%, you're really talking about pushing the prices for coverage up. Add to that, all the expansion of Medicaid (which providers are already losing money on and gouging insurers to make up for), and there's no reason to think that employer provided insurance is going to be as available in the future as it has been in the past.

Yesterday we got an email from the director stating that those of us who are not full-time employees must go sign up at the insurance exchange for health coverage. Today, through the grapevine, I found out that they have changed their criteria for full-time work. It is no longer based solely on hours, but also on funding source - 80% of hours must be from the correct source. As it turns out, none of my work is funded from the correct source. So I am as far away from being full-time as if I worked no hours at all (I work about 25-30 per week). Thanks guys, for showing how much you don't value me by not even informing me of the change.
Yes, I am a parasite at a healthcare-related company that receives most of its funds from the government and the rest from insurance. All I can say it, I'm glad I'm not as naive as the 20-somethings I went to school with, some of whom are now my co-workers. At least I am not surprised by this. And I don't have illusions that it will be better at other companies. I'm sure this is par for the course at this point.

I suspect the government knew there was going to problems and collateral damage. But that's the price to pay for this program. Eventually, everyone is gonna get used to the idea of the government involved in health and everyone is gonna love it - like Medicare. I don't know for sure but I get the feeling it was the same thing for Canada - only we did 50 years ago.
Over time we just got used to it. In fact, people fell in love with the idea to the point it's considered a "Canadian value" to have universal health.

The Individual mandate is the worst thing about the Affordable Care Act. I think we can fix that once the law has gone into effect and we start concentrating on making it work better. People should not be compelled to pay private institutions for health care or insurance, but paying the government taxes to provide healthcare is acceptable at least according to the US Supreme Court.

You're response is not reasonable. Reporters took him at his word instead of verifying that he did sign-up not that they really could given confidentiality rules. Still they shouldn't have written his story up without some qualifications. Reason did an update on the article where they reported on Washington Post reporter Sarah Kliff confronted Chad Henderson about what his dad said.

As far as the number of people who have successfully signed up for plans I am sure the websites could provide that information. There is a possibility that they might lie, but why would they? They will get caught and they've already admitted that there are serious glitches that are being worked on.
Instead of making accusations based on insufficient information I would advise that you wait until you have more information before declaring the Affordable Care Act Insurance exchanges a failure. I would advised waiting until at least March. Sign ups only started last week and the insurance doesn't kick in until January 1st.
Drawing premature conclusions just makes you look biased instead of reasonable.

Not really giving it a pass. It is a law that is currently being implemented. I was talking about evaluating it's effectiveness and how well it is implemented.
Right now it isn't being implemented online very well. We've been asked to give it time to get the expected bugs worked out. If you are going to give it an honest evaluation you should give it time. If you aren't going to give it an honest evaluation then I guess time isn't necessary.
The reason you should give it a chance before drawing conclusions is so you can make an informed decision. The worst part of the Affordable Care Act is the Individual Mandate in my opinion. The Insurance Exchanges which is what this article discusses doesn't seem so bad and I would expect some problems when it first starts up. I would expect a steep learning curve.
As this article points out though there are a lot of people trying to spin the success of the Exchanges both ways. You are very disrespectful in your attitude towards me and quite dismissive and flippant about the Exchange. Sarah Kiff appears to have been too eager to make the Exchange look like a success and didn't do her job as a journalist as well as she should have. Pragmatic and rational people need to fight the urge to become emotionally involved and attempt to give policies honest evaluations.
Honest evaluation of ACA:
Is it free-market?
No.
Does it protect individual rational decision making (could I subscribe to insurance that does not cover shit I will never need, if companies were willing to offer it)?
No.
Will health care get better?
No.
Will health insurance at least improve or get more affordable?
No.
Conclusion: bad.

I meant a sincere attempt to objectively evaluate ACA's effectiveness based on its actual performance. You can't possibly do that until the law has gone into effect for a reasonable period of time.
