Scenes from Obamacare's Glitch-Filled Opening Day

"We think we're off to a good start," is how Marilyn Tavenner, the chief administrator at the Centers for Medicare and Medicaid Services (CMS), characterized yesterday's launch of Obamacare's health insurance exchanges.
How good? Well, they won't exactly say. A federal spokesperson said that individuals successfully applied for insurance in the exchange system run by the federal government, which is administering 36 of the exchanges'"but refused to provide details about how many actually enrolled.
A report in The New York Times offers this scene from a health center near Miami in Florida, one of the states where the federal government is administering the exchange:
All day, trained application counselors typed in "Florida," or got as far as entering some applicants' personal information, before the system crashed. Sometimes the crash came when it was time to answer a security question. Other times applicants put in their security question answers but could go no further.
Out of nearly 72 applicants who sat down with counselors by noon, none were able to access the marketplace. All of the applicants were given appointments to come back another week.
In other words, not a single person who showed up to get coverage managed to even create the account necessary to log into the system, much less actually shop for and enroll in coverage. It's the same problem I had when I tried to browse the system yesterday, the same problem Reason's J.D. Tuccille had when he tried to sign up, the same problem that numerous health reporters say they've had when they've tried to create accounts and log in.
Some of the functionality seems to be improving today. I finally managed to create an account around 12:30 p.m. this afternoon. But I still had trouble logging in afterwards. I wondered if perhaps it was an issue with credentials, but the password and username retrieval systems didn't work either.
In Texas, some potential applicants didn't even get to the point of trying to create a login, reports The Washington Post:
In South Texas, health-care providers reported an unusual problem with the federal marketplace: Many patients didn't have e-mail addresses and therefore couldn't sign up online.
The Brownsville Community Health Center had 50 people show up on Tuesday ready to sign up for health coverage '" many even brought pay stubs and income documentation '" but not a single one had an e-mail address.
"If you don't include an e-mail address, they won't let you through," said Christela Gomez, the special-projects coordinator and lead certification application counselor at the center. "Quite a few didn't even know what an e-mail address was," she added.
Still, the most common problems seemed to be technical. The administration is pinning website glitches on unexpected traffic volume, and says it will upgrade capacity.
The federally run exchanges aren't the only ones having trouble.
The state-run exchange in New York displayed an error message throughout much of yesterday; officials there also blamed heavy web traffic, saying the site got 2 million visits during opening hours. Indeed, virtually all of the states had some sort of trouble yesterday: Reuters reports that its checks in 47 states through yesterday turned up "frequent error messages and traffic overload notices."
The exchange in Minnesota had major problems throughout the day and could not confirm that they enrolled anyone at all. The exchange in Washington state was offline for six hours, and said the problem wasn't too much traffic. Hawaii's exchange took applications, but had no plan details on offer.
Some state exchanges did post enrollment figures. Connecticut processed 167 applications by the end of the workday. The District of Columbia exchange had 175 people start the process, although only four completed enrollment, according to the Post. The state-run exchange in Kentucky appears to have been the most successful at enrolling people throughout the day, with more than 1,000 applications completed. But reports indicate that it, too, experienced "substantial glitches" and login issues during the day.

I actually made it through this morning at 8:00 A.M. I have a preexisting condition (Type 1 Diabetes) and my income base was 45K-55K annually I chose tier 2 "Silver Plan" and my monthly premiums came out to $597.00 with $13,988 yearly deductible!!! There is NO POSSIBLE way that I can afford this so I "opt-out" and chose to continue along with no insurance.
I received an email tonight at 5:00 P.M. informing me that my fine would be $4,037 and could be attached to my yearly income tax return. Then you make it to the "REPERCUSSIONS PORTION" for "non-payment" of yearly fine. First, your drivers license will be suspended until paid, and if you go 24 consecutive months with "Non-Payment" and you happen to be a home owner, you will have a federal tax lien placed on your home.
That can't be real. Can it? That's full fascist FYTW pay through you nose shit. And a really good reason to avoid the exchange like the plague.
One of our brave editors should try to recreate the same conditions this guy did, and see what happens.

Quoted for truth. A former job I had involved dealing extensively with the IRS. Nice people, at least the examiners my audit team dealt with were, but dear Lord, could they lose shit and never admit error. Never send them originals of anything, is my advice.
That is true of most regulators. Back when I was doing environmental law, the EPA was always very easy to deal with, provided they liked your client and you never really challenged them on anything.
This year I have sent them proof of my student loan interest payments from a couple of years ago (when I was eligible for it) 3 separate times. Both of the first two involved their response to me sending in Form XYZ saying that unless I turned in Form XYZ, I would be charged the tax to make up for the deduction. I have yet to hear back from them this third time.
It's that or a percentage or your income, which I can't remember the percentage, but over a certain income level, the $95 rule flies out the window and it will be more.

Well, the screenshot makes me think that a facebook user did write those words. I don't know if he's telling the truth or not. IT does, however, sound quite plausible... It would take years to litigate over the liens etc, and by the time the injunctions came down, the IRS would have forced thousands of people to sign up so the program would be a 'success'.

Nope, that's a common misconception. It's 1% of your gross income with a $95 minimum. So it's lower bound is $95
So the fine goes up based on income? Four thousand dollars is a pretty stiff fine for about anyone, and it is huge for someone making 55K a year.

Over at HuffPo yesterday, some posters were saying that they went to the exchanges and the the rates they found were shockingly high. As soon as they posted that, there would be flurry of responses saying thinks like; 'Lying teabagger!, that's not true! The Koch bros. paid you to post here!'.
Seriously, I don't think they were making the stuff up about the rates being high. No one said anything about draconian threats, but come on, we all know that this law will eventually be that Draconian and worse, but I doubt they let it start out that way, because obviously there would be a huge revolt. And I don't believe anything I read at infowars, as matter of fact, I don't read anything there.
During my days when I was forced onto the RomneyCare exchanges, I had a similar sticker shock. People don't know how much of what an employer is spending on employing them is diverted from their pocket and going to pay the employer share of health insurance.

They think they are going to get free or really cheap and great health care coverage.
They are going to get free health coverage because they have no income, except for welfare, which of course, they were already getting through Medicaid.
They work for the exchanges or the federal government.
They work for congress and are getting a 70% subsidy.
They are just radical proglodytes who want anything that makes the government bigger and more powerful, because they somehow think that is going to benefit them over others.

The tax lien, OTOH, I fully buy. I haven't look at the legislation or Treas. Regs, and I think that the IRS is for now only allowed to take an Obamacare penalty from your tax refund (if any), not to treat the penalty like they do every other tax deficiency. But if the penalty treatment is a function of the Regs, not the law, can't the IRS change their mind about that at any time? I totally expect the Service, FWIW, to eventually treat the penalty like a regular tax deficiency.

Even if this is the case it would be largely irrelevant as the law does not define which part of the tax code is satisfied in which order meaning they can define tax revenues as being applied to the penaltax first and the rest of the tax code second meaning the only way that you could have an unpaid penaltax would be to pay no taxes at all and unpaid penaltaxes would be magically transformed into unpaid general tax liabilities

Also, this is what people forget. The bulk of the people who will be using these are not the currently uninsured. Most of the users will be people who currently buy individual insurance or get it through their small business employer.
And about half of the newly insured peopel total is a function of expanding medicaid. So most of the demand will not be from the currently unisured.

I kick myself for not going to med school 20 years ago, picking up F.A.C.S. certification along with a plastic surgery residency, and setting up a plastic surgery/aesthetician/gerontology practice in the Caribbean. I didn't go to med school in large part because every doctor I talked to at the time said not to go into the profession. Most of them were scared shitless about what they thought Hillary-Care was going to do, with a lot of, "Do you really want to spend all of this time, money, and hard work, just to work for the post office?" Never thought about setting up a foreign practice.

I find this interesting, because in Brazil, they have had nationalized healthcare for, I am not really sure how long, but a long while.
Anyway, a private system managed to spring up right alongside it, and they don't try to do anything about it. So, if you have money, you are still paying for the public system, it's like a tax, you just don't use it cause it's crappy, you pay to go to the private care providers.
So, if they are trying to kill private medicine in this country and make everyone go through the public system, then there could be some huge medical tourism opportunities for countries that still have an operating private system, where you don't have long waits or limited resources.
I can also see a lot of American doctors leaving to practice in those countries.

What's odd is that it appears to be indisputable that most Americans will be paying a lot more for insurance coverage. And, from what I've heard so far, for less coverage.
The whole stated problem was about the supposedly uninsured, even though we have universal emergency room coverage, Medicare, Medicaid, VA, etc. And, of course, the whole "30 million uninsured!" argument discounted the young people who didn't have coverage for a short time because they figured it was a reasonable risk to avoid the premiums (which are high in the first place thanks to government meddling). I was one of those people for several years in my 20s.

Every summer in college I went without insurance, and only had it during the school year because the school required it, so I purchased this cheap 9 month plan they offered.
I'd love to travel to an alternative universe where the U.S. has a free market in health insurance and medical services. Just to see what everything costs.

They've designed just about the worst health care plan imaginable.
- Covers routine stuff on a first dollar basis either with no or very low co-pay.
- Covers lots of stuff that most people don't want or even consider to be healthcare (maternity, birth control, acupuncture, etc,)
- has extremely high deductible for the actual catastrophic stuff unless you pick a really expensive gold or platinum plan.
- has very high premiums to make up for covering all the crap people don't want and routine services.
So they are saying our dear congressional leaders have been summoned to the white house to negotiate. Now if Boehner had any balls at all, he should tell the president, "the price for GOP support has just increased significantly. I have been very skeptical this entire time that any of the issues are due to overwhelmed servers, rather than built in crappy implementation.

In fairness to the coders, they prinicipals apparently spent until the end of April deciding about fonts and color schemes. Which is what happens on every project without a strong PM. I've been dealing with Obamacare implications for a few years now.
My mixture of daily medications to control my asthma are above the FDA approved level of fluticosone propionate (SP?) so my insurance hasn't been allowed to cover both medications since the law was passed.
The funny thing is, I was put on this regimen by a pulmonologist who receives more federal funding for asthma research than any other doctor or researcher. The FDA knows better though.
I only use one of the medications now, not both because my monthly out of pocket for the other one would be $60 to $70 bucks. Admittedly, its still manageable with just the one medication, but I am definitely using my rescue inhaler much more often.

Yup. I was on Flovent as well (which is already in Advair, along with another medication I can't remember). He wanted my Flovent dosage higher than is available in Advair though.
I haven't checked the out of pocket price for Flovent since late 2010, I'd imagine its come down.
Are you in the disc or the inhaler? I switched and found the inhaler to work much, much better--especially with a spacer.

Inhaler means much less of it getting in your mouth. It's still a dust, but much finer ground. You might check it out.
