A war of words between U.S. and European officials continued to take shape Monday as a spokesman for the German government said that reports that the U.S. conducted surveillance on some of its allies were "unacceptable" if true.

According to Reuters, the spokesman promised that German Chancellor Angela Merkel would speak to President Obama about the surveillance reports in the near future, and implied that a larger European response would follow.
