Democrats Demand Social Media Users Talking Politics Disclose Certain Foreign Connections
Plus: The era of sovereign influencers, a new experiment in universal basic income, and more...

The lingering effects of "Russian influence" hysteria are still being felt. While Facebook is ending a ban on political advertising that was enacted amid moral panic about overseas influence in U.S. elections, Democrats in Congress are still pushing regulations and restrictions based on the idea that simply seeing foreign people's speech about U.S. issues and elections is bad for feeble-minded Americans and dangerous to our democracy.
Russian bot operations undoubtedly tried to stir up mayhem and inflame partisan passions during the 2016 presidential election, but the effects of that attempted chaos-sowing are way less clear (and less common) than Democrats—incredulous that Hillary Clinton could've lost to Donald Trump in a fair election—liked to pretend. And apparently, this delusion is still driving Democratic policy proposals in Congress. On Wednesday, the House passed a measure to require all politics-related social media posts from "an agent of a foreign principal" to bear a disclaimer saying as much.
The Foreign Agent Disclaimer Enhancement (FADE) Act of 2021, introduced by Rep. Abigail Spanberger (D–Va.), passed the House yesterday as part of a larger voting rights and election-related bill called the For the People Act (which only one Democrat and all Republicans in the House voted against).
The FADE Act states:
In the case of informational materials for or in the interests of a foreign principal which are transmitted or caused to be transmitted by an agent of a foreign principal by posting on an online platform, the agent shall ensure that the conspicuous statement required to be placed in such materials under this subsection is placed directly with the material posted on the platform and is not accessible only through a hyperlink or other reference to another source.
Exceptions for length may be made, but only with specific approval from the U.S. attorney general. The federal government's top cop will also be in charge of notifying online platforms when posts don't meet these criteria, and ordering them to take down said posts while also notifying users about their origins.
Spanberger and other proponents of the FADE Act—which modifies the Foreign Agents Registration Act (FARA) of 1938—have pretended it would only apply to propaganda put out by foreign governments or state-backed agents. But under FARA, it's not just foreign governments or political parties that are considered as "foreign principals" but any "person outside of the United States unless it is established that such person is an individual and a citizen of and domiciled within" the country. And the FADE Act would apply to any "agent of a foreign principal"—which is something of a tricky relationship to define.*
Enforcing the new disclosure requirement would require a huge investment in federal law enforcement apparatuses to monitor and investigate social media platforms.
Meanwhile, the potential for preventing or chilling all sorts of perfectly benign political speech would be huge, as would the potential for abuse by whatever party or administration is in power.
*CORRECTION: This post previously stated that it could target any foreign principal— i.e., any non-citizen outside the U.S.—opining about U.S. politics. That's incorrect.
But the disclosure requirement wouldn't just apply to paid employees or contractors of foreign government, party, or institution, either, since a foreign principal is any non-citizen outside the U.S., and an agent doesn't just mean someone being paid or employed by a foreign principal or working in a lobbying capacity. An agent relationship can be pro bono, and it can apply when someone is simply disseminating information. FARA experts I spoke with emphasized the notoriously tricky nature of defining the agent relationship, noting that it often comes down to the discretion of U.S. courts.

The latest Pirate Wires, a newsletter by Founders Fund's Mike Solana, has a really interesting section on "the new class" of social media and the rise of the "sovereign influencer." Solana posits that platforms are enabling a certain sort of "cancel-proof" and transferable social media experience:
Over the last decade, companies that focused on things like creator monetization, creator control, and certainly any kind of alternative, cancel-proof social media all generated trivial amounts of revenue by comparison to the social media giants. They still do. But companies focused on the dominance of sovereign influencers are riding the most important trend in media, while social media incumbents are almost incapable of capitalizing on the trend without disrupting their own dominance. In the technology industry, the dynamic at work here is legendary. A decade ago, when I first learned "Silicon Valley" was an actual place, rather than a metaphor, and began my journey with Founders Fund, I picked up a book called the Innovator's Dilemma. Long, fascinating story short: large and powerful companies are pressured by the market into obsessive focus on their core business, even when leadership is cognizant of new and important technology trends just outside their company's core competency. A few of these trends become tidal waves that reshape our world, and smaller companies better equipped to capitalize on new trends ride the waves to new and more significant markets. By the time a dominant incumbent fully commits to the new game in town — because it finally has to — it's too late. Congratulations, you're the foremost purveyor of film in a world of digital photography.
Patreon and OnlyFans, subscription services for creators, represent the first wave of companies that meaningfully monetized influencers, and decoupled them in some critical sense from the dominant social media platforms. But Patreon loves a wrongthink cancellation, and OnlyFans is a platform as well as a tool for monetization. While losing either monetization or a platform will harm a creator, the ability to distribute is critical. Substack, with email subscription baked into its DNA, represents the cancel-proof second wave. With a slight hiccup while they find a new tool for monetization, a writer could conceivably leave Substack and continue sharing content with their followers. In other words, we trust Substack because we don't have to trust Substack. Elsewhere, Discord walked so Clubhouse could run. Interactive voice chat may not be helping creators monetize (yet), and Clubhouse has way too much attack exposure to ever cancel-proof a user — though they've admirably resisted the New York Times thought police — but these are mixed social platforms. Partly they enable groups of people who know each other to chat, but they're also broadcast platforms for sovereign influencers. This is the future. Every successful new company in media and social media exists in sync with this future.

There's a narrative on the left that the Democrats' growing reliance on college-educated whites is pulling the party to the right (Matt Karp had an essay on this recently). But I think that's wrong. Highly educated people tend to have more ideologically coherent and extreme views than working-class ones. We see this in issue polling and ideological self-identification. College-educated voters are way less likely to identify as moderate. So as Democrats have traded non-college-educated voters for college-educated ones, white liberals' share of voice and clout in the Democratic Party has gone up. And since white voters are sorting on ideology more than nonwhite voters, we've ended up in a situation where white liberals are more left wing than Black and Hispanic Democrats on pretty much every issue: taxes, health care, policing, and even on racial issues or various measures of "racial resentment." So as white liberals increasingly define the party's image and messaging, that's going to turn off nonwhite conservative Democrats and push them against us.

A spokesperson for Brownsville confirmed that, since they began doing these tests Jan. 25, 108 migrants have tested positive for Covid-19, which is 6.3 percent of those who took the test.
Do they inform the other passengers on the bus that there is a chicomvirus-positive passenger among them? I'm assuming the answer is "no."

If you actually read into the article linked you can discover a few things:
1. There were only 125 people in the study, so this wasn't just the success stories.
2. There was a control group of people who didn't get checks.
3. Less than 1% of the money went to alcohol and tobacco (at least the users only reported that much of it went to those things)
4. The experimental group saw an increase in full time employment from 28% to 40% while the control group saw just a "5% increase" (though start and end figures are not provided, leaving me a bit suspicious). Taking them at their word this would mean that 15 people in the experimental group found full time jobs while roughly 6 from the control group did (assuming the control group was 125 people).
So let's recap here: You've spent $750,000 to help just nine people get a full time job who otherwise wouldn't have. Excuse me if I feel that's not really worthy of celebration.

At the start of the experiment, 28% of the recipients had full-time employment. During the course of the study, folks in comparable circumstances saw a 5% point increase in full-time employment. So if Stockton had done nothing, their expected full-time employment would have been 33%. Instead it was 40%.
Good news! An incremental 7% of the population got full-time jobs under this program. (Just for clarification, that really is good news. No sarcasm.)
However, the people who already had full-time jobs (or would have gotten them anyway) did not incrementally benefit from the program. Money to them was arguably unneeded. At the same time, 60% of the recipients took the money and ... What did they do exactly? Roll over and go back to sleep? They claim that recipients didn't spend it on booze or alcohol but that is not the same as saying it was spent wisely. Notably, money is fungible and that 60% were already eligible for lots of other financial assistance.
So while you could say that this program helped 7% of those in need, you could also say that 93% of that money was wasted. That doesn't sound like a standard that we should be shooting for when we talk about responsible government.

Highly educated people tend to have more ideologically coherent and extreme views than working-class ones. We see this in issue polling and ideological self-identification. College-educated voters are way less likely to identify as moderate. So as Democrats have traded non-college-educated voters for college-educated ones, white liberals' share of voice and clout in the Democratic Party has gone up.
Keep in mind that this wasn't the case for many, many decades. College-educated voters tended to vote Republican, up until the last 20 years or so.
The reasons for this have to do with class concerns more than anything else. People with degrees tend to be upper-middle class--this is a demographic that has long been highly risk-averse and socially conformist. The cultivation of these mostly white-collar professionals was done for the precise reason that were less politically radical than unionized factory workers or miners, and thus the democratization of college education was seen by the elites, initially, as a means to neuter that radicalism.
As left-liberal ideology became the status quo over the last 20 years, rather than the fringes in academia where it's flourished since the late 60s, this demographic has aligned itself with it as a status marker. It went into overdrive after Obama was set up by the media as the next President starting with his 2004 DNC speech, and the Great Recession brought home the fact that a college degree, while a social marker of high status, was no longer providing the expected financial return on investment (most of Occupy Wall Street, like SDS and Weather Underground, are from the bourgeoisie, not from the working class).
When the argument was between socialism and its enemies (and that was always the fuzzy line between left and right), college educated people may have known a little something about markets, too. There are plenty of non-college educated people who understand why soaking the rich and giving us all their money is probably a bad idea, but if you were taught a little tiny something in ECON 101, you're probably less likely to fall for the, let's soak the rich and redistribute the wealth" argument.

The November referendum did favor statehood but it improperly presented only two choices - statehood vs full independence. All prior votes have presented three choices - statehood, full independence and continuence as a territory. The latter choice keeps winning in all those prior votes.

I think Shor and Karp are disagreeing what 'left' means. (Its a problem - left/right is not a reliable ideological discriminant, and doesn't capture much ideological disagreement). Karp, in particular, never uses the phrase 'the right' to describe what's happening to the democratic party. He's laser-focused on whether party coalitions create a 'class break', where one side has real incentives to push for working class laws. In short, Karp is a committed Socialist in an original Marxian sense, and doesn't see the modern democrat coalition as being conducive to achieving those sorts of ends. He sees identity politics as a distraction from class politics, not a complimentary force.
