U.S. Used Facial Recognition on Millions of Air Travelers Last Year, Found No Imposters
Plus: Biden won't pursue Trump's TikTok and WeChat bans, Mitt Romney's child allowance plan, and more...

Despite using facial recognition technology on millions of air travelers last year, U.S. Customs and Border Protection (CBP) caught not a single identity imposter at American airports. Since 2018, airport CBP officers have only "intercepted seven impostors," according to a new report from the agency. That's something to keep in mind as the feds continue to build out biometric databases and officials champion their use as a vital national security step.
In that same CBP report, the agency reveals that it scanned the faces of some 23 million travelers in and out of the U.S. via airplanes, boats, and foot travel in fiscal year 2020 (that's October 2019 through September 2020). But "the system caught no imposters traveling through airports last year and fewer than 100 new pedestrian imposters," reports Dave Gershgorn at OneZero.
That's 100 people out of nearly 8 million pedestrian facial scans run last year. (Or, put another way, 0.001 percent of the pedestrian scans identified imposters.) Since 2018, 295 foot travelers with fake documents were found, the CBP report notes.
The report provides a frightening glimpse of where this all going: a world where traditional travel and identity documents are replaced entirely with biometric data scans.
At airports, CBP has "expanded the use of Simplified Arrival, a process that…verifies a traveler's identity biometrically and retrieves traveler records from CBP systems using the traveler's face," says the report. "Simplified Arrival is the first step in re-envisioning how travelers arrive in the United States." (Emphasis added.)
CBP used the "Simplified Arrival" program at 18 airports last year and "operated biometric exit technical solutions" at 20 more airports.
Additionally, border patrol agents have been piloting an expanded biometric surveillance program in conjunction with the Transportation Security Administration (TSA). "The pilot will assist in developing future plans for the use of biometric facial comparison technology at TSA checkpoints," the new CBP report says.
And CBP is working to bring facial recognition technology to bear on more U.S. roadways and cruise ships, too:
CBP is piloting biometric capabilities at the land border in both the pedestrian and vehicle environments and in partnership with the cruise line industry in the sea environment. During FY2020, nearly 8 million pedestrian travelers were processed at seven ports of entry. Similarly, in the sea environment, nearly 1 million travelers were processed at seven seaports. In 2020, seven major cruise lines were engaged with CBP to develop facial biometric processing for closed-loop cruises.
OneZero provides a little more background:
The rollout of facial recognition at U.S. borders has its roots in a 1996 congressional mandate that the attorney general develop a system to track the entry and exit of foreign citizens to the U.S. In 2001, the PATRIOT Act expanded this entry/exit system, adding a requirement that this tracking be done by biometrics, meaning through fingerprint, iris, or facial recognition. The CBP subsequently took over these efforts and, in 2013, put a plan in motion to use facial recognition.
CBP started releasing data on its facial recognition rollout in 2019. It revealed that in 2018, 8.3 million people were scanned at borders. However, the program's implementation has been met with skepticism from the Government Accountability Office (GAO). In late 2020, the oversight organization lambasted CBP over lackluster accuracy audits, poor signage notifying the public the technology is being used, and little information offered to the public on how its systems worked.

Let's stop right there. There is no such requirement. There's not even a political norm. Politics have always been a part of the impeachment process. Impeachment uses some of the words that we associate with a criminal trial (where impartiality is a goal) but it is fundamentally unlike that criminal trial in pretty much every way. Anyone who thinks the senators on either side are being impartial is just fooling themselves.

Possibly, but Multnomah County has a rule that, when someone posts bail and the charges are dropped, the person getting charged keeps the bail money regardless of who actually posted it.
Keep in mind that there were several organizations dedicated to fundraising to bail these people out of jail. These kids were basically getting paid to riot.
The other thing to keep in mind is that Time Magazine admitted that these were being coordinated from the top-down, which is why these organizations had a whole bunch of them on tap, ready to kick off, in case their rigging of the election didn't work.

This last part is key. The remaining remnants of Maoist criticism/self-criticism that the New Left in the US adopted and incorporated into academia was effectively squashed at Tianneman Square. Unlike the US, China's elites are openly, unashamedly jingoistic, and the government's foreign trade and economic policies are specifically designed to benefit their country, whether it hurts the other nations or not.
The US had that kind of chauvinistic energy for a long time, and it allowed them to ultimately win a global two-front war. You can't be a dominant global power when the people in charge don't even like the country they are running.

I mentioned in comments yesterday that Biden had canceled the deal to force TikTok to sell its U.S. unit to a partnership between Oracle and Walmart. The plan to ban TikTok was obviated by that earlier announcement.
Walmart +TikTok would have meant a serious competitor to Google and Amazon, in both Google's and Amazon's advertising businesses as well as Amazon's online retail business. This cancellation isn't necessarily good news for libertarian capitalists--not if we prefer more market based solutions to less market based solutions.
I don't know whether Biden is planning to address issues with Big Tech through forced breakups on antitrust grounds, more regulation of Big Tech, or because Biden is in bed with Google and Amazon now, but all of those options are worse than the one where TikTok became the means by which Walmart and company start competing with Google and Amazon in their advertising and retail markets.
I think it is a good news for libertarian capitalists. The president shouldn't be forcing companies to sell/partner with other companies. If this is a good deal for TikTok and Walmart then they should be able to reach an agreement without government force.
Yeah, but the alternative to Biden letting the sale of TikTok's U.S. unit go through to Walmart isn't libertarian capitalism. It's Joe Biden fixing social media through cronyism, breaking up Google into its constituent parts under the guise of antitrust, or its heavy on regulation.

It's sort of like Milton Friedman talking about the Fed. What does Milton Friedman think should be done with the Fed. Well, he'd abolish it--but since you're not willing to do that, there are still more libertarian capitalist things we can do or less libertarian capitalist things we can do. And Milton Friedman prefers the 75% libertarian capitalist policies to the 10% libertarian capitalist policies.
President Trump forcing social media platforms to tolerate conservative speech wasn't libertarian, but it was more libertarian than President Biden forcing social media platforms to censor speech--if more speech is better than forced silence from a libertarian perspective.
And, yes, forcing TikTok to sell itself to Walmart so that Walmart can compete with both Google and Amazon is better than the Biden administration and the Democrats in congress tearing Google up into its constituent parts via antitrust or making Google behave as a wholly owned subsidiary of the Democratic party. It's better than whatever regulation Biden has cooked up to deal with Amazon.
This is like opposing the legalization of marijuana if it means that marijuana dispensaries will be licensed and regulated like liquor stores. We should never stop pushing for more libertarian and more capitalist solutions, but when the Soviet Union was 98% capitalist, we shouldn't oppose it becoming 20% capitalist because that isn't 100% capitalist.
I keep coming back to Leibniz. No matter what Voltaire wrote about him, he wasn't saying that God's creation was as good as it can possibly be. He was saying that God's creation was as good as it could be at the time--given what was possible. Given that the Democrats are one Republican senator short of ravaging Google, for instance, the chances that what they'll do with Google will be libertarian and capitalist are very small. in fact, it's practically impossible.
The threat TikTok poses to Google is to their advertising business. Google gets so much information about consumers both through YouTube and search, and Walmart doesn't get any of that. Google's biggest competitor on the advertising front is Amazon. People don't search for the cheapest product on Google search like they once did. Plenty of them now just go straight to Amazon to search for products. That gives Amazon a tremendous advantage against Walmart because Amazon knows what online customers are looking for.
The competing bid for TikTok's U.S. assets, that was lower than the one for a partnership between Oracle and Walmart, was a lower bid by Microsoft and Walmart. It makes sense that Walmart would be in the bidding regardless of whom their partner would be. This is Walmart's chance to offer some serious competition to Amazon before Amazon gets their automated distribution system to consumers fully developed and running. Because Walmart is willing to pay more than everyone else for TikTok's U.S. assets, it shows this not to be a solution that's completely divorced from market considerations.
If the Democrats force Google to spin off YouTube against their will, that won't be a market driven solution either. If Google ingratiates itself to the Democratic party by purging its social media properties of conservative voices, that isn't a market driven solution. Of all the solutions out there--that are possible--I think the one where TikTok goes to Walmart may be the best of the bunch. If Biden were opposing this deal because he wanted a more libertarian and capitalist solution, that would be one thing.

1) would be the best reason, because inversely Trump gave a sweet heart deal to a supporter using an EO that he had no authority to make under the Constitution. We should be against that kind of crony capitalist and overreach by the executive branch. Just like if Biden tried to force a sale of MyPillow to David Hogg to punish a disfavored party and provide aid to a supporter.
2) If Tiktok and Walmart feel that they are in a better position partnering with each other then they should still be free to do this. Now if Biden's DOJ/FTC tries to use anti-trust law to stop that we should make our voices heard and try to stop that.
3) Not sure what Biden's strategy is yet with China. Some normalization wouldn't be the worst thing depending on what we talking about. Although I don't hold out much hope.
1) Trump had some serious considerations regarding TikTok's threat to security.
Trump only capitulated to a sale when Ellison convinced him that TikTok's American servers would be built within the United States. Trump had to trust Elision to come through on that promise--after he lifted the threat of banning TikTok entirely. It is true that Trump took Ellison at his word because he knew Ellison and Ellison supported him. Trump didn't get anything in return for Ellison getting the deal other than peace of mind that Ellison would do as he promised.
2) In regards to TikTok being willing to sell consumer information to Walmart exclusively, I'm not sure that's the case. They could have sold that data exclusively to Walmart before Trump announced he would ban TikTok, but TikTok didn't sell them that data. What I would really love for is a SCOTUS to ruling that this is completely unconstitutional and that no president has this kind of authority. That is what troubles me most about this, whether or not TikTok was an actual a threat, no one person should have the authority to do this within a Republic (not sure Congress should either but at least they represent the country as a whole). To me the steady slide towards an elected Dictatorship and the loss of federalism is the greatest threat to the United States of America.
