Biden Signals Retreat From Nonsensical Minimum Wage Hike in COVID-19 Relief Bill
"I don't think it is going to survive," Biden said on Sunday, though he promised to push for a higher minimum wage as a stand-alone bill in the future.

President Joe Biden is signaling that Democrats may have to punt on raising the federal minimum wage to $15 per hour, at least for now.
As part of a traditional Super Bowl Sunday sit-down with the network that hosts the big game, Biden told CBS' Norah O'Donnell that he doesn't expect a proposal to hike the minimum wage will be included in the final version of a $1.9 trillion COVID-19 relief bill currently being negotiated in Congress.
"I don't think it's going to survive," Biden said, adding that it is unlikely to pass "because of the rules of the United States Senate."
Biden is right that the most immediate obstacle to the minimum wage increase is the Senate's procedural rules that allow a simple majority to pass a bill only if that bill directly impacts federal spending or revenue—a process known as "reconciliation." Anything else must get at least 60 votes to pass, but Republicans seem unlikely to put up any votes for the Biden COVID-19 bill in its current form.
Whether or not the minimum wage hike can be passed via reconciliation is up to Senate Parliamentarian Elizabeth MacDonough, an unelected and nonpartisan interpreter of the Senate's sometimes arcane rules. Sen. Bernie Sanders (I–Vt.) told CNN on Sunday that he has "a room full of lawyers working as hard as we can to make the case to the parliamentarian that, in fact, raising the minimum wage will have significant budget implications and, in fact, should be consistent with reconciliation rules."
As I wrote last week, the argument that Sanders and other progressives are making would, if approved by the parliamentarian, effectively allow any legislation to pass via the reconciliation process.
Even if Democrats could convince MacDonough to include the minimum wage hike in the stimulus bill, they face another problem. Sen. Joe Manchin (D–W. Va) says he will not support the $15 per hour national minimum wage—which would be a disaster for parts of the country with low cost of living, like his home state. Democrats control 50 seats in the Senate, so Manchin's opposition is enough to sink the minimum wage hike even if it were allowed to pass with a simple majority under reconciliation.
Vote counting aside, Manchin's point should be taken more seriously by members of his own party. Mandating that businesses increase labor costs at a time when many are struggling to survive hardly makes sense—indeed, the inclusion of a minimum wage hike in a bill that ostensibly aims to give "relief" from the pandemic is darkly ironic. Since most high-cost-of-living states have already implemented minimum wage hikes that go well above the federal floor of $7.25 per hour, any federal increase will fall hardest on places where businesses are least able to afford to pay it.
Biden's comments to O'Donnell seem to acknowledge the political reality that Democrats are now facing: They can pass a COVID-19 relief bill including another round of direct payments to American households, or they can sink that politically popular and symbolically important effort by demanding a minimum wage hike too.
Unfortunately, Biden is still resisting economic reality. He told O'Donnell that he will continue to push for hiking the federal minimum wage to $15 per hour, even if that measure can't be included in the relief bill.
"I am prepared, as president of the United States on a separate negotiation on minimum wage, to work my way up from what it is now," Biden said. "If you're making less than $15 an hour, you're living below the poverty wage."

In rural parts of California the state's minimum wage has already caused unemployment, mostly among teenagers. The proposed $15/hour minimum is not enough to live well in SF or LA, but is high enough to permanently remove the lowest rungs on the ladder.
The funny thing is that when minimum wage was created, its proponents used removing the lowest rungs on the ladder as the selling point. Specifically they wanted to keep blacks migrating north from taking jobs away from good, white, union folk. They were honest about the economics of it.
The economics haven't changed, and the effect is the same. But now it's being sold as a way to give poor people a raise, when the result is to create a permanently unemployed underclass. Which is probably the goal, being that that underclass will live off of government handouts and consistently vote for Democrats.

About 10 years ago I worked in a CVS while I was going to school - there were people there who were not even worth $10 an hour - nice people but dumber than a box of rocks. For $10 you can sort of afford to keep them around, but if they raised it to $15, you would have to jettison their dumb asses.
Nobody on the $15 minimum wage platform addresses the fact that there are people who are simply too intellectually challenged to warrant that much money for their services, because they bring minimal to zero value to their jobs.
This is why I eschew the "self-checkout" aisles; for one, why am I doing their work when they are not paying me, but for two, and more importantly, once they automate those low-skilled people out of those jobs, WTF are they going to do to earn any money? I realize it equates to spitting into the ocean, and the trend is unstoppable, but I can only do what I can to skew the stats.
They did a study in Seattle, which started the entire 15$ an hour craze, that showed that the people that were actually working for the minimum wage lost more in reduced hours than they gained in higher wages when they raised the minimum. They used the actual wage data for individual workers to do the study, so the results of the study were not skewed by any methodological weaknesses.
The real minimum wage will always be zero, if the labor can't produce 15$ of value, it won't be done.

$15/hour in Alabama is the equivalent of $30/hour in San Francisco. You don't hear many seriously advocating for $30/hour in S.F., though. The goal seems to be more to punish states with lower costs of living (and so lower "living wage").
I recall Harris said that any business that can't afford to pay its employees $15/hour should not be in business. This also implies that any worker who can't find anyone willing to pay them $15/hour should remain unemployed.

A national minimum wage is even worse, because local labor market conditions vary tremendously from state to state. California is already over 15 bucks an hour to hire someone. In other states, 10 bucks an hour would be a lot.

There should be no federal minimum wage at all. It makes no sense even if you think minimum wage is great in such a big and diverse contry.
Since a vast majority of Americans live in states with a higher minimum wage than the Federal. And, large employers, Walmart, Target, Kohl's, Bank of America, Chase, Citi, etc. have internal minimum wages much higher than the Federal wage. High school and college students working at entry level jobs are not performing functions worth $15 per hour in most states, especially rural. We are too diverse in economies for a one size fits all.

Amazingly (or not), Reason still hasn’t published an article citing this CDC document (which was originally published back on January 15).
While natural herd immunity for covid has been taking place in hundreds of counties and more than a dozen states, Reason remains in deep denial.
Why?
As of 2/3/2021, 157 counties in the US had surpassed a covid case rate of 13% (i.e. percent of population testing positive). Since the CDC now estimates 4.6 times more Americans have been infected (than have tested positive), counties with a 13% case rate have an average infection rate of 60% (.13 x 4.6 = .598), and are very close to achieving natural herd immunity, which occurs after about two thirds of people have been infected or vaccinated.
State prisons were the source of covid outbreaks in sparsely populated rural counties that have the highest covid case rates, which is understandable since inmates and staff have close contact with each other, and lots of testing occurs after an outbreak.
It appears that most counties in the US achieve herd immunity after they attain a 13% or 14% covid case rate, and that threshold for herd immunity will likely decline (to 12%, then 11% and even 10%) as covid vaccines are more widely distributed.

Since the CDC now estimates 4.6 times more Americans have been infected (than have tested positive), counties with a 13% case rate have an average infection rate of 60% (.13 x 4.6 = .598), and are very close to achieving natural herd immunity, which occurs after about two thirds of people have been infected or vaccinated.
I discovered that state prisons were the source of covid outbreaks in sparsely populated rural counties that have the highest covid case rates (but I only researched about 40 counties).
But it appears that most counties in the US will achieve herd immunity after they attain a 13% or 14% covid case rate, and that number will decline as covid vaccines are more widely distributed.

The ongoing winter super freeze in the northern Rockies, Great Plains and midwest states will serve as a test to see if natural herd immunity is now occurring in those same states.
Since very few people in those states will be outside much during the next week or two, they'll almost certainly have more interactions indoors with more people (than during the past several weeks when it was warmer outside).
If covid case rates in those states continue plummeting (and don't increase) during the next several weeks, we will know that herd immunity has occurred.
Sooner or later, Reason and other left wing propagandists will acknowledge the reality of herd immunity, but of course they'll give all of the undeserved credit to Big Pharma, Big Medicine and Joe Biden.
Such a ridiculously low reinfection rate indicates to me that we have not seen reinfections per se, but rather the effect of a false positive COVID test.

The problem with government is the belief that one solution will work across the entire country. The cost of living and realities are different across the country and within a state. The one solution approach will always be inefficient and less than optimal for people regardless of their political persuasion.
The solution is to non-violently wrest power back from the federal level to the state level and from the state level to the local level. The closer to the people then more efficient and optimized solutions will be for the citizens of the country.
Additionally different ideas can be tried and tested. Actual result instead of ivory tower concepts that fail in the real world. It may not produce perfect results, but we can vote with our feet and live under the amount of government we feel comfortable with.

There is very little attention paid to US military misadventures abroad for good reason. Defense contractors and their subs are a very powerful force in US politics. Both political parties are deep in the pockets of the Pentagon enterprise. Same is true with healthcare. The status quo reigns supreme because of all the political money the industry generates. Wealthy special interests are the real constituents. We the people are little more than an annoyance that occurs each election cycle. We are pawns to be manipulated and sacrificed.
I've never thought much of Biden. Just one more slimy pol. However, I do feel a bit sorry for him. It's pretty obvious he's got some cognitive impairment issues. The reality is he's probably not making any of the decisions he announces. That's being handled by staff and party leadership. As damaging as a minimum wage law is, the notion of a national minimum wage is even more ridiculous. $15 an hour in my impoverished state is a pretty good wage, in New York or San Francisco it's not enough to afford a tent. Localities are free to pass minimum wage laws and many have. The results are mixed at best, but local legislators are MUCH more accountable for the economic carnage they inflict.
Minimum wage is designed for minimum skills. Want higher wages? Learn better skills.
The minimum wage has been stuck at an absurdly low level for too long. Going to $15 an hour in one jump is certainly not a good idea...but we have to stop condemning people to poverty just because they haven't had the opportunities that others have had to get the education and job skills that some of us are lucky enough to have. It's hard to "learn new skills" when you are already working full-time plus as well as caring for a family--and you have no money left to go to school. A graduated increase in the minimum wage is long overdue!
