Will COVID-19 Help Americans Break the Habit of Deferring to Centralized Authority?
We may find that we like making our own decisions.

American government-level responses to the COVID-19 pandemic predictably divide along partisan lines. That's meant a lot of televised sniping between Republicans and Democrats, as well as competing narcissistic windbaggery from President Donald Trump and New York's Gov. Andrew Cuomo. It has also meant a revival of the tension between dispersed decision-making and concentrated authority. With Americans pulling away from each other into opposing camps, the time is ripe for breaking centralized control over our lives.
This week, the Democratic governors of Connecticut, Delaware, New Jersey, New York, Pennsylvania, and Rhode Island announced the creation of a "multi-state council" intended "to develop a fully integrated regional framework to gradually lift the states' stay at home orders while minimizing the risk of increased spread of the virus."
Simultaneously, the governors of California, Oregon, and Washington – also all Democrats – proclaimed a "Western States Pact" based on "a shared vision for reopening their economies and controlling COVID-19 into the future."
Both groupings emphasize public health considerations over restarting the lockdown-crippled economy. They object to the president's push for reopening businesses and getting Americans back to work.
In response, Trump insisted that he has "total authority" over decisions about when life should get back to normal. That's a patently false claim that he had to walk back. We may be accustomed to the federal government exercising near-absolute power, but the Constitution reserves most tasks for the states, no matter what they've willingly surrendered over the years.
The battle we're watching isn't a principled dispute over federalism and the Constitution. Nothing converts Democrats into fans of state power like Republican control of the White House, and it's exactly that control that makes Republicans into cheerleaders for the federal government. Their positions will reverse just as soon as the major parties' fortunes do. Given the deep partisan polarization in the U.S., which has seen Republicans and Democrats come to not just oppose but actually hate each other, change in control of Congress or the White House is just a recipe for flipping the script. Republicans and Democrats may trade places, but half the country will continue to resist whatever is happening in Washington, D.C.
This also isn't a contest between heroes and villains.
Trump is right to worry about the implications of a national suspension of economic activity to slow the spread of COVID-19. But he's also turned televised pandemic briefings into opportunities to rant about his political enemies and berate members of the press. And, under his watch, the federal government hijacks shipments of medical supplies ordered by hospitals.
Likewise, governors justifiably fret over the pandemic's lethal impact on densely populated urban areas in their states. But Cuomo's threat to send the National Guard to steal ventilators from upstate hospitals looked very much like an exercise in rewarding the New York City residents who vote for him at the expense of voters elsewhere who don't. And many of the restrictions imposed by state officials responding to COVID-19 are nothing less than intrusive and bizarre.
Besides, if Trump lacks the authority to open and close the economy at will, it's not clear that governors possess it, either.
"Americans should know that ample legal precedents suggest that most shelter in place orders are unlawful and unconstitutional," Robert E. Wright, professor of political economy at Augustana University, wrote for the American Institute for Economic Research. He points to a history of quarantine orders much more limited in scope than what we've seen this year.
But if we're going to have bad policy, better to have it imposed at the state and local level than by the feds. Then, it can be compared to differing approaches elsewhere. It can also be evaded if necessary, the way Pennsylvanians poured across the state line to make purchases in neighboring communities after their government monopoly liquor stores closed as part of the pandemic response.
Truthfully, governors rediscovering the pleasures of state power likely have more on their minds than the "laboratories of democracy" that U.S. Supreme Court Justice Louis Brandeis described in his discussion of federalism and policy experiments. The partisan divide built into the revolt of the coastal states' alliances against federal power makes their efforts look like yet another salvo in the increasingly nasty political warfare that has engulfed the country in recent years.
Gov. Gavin Newsom, for his part, has the habit of referring to California as a "nation-state." That raises questions about just how far he plans to take his assertion of independence from federal policy set by Trump and Republicans.
But if Newsom and company have learned to enjoy going their own way, they might want to remember that it doesn't have to stop at the state level. Protests against strict lockdown rules in Michigan, North Carolina, and Ohio make it clear that shifting power from the federal governments to the states doesn't eliminate disagreement and resistance. Officials in some places—including county sheriffs in Idaho and Michigan—refuse to enforce at least parts of state stay-at-home orders that they consider unconstitutional and violations of civil liberties.
"In the spirit of liberty and the Constitution, you can request those of us that are sick to stay home, but, at the same time, you must release the rest of us to go on with our normal business," Sheriff Daryl Wheeler of Idaho's Bonner County wrote to Idaho Gov. Brad Little.
If states dissent from federal policy and try to pursue a different approach, localities certainly feel justified in doing the same. And if local policies rub individuals the wrong way, you can expect plenty of people to insist on making their own decisions for themselves.
And why not? Decentralized decision-making doesn't guarantee better results than the centralized kind, but it affects and offends fewer people. It allows greater respect for people's varying circumstances and their different tolerances for risk.
Of course, the same can be said about all sorts of decisions that are traditionally left to the powers-that-be to impose one-size-fits-all mandates that end up fitting very few. If we can break the habit of deferring to centralized authority, we may find that we like making our own choices.

Additionally, their population tends to skew healthier than the US, and their people just naturally tend to be better at voluntary social distancing than your average unruly american. Once you factor in these key differences, our models show that for every Swede who died, there would have been 100,000 Americans who would have died had we done the same thing.

The nation, at least the intelligent parts, will deride (rightly so) all the over done crapola to "protect" us from this disease. Do we really want cops militating this problem?!!? A better way would be to look at past pandemics and make sure citizens have what they need for safety BEFORE things happen. And, yes, this will be difficult, and may not always work, but it would beat the sh*t out of turning police into fascist bully boys (as if they weren't already that much of the time.

Yes, they should. But, they don't. Civics is an afterthought, and is rarely a serious subject in public education, or even higher education. Take a look around. Socialism is a serious political contender these days. Should people really be required to love one another? For all of the flaws that Republicans can rightly be criticized for, the Democrats have actively adopted outright socialism as their platform. And, yes, I hate socialists.
We've had a good run. But I see no reason why there needs to be a reconciliation between people that are interested in maintaining a constitutional republic and those that are salivating for a totalitarian, socialist state. Irreconcilable differences can, and do, exist.

On Wednesday, a crowd of right-wing nuts — complete with their oversized but underworked utility vehicles, Confederate flags, guns and other such overcompensation accoutrements — descended on the State Capitol in Lansing, Michigan, to whine about the temporary pause to dinners at Applebee's and accidental brushfires at gender-reveal parties. The deep fear of emasculation driving the protest was not particularly subtle at this protest, as the crowd chanted "Lock her up" at Gov. Gretchen Whitmer, a Democrat who is accused of no other crime other than making deeply insecure men fuss about a woman in power.
The ostensible purpose of the protests was to pressure Whitmer to relax some of the restrictions on businesses and movement under the coronavirus lockdown. In reality, of course, this is happening because a bunch of Fox News-loving Trump supporters have been poisoned by propaganda that has convinced them the coronavirus is overblown or a hoax, all being spread by the libs to destroy Trump's chances at re-election.
Well, that, and the fact that they're a bunch of sexists who hate having a female governor, which goes a long way toward explaining why the Michigan protest was bigger than others in Ohio or North Carolina, whose governors are male.
The immense Trump propaganda infrastructure is marshaling these folks for one simple reason: This crisis is Trump's fault, and he desperately needs someone to blame for his failures, which have led to the spread of the virus and the collapse of the economy. So these numbskulls are being organized to protest the governors who are trying to clean up Trump's mess, which is a little like protesting the doctors who are treating patients who got sick because Trump refused to do anything serious to limit the spread of the virus.
Oh wait — they did that, too, by blocking ambulances trying to take patients to the hospital.
The protest is incoherent. Everyone wants to reopen the economy, but the main reason we can't is because Trump, in his incompetence and malice, has persistently refused to take steps to institute the widespread testing that's necessary before lockdowns can be eased. If these conservatives want the economy to restart, they should stay home, stop watching Fox News and give money to any Democrats running for anything, because the only way this country can survive this is with competent leadership that's willing to do what needs doing.
That incoherence goes even deeper than the immediate idiocy of blaming the people who are trying to fix the problem instead of the orange menace in the White House who caused it. These protests also lay bare the larger incoherence of the right-wing mythology that conservatives are rugged individualists who are tougher and better prepared than those supposedly soft, effete liberals in the big cities.
Right-wingers love to talk a big game about how tough they are, compared to the avocado-toast-eating class, but what Wednesday's protest revealed was a bunch of spoiled brats ready to fall apart in the face of even the slightest inconvenience.
Rosanne Ponkowski, one of the protest's organizers, complained to the Daily Beast, "We can't take our boats on the water if they have an engine" and added, "We can't buy paint and go paint our house."
Other massive infringements on liberty: The inability to buy patio furniture, Legos or bug spray. It's not easy to hire somebody to mow the lawn. You literally can't make this stuff up.
What is immediately clear is that these "rugged individuals" fall apart completely at the first sign of even the slightest hardship. For all the History Channel documentaries about World War II they might consume, they aren't exactly the hard-bitten warriors they dream themselves to be. Instead, they're a bunch of whiny babies who have spent their entire lives in the consumer bubble, and react to the prospect of giving up fishing for a few months as if their legs were being forcibly amputated.
Turns out that these individuals are, in fact, highly dependent on the communities they live in, so much so that a few weeks of needing to curtail shopping and socializing has led to a total meltdown.
The obvious truth here is that times are hard on everyone. That's especially true for the 22 million Americans who've filed for unemployment, the more than 600,000 who are sick, and the families of the nearly 30,000 people who have died from this virus. But there's plenty of room to feel compassion for the rest of us who are going stir-crazy, who are fighting with family members or who are suffering from social isolation.
Hell, there's nothing wrong with being grumpy that you can't get your garden planted in time this year or that you can't go fishing. People deserve pleasure, especially during a crisis when the small things are often what keep us going. State governments should certainly strive to write quarantine regulations that strike a balance between public heath needs and ordinary people's desire to find joy in their daily lives.
But it's really rich for the self-proclaimed "rugged individuals" of America to be such big, whiny babies in the face of this.
We're forever hearing from right wingers how the rest of us need to toughen up a little. People on food stamps just need to "get a job," even though most food assistance recipients already have one. If millennials can't afford to buy houses, it's because they're over-indulged hipsters who eat too much avocado toast. (Reality: They're trapped by soaring housing costs and saddled with too much student debt.) A woman who doesn't want to be forced into childbirth should have just kept her legs shut.
Right-wing America have little sympathy for millions of their fellow citizens who face real hardship, but an endless amount of self-pity because they have to skip a fishing trip. No wonder they love Trump, a man who can't be bothered to care about Americans dying, but is in full-blown panic mode because he might not get re-elected.
In reality, this pandemic has exposed how we're all in this together and none of us are "rugged individuals." We need those health care workers and grocery store employees and teachers. We are all dependent on each other, not just for the basic necessities of life, but the luxuries like boating and gardening. All one has to do is look at South Korea for successful model for handling this crisis. There are many others, such as Taiwan. Leaving it up to individuals to decide what they want to do would be a disaster. The crisis would drag out, and kill more. Communities not hit hard by the virus would not take it as seriously. Then a few cases in those communities would easily expand into a lot of cases. They would infect other communities and so on and so forth. Only a unified government response can lock it down and squash the disease decisively.

How can one explain that once a test was available - within a couple of weeks it was revealed to be all over the world, even on remote islands?

Perhaps those exposed with a negative antibody test indicate cross-immunity from other coronavirus exposures??? After all, coronaviruses cause roughly 1/3 of all "colds" annually. I hear too much that this is "novel" and there is no immunity, but that might not be true at all. Think Cowpox, Vaccinia and Variola Minor.... Same idea. Not proven, but not disproven either.
