Dashcam Footage of Zach Hammond Police Killing Released; Authorities Decide No Charges to be Filed
Feds still investigating.

In July, 19-year-old Zachary Hammond was shot and killed in a Hardee's parking lot by a police officer in Seneca, S.C. after an undercover narcotics offered lured 23-year-old Toni Morton, Hammond's date, there to sell marijuana. After Hammond was shot and killed, Morton was charged with possession of 10 grams of marijuana.
Today, three months later, the local circuit solicitor, Chrissy Addams, announced she would not be pressing charges after "careful consideration of the facts of the case, a thorough review of the State investigation, and an extensive review of all applicable law."
Authorities also released dashcam video of the incident:
Police insist the officer, Mark Tiller, acted in self-defense, but attorneys for Hammond's family say an autopsy they commissioned found Hammond was shot in the back. They also petitioned the South Carolina attorney general to remove Adams from the case, because it involved a law enforcement officer within her circuit and because of other conflicts of interests. Adams has refused to recuse herself while the attorney general has not responded to the petition.
The Department of Justice is also investigating the incident to determine whether to bring federal charges, and Adams says the U.S. Attorney investigating asked her not to release any more information about the shooting.
The family is suing the local police department and Tiller himself.

The dead guy was unarmed.
The cop said he shot because the dead guy tried to run him over.
From the video, the cop was in no danger of being run over when he shot.
So, naturally, no charges will be brought, even though the cop was in no danger whatsoever when he killed the citizen.
You kidding? The dead guy was armed with a deadly car and made furtive movements!
Lt. Mark Tiller is a MURDERER.
In a just society he would be stretching a rope within 24 hours of the public release of this evidentiary footage.
Naturally, in the world we live in he faces no charges.
If anyone put Officer Tiller in danger, it was Officer Tiller by trying to stop a moving car with his hand and leg. When Officer Tiller fired, he was not in danger of being run over, he was just mad that someone failed to immediately obey and submit.
Now Zach Hammond is another victim of the War on Drugs.
This. It looks to me like Officer Tiller needs a refresher on basic physics, particularly wrt the concepts of mass and momentum, if he thought he could stop a 3,000 lb car using his hand and a foot. As for why he fired at the driver, I think it's more likely that he fired for failure to respect his AUTHORITAH more than anything else.
if he thought he could stop a 3,000 lb car using his hand and a foot.
He's also gonna need a bigger gun or a smaller car.
At least, all the motor vehicles I've exited before bringing to a complete stop didn't seem to care much that I wasn't steering any longer, at least for a little while, and I don't think anything short of a few hundred pounds of copper and lead would do mush to resolve the issue in less than 10-20 ft.
It wouldn't surprise me if cops are trained to get in front of a vehicle so they can have the satisfaction of killing the driver while making a false claim of self defense. You've got to remember that a very high percentage of the people on any police force took the job with the intent of killing people.
Don;t need training for that. Some cops WANT to be injured on the job, then they can sit back and collect taxpayer money for the next 50 years for not being a cop, and also get a real job and have two incomes.
True dat.
They will never know our thanks for stopping a hardened criminal from getting the munchies.
Yeah, the driver was clearly trying to avoid the cop, who was trying to put himself into a dangerous situation. That is not fucking self defense. Self defense is trying to evade the fucking pig who wants to lock you up over some bullshit.
Let me expand and emphasize the point of my last sentence here. Morally speaking (obviously not legally), if anyone had a right to use deadly force in self defense here, it was the people in the car. Using violence to punish people for a drug crime is as morally indefensible as someone snatching people up off the street to lock in his basement and exactly the same response would be morally justified in either case. Of course you shouldn't kill the pig who wants to arrest you because then you will end up dead too.
To me it seems perfectly reasonable for the driver take any means necessary to protect himself and his passenger from the sociopathic, tattooed goon portrayed in the video.
Or shoot you like a pet dog.
Oh-ho! You think any of that matters.
Look up comments from the Reason thread about the drunk girl killed when leaving a party.
There were so many people who were convinced that it was perfectly possible for an officer to be 'trapped' on the hood of her car, in fear for his life, and still able to a) hold on, and b) draw his weapon and shoot her through the windshield.
And that's after seeing that, as her car leaves the view of the camers, the cop was a couple of feet to the side of the vehicle.
Because she might have swerved or something and scooped him up.
And another drug pusher bites the dust.
Justice.
He was just the driver. His date was selling the pot. I'm surprised she hasn't been charged with Hammond's murder...
Yet.
It's a sign the department and the DA know how badly Tiller fucked up that they're so parsimonious in charging the girlfriend. If they figured they had a concrete case for the shooting they'd charge her with murder.
Look, he was *associated* with a known drug pusher - so he got what he deserved.
In unrelated news, the people who outed the CIA Director's SF-86 and exposed his family and contacts to unspecified, nebulous danger are horrible scum who should be locked up for life.
Of course.
I HOLD MYSELF IN CONTEMPT!!
Seems only fair.
I certainly do.
You just had to get in and hit that softball first, eh? First Tonio got in first in the Mourning Lynx, now this... TOO MANY MISSED OPPORTUNITIES!
He saw the shot, saw there was no danger, so he took it.
+1 Jim Carrey
Adams has refused to recuse herself while the attorney general has not responded to the petition.
Because she's completely fair. Adams can be in the tank for an officer she doesn't know just as easily one she does.
She has the training for impartiality unique to prosecutors and the good sense not to cross a police union.
The car was already moving when that prick cop made every effort to get in front of it. A regular non-cop in the same position could not claim he was defending himself when he interjected himself into that dangerous situation and proceeded to murder the driver.
Cops certainly are held to a different standard...
Good shoot.
Something something situational blindness. He THOUGHT he was going to be run over, so therefore even though that's absolutely nuts, and the car was nowhere near running him over, and he shot the kid in the back, GOOD SHOOT!
Now if you'll excuse me, I'm going to go punch a hole in the wall.
If anyone else in the world pulled such a stunt, they would have drawn Murder II, or at least Voluntary Manslaughter. And a whole host of weapons related charges. End of story.
Well, not quite. Remember, the cop was only there because they convinced the girl to pick up some pot. This whole thing never would have happened if it didn't start with a drug-pushing cop. This is premeditation and conspiracy. Nothing less.
Nothing gives me more satisfaction that to see an amped up officer of the law, standing feet away from the driver's side of a car, killing the unarmed driver because he tried to drive away slowly, obeying all traffic laws, hands at 10 and 2.
He was attempting to exceed crabbing pace! He had to fire!
How was he to know that the car couldn't drive sideways?
Ben Carson wants more of this. Honest Ben Carson.
There are some things I like about Carson, his biography is a pretty cool story for one, but he is almost worse than Christie when it comes to the drug war. I'd rather have Hillary than him in terms of that subject.
Wow, we really are fucked this cycle aren't we.
Yup.
And despite his federalism stance on marijuana, if Trump is elected, he'll be beholden to the exact demographic that thinks this is a hero cop.
I do wonder exactly to whom Trump will be beholden if he wins. Everyone? No one? It's hard to see who he will sell out to the most at this point as he seems to not give a fuck about anyone in particular yet he consistently contradicts his previous positions about which some groups may have supported him.
I can't for sure say he would fall for the hero cop crowd but I can's say he wouldn't either.
The hero cop crowd is his base, the same people that think we can secure the border, magically round up 11 million illegals and order companies back to America, or whatever pie in the sky nonsense he's cooked up this week. He will be beholden to them because they are who he will have to retain to have a chance at reelection.
All this is true but he also panders to the left at times as well. He came out in support of single payer and certain types of gun control. The dude will pander to anyone and I am kinda fascinated to see how he is going to square the circle.
Did anyone else notice that when Trump started the whole Bush 9/11 kerfuffle, he referred to W's time in office as "his reign"? Am I the only one who heard that? Why the fuck wasn't that scrutinized by a supposedly hostile media?
Belay that last question; we know exactly why.
"Belay"? Is that a typo, or a use of that word I am not familiar with?
be?lay
bi?l?
verb
1.
fix (a running rope) around a cleat, pin, rock, or other object, to secure it.
2.
Nautical slang
stop; enough!
Words are neat-o!
I only knew it from rock climbing.
I learned the same and took the general use to be synonymous with the 'tie it off' idiom.
One capstan shanty for you!
In the Navy, they say (or at least, used to say), "belay that," meaning, "Don't do what I just told you to do."
He will be beholden to them because they are who he will have to retain to have a chance at reelection.
I think Obama, and even Bush before him, have thoroughly proven that this is untrue.
Fuck over your old demographic to get elected and then evolve to fuck over the new one.
THE JOOOOOZZZ!!!!
Oh wait, I think he's in the police prosecutions thread. Look toward the bottom.
Quelle dr?le! I guess Alissi finally got around to banning the Napoleon handle.
Trump has Joo magic? Oh no, he will be unstoppable.
Yes, he got it from them in exchange for his eldest daughter.
Good trade.
Well, duh. All presidents are beholden to the Jooz.
he seems to not give a fuck about anyone in particular
He seems to give a lot of fucks about himself...
And let's not overlook that the cop starts the interaction with his gun pointing in their faces. Why would anybody try to drive away from that?
Is the police officer in uniform? I can't tell. Either way, a guy running at you with a gun yelling who knows what could cause anyone to drive away. What happened to easily visible uniforms and sirens?
Fatass pointing gun shouting obscenities. That's the uniform.
They wear it well.
I think I just figured out my Halloween costume this year.
A dead serf, sporting dozens of bullet holes?
Even if he is in uniform, a reasonable person's (a) not going to notice that in the moment, and (b) even if he does, everything your mind tells you when a guy is running up to you with a gun screaming is "get the fuck out of here".
Visible uniforms and sirens went away because occifer safety.
I need to go for a walk now. Between this and having the NY Post's "Disgrace" cover shoved in my face by a bunch of copsucking "friends", I'm getting a little angry at this thing.
Agreed.
A cop in jeans and a teeshirt.
Today, three months later, the local circuit solicitor, Chrissy Addams, announced she would not be pressing charges after "careful consideration of the facts of the case, a thorough review of the State investigation, and an extensive review of all applicable law."
The latest face of the banality of evil.
I hope her children grow up to brutally disappoint her.
Here's hoping that her kids get busted for pot in another jurisdiction that doesn't give a shit that she's a "local circuit solicitor" and they wind up doing some jail time. Yeah, I know, hard on the kids, but fuck it.
I hope she gets murdered by a high strung cop before she gets a chance to pull out the secret Pig decoder ring or whatever they have (OK, maybe not hope, but I wouldn't be sad if it happened). I guess that's harsh on the kids too, but more just overall.
They are better off without her.
I wouldn't shed a tear if she had a tragic wood chipper "accident".
WNB
^^ THIS. SQUARED.
That the pigs occasionally engage sociopathic violence is bad enough. They have always been the knuckleheaded goons at the bottom of the state's apparatus of oppression.
The judges who authorize and excuse their violence bear the greatest responsibility for this evil.
This kid was fucked the minute he left his house with her.
10 grams of pot. A plant legal in three states, probably legal in four more by the time this kid was old enough to drink. South Carolina was going to fuck his life over 10 paperclips weight of this dried plant. And they murder him instead because he tried to slowly leave.
Great job, South Carolina.
It is the Confederate flag's fault.
Do you have any idea what the Negros will do to our women if they get a hold of the devil weed? It'll be nothing but jazz and fornication!
Everyone involved needs to be part of the early stages of the zombie apocalypse.
Video Reenactment
I can't even tell from the video what race the victims are.
Half-Elf.
Wait, the guy is white. The girl's name is Toni, which *could* be a black name (eg, Braxton and Morrison).
It'll be nothing but jazz and fornication!
Jizz hands
"Great job, South Carolina."
In fairness, North Charleston is prosecuting Walter Scott's shooting.
That's because black lives matter.
Egregious on so many levels.
1. This type of consensual behavior should not be illegal in the first place.
2. The situation was not even one that warranted this kind of confrontation, let's say the young man tries to drive away: so what? Certainly they had his license plate and could just get a few units to his house and park right behind him.
3. Even if the initial confrontation is conceded, I don't see why the force used was justified.
4. The authorities sit on the dashcam video this long before releasing? For what possible reason?
1. And yet it is, and ours is a nation of laws, and wouldn't you prefer seeing them enforced diligently?
2. The situation would not have arisen except for the perp's own behavior. Any escalation is solely his own fault.
3. A District Attorney reviewed the evidence and found it justified. Isn't that enough for you?
4. Part of an ongoing investigation, etc.
I think that about covers it. /puke
ours is a nation of laws, and wouldn't you prefer seeing them enforced diligently?
I would indeed. That's why I want this cop charged and tried for murder.
*ding*ding*ding*
Unfortunately, that'll happen the week after Shillary gets the Petraeus treatment. We are not a nation of laws. There are those that are above the law.
Honestly, what kind of dumb asshole thinks grabbing for the door handle of a moving car is a good idea? Let him drive off, catch him later if necessary.
Right? I was wondering the same thing.
"Why is he putting his hand on the vehicle? Does he think he's strong enough to stop it from moving or...?"
He's a cop, so he probably is that stupid. The fact that he turned out to not be strong enough to stop a car with one hand is probably what enraged him enough to shoot. That and the fact that this snot nosed kid didn't RESPECT HIS AUTHORITAH!!!!11!!!!111!!!!!!
And risk letting ten grams of the devil's weed getting on the street?
The kind of cunning asshole that knows he's being filmed and getting in front of the kid's car is a get out of jail free card for murder.
They train them to do this. In the KY case, the state trooper jumped on the girl's hood and then started firing into the car and murdered her. Her crime? Drinking in a field.
Apparently simply trying to get in front of the car is good enough there. Doesn't look like he ever actually managed to get into harms way before he started shooting. And in the still shot, he appears to be standing and shooting from a location where he couldn't possibly be hit by the car. Is it also a special pig rule that once you start shooting someone, you get to finish him off?
Well, we don't want to promote half-measures!
Empty the clip, the prosecutor has your back. Even if you get charged, they will bungled the grand jury case. If by some miracle you go to trial, they'll stack the jury with sympathetic ears, blow the case and intimidate anyone who objects with show of force during testimony by filling the room with glowering police officers drawing overtime.
Empty the clip
That and it's hard to cry panic fire and/or not come off as an outright assassin with a well executed Mozambique Drill.
Firing on a car should, intrinsically be a crime, (handgun) bullets don't stop cars, but they do enhance the danger to pretty much everyone involved and significantly reduce the driver's control of the situation.
I do seem to recall that the cops who fired dozens of rounds at a car and actually killed the passenger walked on that one, too.
The passenger. Who threatened no one and broke no laws. Killed by cops. Who walked away, guilty as sin but free as little birds.
If by some miracle you go to trial, they'll stack the jury with sympathetic ears, blow the case and intimidate anyone who objects with show of force during testimony by filling the room with glowering police officers drawing overtime.
AKA, "pulling a Cicinelli."
Union rules man, what'cha gonna do?
Seriously. Unless you have good reason to believe that he is on his way to murder a bunch of people, take the plate number and let him go.
Sounds like a good way to talk yourself out of paid vacation time.
The brave officer wasn't taking any chances.
I can just see Sheriff Andy telling Barney - "that's the Jenkins kid. We'll just go over to his folks house and wait there for him to come home. Then we'll have a chat with him and his folks.
Yes, but Sheriff Andy was never trained to Always Think Forfeiture and all about the War on Cops.
It's hard to tell if the shooter was actually dressed as a cop, or if his car was a cop car.
Is that a [bleep] tattoo on his forearm? Was that a police-issued regulation tattoo?
The cop may have had flashing lights on/in his vehicle. Looks like a flashing light reflecting off of the back of the victims car when the cop rolls up.
You mean, like the guys who walked into the Clark Street Garage on Valentine's Day, 1929? They were in a cop car, and they wore cop uniforms and carried guns. To the DA, it was obviously the work of Al Capone, who was in Florida at the time. Nowadays they would just say "drugs, justified, case dismissed."
When exactly did the guy fire? Was it when the car was pulling away from him because the chance of him getting run over then was essentially zero.
Once you got the gun boner, you gotta fire. You want this brave officer going home with blue holster?
The chance of him getting run over was always zero. He was never in front of the car.
It's worse than I could have imagined. My god.
I'll just go try and think of something else.
You know what else weighs 10 grams? Two US Nickels.
Good shoot.
But, but, it could have a street value of up to $200 (if you sell it in joints to 12 year olds)! Why do you want the terrorists to win?
If I was prosecuting this pig, that's how I would start the trial:
Dropping two nickels, one after the other, on my table, letting them ring and spin, and then tell they jury that the cop shot this guy over pot that weighed as much as two nickels. I'd leave the nickels out, periodically pick them up and play with them, etc. throughout the trial.
10 paperclips. 10 Japanese yen coins.
And this guy is dead. And he wasn't even the one they were after.
Things like this create supervillains in the movies.
Toni Morrison gets her wish yet again.
It always comes down to the same thing: failure to obey.
Remember folks, cops are not law enforcement officers. They couldn't give two shits about the law.
Their job is to make people obey under penalty of death. It doesn't matter if the command is lawful or not, since their bosses and the courts do everything in their power to cover for their actions.
OBEY
+1 put on the glasses
I'm giving you a choice. Either put on these glasses, or start eating that trashcan.
Is there a Libertarian case to be made for the federalization of the grand jury and prosecution processes for police shootings? At least the police and the prosecutors are less likely to view each other as colleagues or even friends and the case would have a greater likelihood of going forward.
I wouldn't say there is a specifically libertarian case to be made for or against such an arrangement. I don't think it would be a bad way to do things, really. Couldn't fuck it up any worse than the locals do, at least.
There's nothing so fucked up that federalizing it won't make it worse.
Is there a Libertarian case to be made for the federalization of the grand jury and prosecution processes for police shootings?
Yes, there is. This should be one of the few official duties of the FBI and DOJ.
Indeed.
I distinctly recall a fifties teevee series (mebbe Twilight Zone?) in which a good-looking young couple are pulled over, given fraudulent tickets, protest, get arrested, have to spend the night and are "tried" in a Dukes of Hazzard kangaroo court and turned loose after paying an extortionate fine on trumped up charges. On the way out of town they remark that their undercover work as official criminal investigators for the DOJ sure bring them into some funny situations. Pity the courageous and manly officer didn't murder some federal narc on a sting operation.
Someone needs to watch the watchmen.
I would have said "Someone needs to shoot the shooters", but your way works, too.
I just called the office of Chrissy Admas at 1-864-260-4046 and told the phone operator I was disgusted by their choice not to prosecute. I realize it's an insignificant act of protest, but they have to know that some of us think they are perpetuating a terrible injustice.
Someone is asserting the cop in the video is uniformed? Really?
If a guy dressed like that comes up to my window pointing a gun an yelling, you bet I am going to get out of there. This is the very definition of incredible.
Who's the dude in shorts that walks by after the action is over? Another cop? Almost looks like he has a gun too.
Prolly the narc who set the kids up to be murdered--that and back the cop's story that his stinking life was in clear and imminent danger. This story gets rubber-stamped by his other accomplice, Crissie, infiltrating the DA's office in case any justice needs obstructing. They must all be really proud of themselves, and all lined up for their share of the sale of a slightly bloody sedan with minor cosmetic service pistol damage. Was it George W. Bush who signed the ramping-up on steroids of the asset-forfeiture booty "sharing" program? His brother ought to at least get the Republican nomination for this happy outcome.
Gosh, everyone knows that fleeing from the police or resisting arrest is an automatic death penalty. What was he thinking?
It's fun to joke, but that's really not true. Hundreds of people successfully run from the police every day without even being shot at.
Today, three months later, the local circuit solicitor, Chrissy Addams, announced she would not be pressing charges after "careful consideration of the facts of the case, a thorough review of the State investigation, and an extensive review of all applicable law, and because I never intended to file charges against the officer in the first place but had to wait a few months to let things quiet down a little and make people think I had actually considered the facts of the case."
I may tweaked that a little at the end.
This brutal murder on behalf of prohibition is exactly what Senator Tydings exposed in "Before and After Prohibition" in 1930. After the Methodist version of Islamic State dominated the House and Senate through the spoiler votes of the Prohibition and Socialist parties, the nation became a kleptocracy of dry killers sponsored by federal political rings. That same year saw the formation of the Liberal Party urging repeal of prohibition and prostitution laws--indeed, ALL hypocritical laws-- opposing the dole, calling for repeal of the 17th Amendment and for reduction of armaments and taxes. That threat of Liberal Party spoiler votes sufficed to put repeal into a major party platform. When Richard Nixon was only 17, Americans were not taxed to subsidize entrenched political parties.
Kill my kid like that and the safest place you could be is prison.
I will testify, based on the cops' own video, that this is a clear-cut case of premeditated murder. There was a situation just the other day in Brazil where a fellow was sitting in his car listening to his audiobook and robbers did like Christian officer Ted (excuse me) Bron Cruz of Salt Lake City's finest did to Dillon Taylor--shot him to death from behind. The only difference was that these worthies stole the car instead of handcuffing the corpse. Oh! The murder wasn't declared "justified" like in Utah. The cops hand guns to minors for these jobs, and sure enough, one of the perps, not quite 18, will be perhaps reprimanded like officer Ted Bron Cruz or this new prohi killer and his narc squad accomplice.
When evident cops machine-gunned seven people in February 1929 Chicago, the press and officials had to make up an elaborate story that Capone had done this while fishing in Florida in order to protect the murdering officers. (See the newspapers) Capone successfully filed for an injunction against a harrassment conspiracy. When Henry Virkula was ambushed and shot in the back by prohibition bushwhackers in Minnesota in the presence of wife and kids imperiled, the murderers were acquitted in federal court, but the city council was libertarian enough to vote a protest preserved to this day in Herbert Hoover's presidential papers. There was a time when people murdered Americans at their peril; citizens had guns, shot back, and there were honest judges and prosecutors to look into matters and an unbought press to report on them.
I would respect the Senaca PD strike team if they took down the Armenian money-train.
