Mexico City hosted a three-day forum on drug policy, with some coming out in favor of legalization, permission for individuals to grow their own plants, and the establishment of private non-profit clubs where people could smoke.
Some believe it would help combat the violent black market drug trade in the nation.
However, not all are in favor of the idea. Current President Enrique Pena Nieto opposes legalization of marijuana, let alone the establishment of marijuana-oriented businesses.
