[UPDATED] Obama Administration Allegedly Helped Coordinate Occupy Crackdowns
Update: A spokesperson for Oakland Mayor Jean Quan has emailed to deny that Quan "coordinated" Oakland's response to Occupy protesters with other mayors. "Mayor Quan never said that cities with occupy encampments were coordinating their removal efforts," Susan Piper wrote in an email. "The mayor has talked with other mayors to share experiences." In a subsequent email, I asked Piper if Quan received advice from either the DHS or the FBI on how to respond to protesters, as reported was by Rick Ellis of Examiner.com. Piper's response: "Not true."
[Original post below]
Oakland Mayor Jean Quan said on Monday that her city and others across the country coordinated their crackdowns of Occupy Wall Street camps. Rick Ellis, a Minneapolis-based journalist for Examiner.com, reports that these cities also had the help of the Department of Homeland Security and the Federal Bureau of Investigation:
According to this official, in several recent conference calls and briefings, local police agencies were advised to seek a legal reason to evict residents of tent cities, focusing on zoning laws and existing curfew rules. Agencies were also advised to demonstrate a massive show of police force, including large numbers in riot gear. In particular, the FBI reportedly advised on press relations, with one presentation suggesting that any moves to evict protesters be coordinated for a time when the press was the least likely to be present.
The FBI has so far failed to respond to requests for an official response, and of the 14 local police agencies contacted in the past 24 hours, all have declined to respond to questions on this issue.
But in a recent interview with the BBC," Oakland Mayor Jean Quan mentioned she was on a conference call just before the recent wave of crackdowns began.
"I was recently on a conference call of 18 cities who had the same situation, where what had started as a political movement and a political encampment ended up being an encampment that was no longer in control of the people who started them."
The Associated Press also reported on the coordination between cities, but made no mention of the feds' alleged advisory role:
Don't set a midnight deadline to evict Occupy Wall Street protesters _ it will only give a crowd of demonstrators time to form. Don't set ultimatums because it will encourage violent protesters to break it. Fence off the parks after an eviction so protesters can't reoccupy it.
As concerns over safety and sanitation grew at the encampments over the last month, officials from nearly 40 cities turned to each other on conference calls, sharing what worked and what hasn't as they grappled with the leaderless movement.
In one case, the calls became group therapy sessions.
While riot police sweeping through tent cities in Portland, Ore., Oakland, Calif. and New York City over the last several days may suggest a coordinated effort, authorities and a group that organized the calls say they were a coincidence.
"It was completely spontaneous," said Chuck Wexler, director of the Police Executive Research Forum, a national police group that organized calls on Oct. 11 and Nov. 4. Among the issues discussed: safety, traffic and the fierceness of demonstrations in each city.
The mayors on that conference call are Democrats; the FBI and the DHS are led by Democrats; Obama is a Democrat. The State is not your friend, OWS, it is your master.

Of course it didn't. Remember, folks, the media is objective. Really. Honest.
I don't think it's even that. I think that in their twisted world-view that the Federal government's role was obvious. To them, when one says "government," it is obvious that it is the Federal government that is being referred to. The States are just mere administrative districts.
the media is objective
The meaning of your sarcasm being that all "media" is not objective? Or just "mainstream" media? Or the wider notion that objectivity itself (even among bloggers and their commentators) is impossible? Is the reporting here at H&R "objective," in your opinion? The commentary?
Even if they learn that the Feds did this, they will find a way to blame the corporations.
This just shows that TEH CORPORASHUNS have too much control over government. The obvious solution is MOAR GOVERNEMNT!!!
So long as government grows faster than the CORPORASCHUNNS can get their hands on it, we'll always have some pure, goodhearted government bureacrats untainted by greed somehwere in the system.
Unfortuently, this grown is by necessity geometrical.
Department of Homeland Security
Mission and Responsibilities
"The Department's mission is to ensure a homeland that is safe, secure, and resilient against terrorism and other hazards", like American citizens who have the audacity to protest against the State.
Or blame the "right."

The told me things like this would happen if I voted for McCain. I wish I had listened to them
Well said.
"The mayors on that conference call are Democrats; the FBI and the DHS are led by Democrats; Obama is a Democrat. The State is not your friend, OWS, it is your master."
beautiful.
It's like the Sixties - the Democratic establishment is the enemy until the radicals join the party and make it liberal-er.
What did we get once the liberals who refused to fight in Vietnam or stop the slaughters in Cambodia took over?
1) US troops sent to the Balkans under Clinton
2) US troops sent to Libya under Obama
3) A Chicago 1968 style round up of radicals
The circle is complete. It looks like stage of life affects behavior more than generation does.
Yeah, but BOOOOOOOOSCHHHHHHHH!!!!!!
1) NATO
2) NATO
3) stupid
jtuf's stupid is completed.
and I knw stupid.
cant hate on OWS anymoarz
Don't worry, there is planty of hate here for both police and idiot, incoherent, leftist protesters.
fome the wingsits lololl
The Tea Party did it!!1!
This supports my conspiracy theory.
I think the OWSers are being broken up now so that they don't have to try and survive in the winter or break off their oh-so important protest because of bad weather.
Breaking them up also gives them an "oppressed by The Man, man" narrative.
I'm guessing a number of them are relieved to have an out. As far as learning anything about the state, they would have to have half a clue about anything that was going on in the first place. They're all a bunch of clueless dolts who's only knowledge of politics is the partially remembered commie bullshit fed to them be their profs.
Wouldn't want to miss Thanksgiving at home.
They're all a bunch of clueless dolts who's only knowledge of politics is gathered from a hodge-podge of bumper stickers and protest sign slogans.
FIFY
Conspiracy theory or not, it is probably the best result for them. They didn't have an exit strategy.
It's like the Obama Administration leaving Iraq because they couldn't get a SOFA extension signed. Leaves everyone wonder whether they were really trying, or not, depending on your point of view (and antagonism towards the Administration.)
Not in my town, they're not.
Here, they're bolstering their tents with tarp snow shields and hay insulation. The "Spiritual Dome" has a propane heater. They're working with officials to ensure that there are "approved" fire, first-aid and exit plans.
One guy quoted in the paper compared his group with the Valley Forge soldiers.
I hope you live somewhere that it gets really cold.
BS, as usual from you.
Average low temperature in Oakland in January (coldest month) is 44.7 F, record low is 24 F.
The record low would be fairly unpleasant but easily survivable living outdoors. The average low sounds like great camping weather to me.
I was looking forward to seeing what the first sub 40 degree rain did to the protests. Snow is tolerable, but rain when it is 34 degrees outside is misery.
yeah, that happens a lot in LA and Atlanta.
Not sure about Atlanta, but for L.A. and Oakland, CA, the only time it rains there is in the winter. I agree with Stuartl that rain, fog, wind and 40 degree temps are miserable, camping equipment or not. I could easily see someone dying of hypothermia/exposure, particularly a trustafarian. Not sure of any conspiracy theory, but this does allow the OWS people an out besides having their movement dribble away from them.
Ha. So the government kicked them out for their own good!
Of course he did. They finally had to break up the party because the filthy, smelly, verminous hippie losers were starting to make the democrats look pretty bad, with all the filth, vandalism, rape, murder, and general all around incivility.
These are the modern equivalents of the people that led to Richard Nixon getting elected president.
starting to make the democrats look pretty bad,
And, we have a winner.
...advised to seek a legal reason to evict residents of tent cities, focusing on zoning laws and existing curfew rules.
The cities couldn't handle the intensities of tent cities on their own. They needed the help of the administration who identified with the Occupiers to get rid of them.
That's the problem with unleashing the hippies, it's not easy to corral them again.
So it took the feds to get Bloomberg to actually accept the notion of private property rights for thee. These truly are strange times.
The State is not your friend, OWS, it is your master.
Quite true.
Well, consider the source: Quan is looking to deflect attention from herself in any way possible. "Blame the Feds" works perfectly in that regard.
The FBI has so far failed to respond to requests for an official response, and of the 14 local police agencies contacted in the past 24 hours, all have declined to respond to questions on this issue.
With all due respect, how can these people refuse to respond? It's not like the crackdowns are "an ongoing investigation" ... or *are* they?
Perhaps the OWS people should try reading "Darkness at Noon". Once your usefulness to the party has ended, it is your duty to admit your crimes and accept your punishment. Someone figured out OWS was polling negatively and had served its purpose of refunding ACORN. See you suckers!!
poor radio entertainment.
There's more than a little conspiracy theorist to me thinking that the OWies went from being useful idiots to just plain idiots. The OWies were useful for a political class interested in pushing for greater intervention (is it purely coincidence that their major issue just happened to coincide with the admin's push for a government takeover of the student loan business?). Their extremism made the political class look more moderate and they served as a convenient bogeyman. If I'm not mistaken, Quan even marched with the OWies early on. The increasingly hostile reaction to the protests made clear that the bid had largely failed.
Another part of the program is all of the "they have changed the national discourse from deficits to income inequality" stories flooding the media. It is funny. Leftist protesters scream about income inequality. Leftist journalists write a bunch of stories about income inequality. And somehow this changed the national conversation?
I don't think that they ever really even were useful idiots. I think that some of the Democratic establishment hoped they could be used that way for a while, but were quickly disabused of that notion.
I am far from certain about what, if anything, will come of this, but right now it seems as likely as anything that they will mostly be forgotten.
""It was completely spontaneous," said Chuck Wexler, director of the Police Executive Research Forum..."
It's nice to see the police latch onto that mood of spontaneity to administer a leaderless, decentralized curb stomping.
I am not sure the Dems pet hippes are going to go so gently into that good night. Who wants to bet they show up by the thousands at the Democratic National Convention next summer? That is going to be some made for TV entertainment there.
"The whole world's watching!"
I've already heard this morning some Chicago-style "Five to One" bluster from the occupiers.
I don't think they're gonna wait for the convention.
Leftists are too fickle for that, they will have forgotten all about this by then.
Who wants to bet they show up by the thousands at the Democratic National Convention next summer?
I bet they won't. They will bitch about Bush before they ever bitch about the actual leaders who are actually stomping on them in the streets right now.
Hell Bloomberge is even a Republican and OWS can't even target him correctly.
OWS = Fucking idiots.
We'll have to create a new government agency to curb these abuses by government!
+1
Examiner.com is a place where anyone can sign up to write. It's not a place where people are expected to fact check or editors exercise supervision over the content.
The story is based on the reported words of one person working for the Justice department giving out information they aren't supposed to be giving out, concealing their identity so they can continue to stay on the payroll while giving out alleged secrets in a way that almost certainly violates their terms of employment is might well be illegal.
I get tired of stories from unnamed two faced government personnel.
Unless they tell you what you want to hear, and then you are all for them. The whole purpose of FBI and DHS is to coordinate state and local law enforcement across jurisdictions. Why wouldn't have the FBI and DHS been involved? And if they were not, why isn't the FBI denying it.
Take the lefty talking points elswhere. You have to do better than that here.
Luvs me some rumors as facts.
fome teh wngntus lololl fat tebaggrs CUNA [JOBZ] boosh watrebordds
The mayors on that conference call are Democrats; the FBI and the DHS are led by Democrats; Obama is a Democrat. The State is not your friend, OWS, it is your master.
Unfortunately, occupiers don't have enough brains to even form this most simple conclusion. Every single one of them will vote Democratic.
Talk about the internal machinery of state oppression. What really separates us from countries like Syria and Saudi Arabia now? Things can not just go on like this indefinitely, it will end in civil war.
Agencies were also advised to demonstrate a massive show of police force, including large numbers in riot gear.
We get to show force?
I'll be in my bunk.
There's nothing wrong with the FBI coordinating this. If there were any justice the ringleaders would be prosecuted under RICO.
"The State is not your friend, OWS, it is your master. "
AVATAR.
They don't link Obama to TSA groping so why would they hold Democrats accountable. The most you may get is a broad complaint about the system. GE, Solyndra, executing Americans without trial.... Just as with Vietnam Kissinger and Nixon get the blame and Kennedy is never part of the discussion. Anything goes wrong in Libya, McCain will get the blame.
They don't link Obama to TSA groping so why would they hold Democrats accountable.
Link it? Hell, now that a Dem is in charge, they trip over themselves excusing it.
Where's Crackdown? Where are these people going to "occupy" next?
A jumbo-sized bag of CheeTohs.
I believe one of them has already threatened to destroy Macy's with a molotov cocktail. What he has against Macy's, I have no idea.
Yup.
On the 17th, we going to burn New York City to the fucking ground [...] in a few days you going to see what a molotov cocktail can do to Macy's.
The markup at Macy's is ridiculous.
Oh my gosh!!!! It's so sad that people still seem to think that the Occupiers are a bunch of uneducated nuts. If anything, we are OVER informed. We KNOW the state is not our friend. We KNOW that corporations are not the only guilty party. Corporations and our government our in bed together. We realize this. Geez. We don't think the state or the corporations are innocent. Your problems is that you ONLY blame the government. And that's absurd.
"Drum circle! First beer ever! WOOT!!!"
Wow. It's pretty obvious that we are not the idiots.
Oh, obviously. Ring worm-infested MENSA masterminds who enjoy jacking off in front of small children.
Better...?
The idiots mostly occupy this comment board.
ONLY the government has the power to dispense favours for corporations, enact regulations favourable to corporations, etc.
Take that power away, and the corporations have nothing to buy or influence.
So, are YOU the anarchist then? This is a serious question. You mean you want to dissolve the gov't altogether?
I am a minarchist.
Soooo...
In 2012 who will you be voting for again???
$100 says you will be voting a straight Democrat ticket with not one libertarian.
Also how is taxing the rich to give more money to the government supposed to stop the government from beating on OWSers again?
Is the hope that the government will become so powerful that it will magically become omniscient and therefor benevolent?
I hope you, bloody in the street, contemplate this while some union pig beats on your skull with a stick.
Your own ideology is doing this to you.
I'm sure the gay hipsters at Wonkette will be FURIOUS....until they remember Sarah Palin's baby needs to be made fun of.
"The mayors on that conference call are Democrats; the FBI and the DHS are led by Democrats; Obama is a Democrat. The State is not your friend, OWS, it is your master."
Congratulations on another excellent post, Mr. Riggs!
OWSer - "This fascist is beating me!! Please give him more power and money so he can keep beating me and beat on even more people!!! We are the 99%!!!"
Have a look at how St. Louis did it: totally non-violent, no confrontations, no trouble, no stress, no injuries, and totally polite on all sides.
http://bradhicks.livejournal.com/452788.html
So, DNC, what exactly do you do with the SA--I mean OWS--when it's not politically useful anymore?
Anarchist, minarchist, Bolshevik, Menshevik whatever.
While I agree with your conclusion that government is not my friend, I have to say your evidence for a connection in this instance is speculative at best. Everybody's a Democrat? So?
The mayors of big cities are overwhelmingly democratic in the first place aren't they? Is the only point that both parties are bad. I think most OWS folks know that much. That's kindergarten level knowledge.
And now after calling for the "Occupiers" be be more "Militant" Obama is sending out the troops to put them down after openly supporting them as he has?
"The State is not your friend, OWS."
We already know that, you condescending clueless prick. instead of getting all your info about the encampments spoonfed from the corporate media, how about actually investigating for yourself what's going on?
Yea really a movement started in part by anarchists (left wing anarchists who do have an ambivalent attitude toward the state, but it is not blind state worship for sure!), a movement whose major points are government having been corrupted by corporate influence, a movement who got a lot of truncation out of people's anger at government bailouts, a movement infiltrating by things like the Black Bloc though these are certainly not a major force in the movement, blindly thinks the state is always their friend. You have got to be kidding me. That's mainstream Dems who think that, not OWS.
