A Waste of Space
The state of New York wastes an awful lot of taxpayer money on empty space, among other things:
More than a million square feet of state office space, roughly enough to fill the Chrysler Building, sits vacant, yet some state agencies were signing new leases as recently as December.
State agencies are paying millions of dollars to operate 850 toll-free numbers, almost half of which have not been dialed in months.
And while the government's four major computer data centers are supposed to back up one another in the event of a crippling natural disaster or a terrorist attack, there is just one problem: All of the centers were built within a few miles of one another. Two are within sight of the State Capitol.
Albany's well-known dysfunction, it turns out, is not limited to the legislative coups, indictments and resignations that have dominated headlines in recent years. State government's daily operations — the $3 billion in goods and services New York buys every year, the real estate that state agencies own and lease, and more — are plagued by waste and often bewildering inefficiency, according to a series of audits nearing completion under Gov. Andrew M. Cuomo.
Why was the state paying for all that extra office space? Possibly because no one knew they were paying for all that extra office space. And why did no one know? Because no one bothered to keep track:
Some of the problems became clear to the administration before it took office, when Mr. Cuomo's transition team moved to the vacant half of a floor leased in a building on the Upper West Side by the State Department of Taxation and Finance.
Curious about why the department had so much excess space, Mr. Glaser asked state officials for an inventory of all real estate leased or owned at taxpayer expense. The answer: No such inventory existed.
Last year, the state of New York rocked a cool $8.5 billion budget gap. This year, it's projected to stare down a $10 billion shortfall.

There has to be more to it than this. I have over 2,000 toll free numbers and two call centers to handle them. And all of that together only costs millions. The toll free numbers don't cost anything by themselves. And a toll free that nobody calls doesn't cost anything either. It is only the ones that get called that run up expenses - primarily labor for the call center agents.

The software development company (small startup) I worked for in Manhattan was hired by the NYCDOT to write some software for them. I was put on the project.
You cannot believe how disorganized and incompetent these people were, and these were the "top" managerial and organizational people in the NYCDOT. The top boss was only interested in playing her political games, while the people under her were either trying to do their jobs but were out of their league or were just utterly incompetent or goldbrickingly lazy.
After paying us hundreds of thousands of dollars, they never used the software we wrote for them. Not because it didn't work; because after dozens of meetings and months of work, the boss lady said "why doesn't it do X? It has to do X." And we said "we have told you--you personally--multiple times that it cannot do X. And you said OK."
So she just put it on a shelf.
I interact with the US DOE. Talk about innefficient! It's like bizarro world. I'll get an email from one person telling me one thing and then an email from onother person saying something completely different. And when all is said and done, both were wrong
Oddly, some of my clients in the "private sector" were just as bad. Incompetence is not solely a government thing.

But only one of those two entities pays any consequences for incompetence, and it ain't the government.
that cannot be true. The government only hires the best and brightest, that's why they make those bloated salaries and monstrous pensions, right?
I wonder if there is anyone squatting in these empty places. for a business that would be an easy way to save on rents.
And if the property owner noticed that no one was likely to occupy the space they could lease it out again. In fact they could lease it out to another government agency that never moved in....and repeat this tactic as long as it's feasible.
Don't give me any ideas. Good idea!
And why did no one know?
They did not NEED to know.
Political fiefdoms demand closely controlled information. And an empty checkbook at the end of the fiscal year.
Yeah. I heard once that in some states if an agency has money left over at the end of the year it loses that amount from it's budget. If true than burning off excess money via leasing useless office space makes a fine method of zeroing out the budget.
Since by the time the administrators learn what the excess is going to be it's too late to make new grants or start building something or buying stuff so a lease is like an invisible way to get rid of that money. And you can tailor it almost exactly to the amount of money you have left. And the oversight on leasing might be a lot less than for construction projects or other procurements.
Plus, you might be able to get that lease from someone that will reward you somehow later. And/or you can sublet that space out and keep that cash for other purposes.
But I'm sure government workers would NEVER engage in such behavior.
