ObamaCare's Unseen Costs
Taxes will go up under the new health care law-and the costs will be more than you think.
On Tuesday, the White House decided to fight back against a tax-related rumor about the new health care law. Beginning in 2012, wrote Stephanie Cutter, the administration's head of health care messaging, employers will have to provide information about the value of your health insurance benefits on your W-2. But, she said, despite rumors to the contrary, "you will absolutely not pay taxes on these benefits." And then, to drive the point home, she continued:
For months opponents of health reform have falsely claimed that the Affordable Care Act would lead to the taxation of health care benefits. The claim wasn't true when the rumor first surfaced, it isn't true today and it won't be true tomorrow.
Cutter should have stopped while she was ahead; her larger claim was wrong. As it stands, the Affordable Care Act will lead to the taxation of health care benefits. Starting in 2018, high-end health care plans will be subject to a 40 percent excise tax for any benefits that exceed $10,200 for an individual or $27,500 for a family.
Indeed, the Patient Protection and Affordable Care Act is chock full of tax hikes. And those taxes will cost more than you might think.
As health care blogger Avik Roy, working from a list published by Kiplingers, noted recently, the law puts in place new taxes on everything from indoor tanning beds to Medicare prescription drug plans. It adds a Medicare surtax to a high-earner's wages and increases the income threshold at which individuals can begin to deduct medical expenses on their tax returns. It sets up a top limit for how much employers can deposit into an employee's flexible spending account tax free and increases the penalty for spending health-savings account funds on items the federal government doesn't define as health care. And for certain high-earners, it even adds a new tax on expensive residential real estate sales.
And then, of course, there's the individual mandate, which, according to the administration, was not a tax when making the pitch to voters—but is a tax when making the constitutional case in the courts. Convenient!
All those taxes add up. According to the Congressional Budget Office, the health care bill directly calls for $420 billion in new revenue. (When "related provisions" are included, that figures rises to $525 billion.)
Now, those tax hikes were supposed to come along with an estimated $143 billion in deficit reduction. But as economists have long known, taxes impose additional, unseen costs that go significantly beyond their obvious totals. Taxes don't simply transfer money from one activity to another: When Congress imposes a tax on a given activity, it discourages individuals from participating in that activity. That's why taxes are used to discourage certain behaviors. Tax smoking, and people will smoke less. Tax carbon, and individuals and businesses will use less of it.
The resulting decrease in economic activity from these taxes is referred to as deadweight loss. Estimates for deadweight loss on federal taxes range from 14 to 52 cents for each dollar of tax revenue, with some taxes creating more unseen losses than others. But no matter what, larger taxes mean greater losses.
In the case of the health care bill, those losses add somewhere between $157 billion and $229 billion to the law's total cost over the next decade, according to a recent estimate by Christopher J. Conover, a researcher at the Center for Health Policy and Inequalities Research at Duke University. If Conover's estimates, first published in a paper released earlier this week by the Cato Institute, are on the money, those figures more than wipe out the law's $143 billion in scored deficit reduction.
And that's assuming that the rosier projections about the law are true. There's good reason to think those cost figures are probably low: For one thing, the official estimates rely on Congress to slice $455 billion out of the nation's biggest health care entitlements—cuts that even Medicare's own actuary believes may not ever actually occur. Conover further estimates that if Congress were to fill the resulting void by hiking income taxes, that could make the deadweight losses even larger—by $237 billion, and perhaps by as much as $750 billion.
Would knowing all this have changed the outcome of the debate? Conover thinks it might have: "Because Congress does not include the excess burden of taxation in its cost estimates," he writes, "many members of Congress and many of their constituents were not aware of these additional costs. Had they been aware, PPACA may have struck even more members of Congress as not being a good deal, particularly in a weak economy."
It's a nice thought. It's also, unfortunately, too late. At this point, ObamaCare's taxes are law. Seen and unseen, we're stuck with them.

I fear that the feds will use health care to push a liberal agenda and punish those they don't like. Thomas Sowell wrote about this, so it is not just my far fetched notion. Easy to envision a scenario where a woman gets breast cancer and they look her up and find out she is a republican or contributed to pro life, and that affects her treatment and whether she is allowed to have certain procedures and when. No doubt that the program will be run by dem operatives. No doubt that many of the people making key decisions will be people like those at Acorn who were secretely filmed, ignorant, partial, prejudiced. infintely worse than dealing with insurance companies.

Genuine question here, not rhetorical or cynical: why didn't Reason authors vote Bob Barr?
And who's surprised? They deny any leftward leanings around here. But in spite of the protestations, if you don't lean leftward yourself, it's easy enough to smell it.
At the end of the day, gay rights and pot drive the decisions around here more than anything else. Pacifism comes up close behind.
I'm probably forgetting a few other irrelevant priorities but those have clearly risen to the top of Reason's priority list enough times to readily stand out.
Reading, for example, the most recent Hit & Run posts, I don't see these themes as clearly rising to the top of editorial priorities at all. You can check out the last (or any randomly selected) 50 posts, categorize them, and decide for yourself.
And while I wish so many of Reason's contributors hadn't voted for Obama, I think the good achieved by their well-articulated advocacy for economic and civil liberties more than offsets whatever damage was done by their few votes.
Your answer is, of course, correct. However, you can't reason with many of the trolls on this site, particularly the ones who wandered over from Townhall or Michelle Malkin.
I don't think so. I've found most people very amenable to reason as long as they know an appeal to reasonability is not merely a pretext for putting them down. In many ways, the people from Michelle Malkin are very different culturally from me, and I'm guessing you as well. But I have no reason to doubt the sincerity of their desire for liberty, even if we disagree on some border cases, and I think in a world where all of us were less under attack, where culture war concerns loomed less large, we could all more happily coexist.
Maybe it's just the bottle of red zin talking tonight, but I think as culturally different as these folks may be, they're fighting the good fight for liberty too in their way, and I wish them Godspeed. Or whatever an atheist like me is supposed to wish them.

Only to the extent it correlates to deeds. I'd rather vote for a guy who says the wrong thing on the campaign trail but has a history of doing the right thing in office, versus a liar who spouts all right lines without acting on any of them. I was filing that under personal warning flags, rather than "political career". Technically it was also political, but it wasn't an application of government power.

I don't know about the rest of you but mw opposition to Obama, like my opposition to Bush, is based on serious issues and facts not wild conspiracy theories.
I agree with you Brian, this guy shows up on every other blog. He writes the same thing over and over, which suggests he copies and pastes it. That said, one would hope that he would have at least edited it just enough to insert spaces and avoid using all sorts of weird punctuation, like the (,,,) or the (///).

This article hurts my brain. Did any of the people in the administration or congress want to take the time to read this bill and analyze each item in it? No, of course not, because all they want to do is make history. Well congratulations, history has been made, now historians are having to find synonyms for words like "folly" and "hubris" otherwise they wont be able to finish a single paragraph without sounding repetitive.
And concerning deadweight losses, these have already kicked in. I am an example of deadweight losses. I dont know what I am going to be paying and when I am going to be paying it. The uncertainty in the economy has pushed me to take measures into my own hands.

When I returned my leased Jeep, which was the top model, I picked up the bottom model with ZERO bells and whistles to save money.
I am NOT going to buy a home this year nor will I do it any time in the next decade based on my current doubts about the housing market. Obamacare is EVIDENCE that this administration and congress does not care about the economy.
The number of things I did not spend money on grows daily. I dont buy DVD's, I now rent them, (even the ones I want to own) and I limit my rentals on iTunes to one per week.
I am reducing my income tax burden by contributing 18% to my 401k. Yes, I had to trim down on spending, but this act is half austerity on my part and half protest. I am not willing to pay for this shit anymore. People have actually told me that the more I pay now, the more I get back in tax returns later. Bullshit. If I pay taxes and the government holds onto it for a year, I am giving them a 0% interest loan and then I have to APPLY to get my own money back. I am about ready to stop paying ALL taxes (or as many as I can figure out how to avoid) until this shit ends.

It cannot be done; inflation is a tax which cannot be evaded, avoided, or reduced via any act on the individual's part except through buying things that retain real value--and the government just slapped a tax on buying and selling those things as well.
I agree, but the more money we keep ourselves by not paying taxes, the less of an effect we will feel from inflation. If I need $100 to pay for something that a year ago used to cost $90, then it would be nice if the federal government didnt take $10 out of my pocket.
Inflation is going to happen, but when it happens naturally, it is the result of an expanding economy and therefore payrolls will likely keep pace with inflation. The inflation we are creating is going to cause a major gap that will likely widen over time. The gap between payroll and cost of living will have an immediate and detrimental impact on the economy because it will create an unstoppable cycle where businesses find themselves unable to meet their payrolls and so they lay off people to keep pace with the growing costs of doing business. Unemployment will go up and further strangle the economy until it finds its natural equalization. Of course Obama is going to want to "do something" to "fix" this inflationary cycle and so we will do some form of inverted monitary easing, such as hiking interest rates. This will probably not do much to rake back in all the cash that will be out there and it will further irritate the housing markets because we went ahead and helped people who cannot afford a home to "stay in their homes". We will have another cycle of up side down mortgages and the bank failures that come with them.
If people stopped paying taxes, especially federal taxes, we as a society can save that money and more of us can weather the storm so that the inevitable second dip wont be so bad for everyone.

A system this complex is almost impossible to regulate effectively, but no doubt we'll keep trying.
This is great and all but, when is the government going to focus on property value next? This seems to be an unheard cry. I am one of many American's who owe more on my house than it is worth. How do we fix this?
