Blunting the Blunt Menace
In "Bongs Away," my February 2009 Reason story about drug paraphernalia, I noted that retailers won't necessarily avoid legal trouble by posting signs declaring that the pipes they sell are "for tobacco use only." Under a bill that seems to be on the verge of passage in Illinois, tobacco itself would qualify as drug paraphernalia. The bill, approved by the Illinois Senate on Monday, bans "individual tobacco wrappers, known as wraps, blunt wraps, or roll your own cigar wraps, whether in the form of a tobacco leaf, sheet, or tube, that consist in whole or in part of reconstituted leaf or flavored tobacco leaf." The bill includes an exception for "a tobacco leaf wrap that is used in the manufacturing of a cigar intended for retail sale." But all other cigar wrappers are presumed to be sold for use with marijuana. A minister who supports the ban explains:
Having this product in mainstream stores is like having drug pushers in our neighborhoods. Blunt wraps are an indefensible product marketed to children and entirely identified with illegal drug use.
If pot smokers can't buy wraps, of course, they can always revert to the practice of hollowing out cheap cigars, which indisputably have legal uses. The fact that a ban on blunt wrappers is exceedingly unlikely to reduce marijuana consumption reinforces my point that the crusade against drug paraphernalia is essentially a crusade against positive messages about drugs, a symbolic battle on top of another symbolic battle.

I think the point that Reason is missing here is that the drug war is about to end. If they ban rolling papers, wraps, and bongs, people are just going to have to stop smoking weed. I mean what the hell are they going to do, smoke it out of apples or something? It's taken decades, billions upon billions of dollars, many millions of lives lost and destroyed, but we are finally at the end.

Which in my opinion is wrong, as perhaps said parent may be using those coupla joints for nausea and pain resultant from cancer, AIDS, or other systemic conditions.
I do not know what you think of this but I can assure you that tobacco is certainly something not healthy and good for a living being except under certain medical conditions. Use of tobacco in whatever method will only invite diseases in a human being's life! If not now, then later on! You can all go and say that you are covering this individual tobacco with wrappers and stuff but still its tobacco what's inside and not chocolates!

It's been a long time since I read the New Testament, but I could have sworn that Jesus guy talked about forgiveness, and not judging others. And when he did talk about judging others, he mentioned that it was not something for the earthbound to do.

this is insanity. do they really think this is going to stop people from smoking? any dry paper-like material will work. this is a way for them to hit two segments of the population with one law; they get to persecute tobacco smokers and cannabis smokers. of course cigars almost always get some kind of exemption but these wraps may not because rich people don't roll their own cigars. when are the people going to say NO MORE to all of this government intrusion on businesses and individuals?

Suspicion tells me that they'll propose taxing the shit out of roll-your-own tobacco next. I've been seeing more and more people buying loose tobacco presumably to circumvent the ever increasing taxes on cigarettes. And we all know what those papers that come with each pouch can alternately be used for...
They've already done that. A can of tobacco to roll 200 cigarettes costs about $22 now. When I used to roll my own in the early 90's, it was closer to $7. And I was smoking Drum, not that Top or Bugler shit.
Also, actual cigarette papers suck for pot, and vice versa. Cigarette papers (Drum, Top, Bugler) aren't meant to hold smoke residue, but the more common "cigarette" papers (Zig Zag, Joker) are. Again, it's been a while, but when we used to get to the end of a joint, it was soaked in resin, and almost brown. You wouldn't necessarily want that in a tobacco cigarette. Also, smoking pot using a Top or Bugler paper, it wouldn't hold any of the residue, meaning you lose out on the gooey resin goodness towards the end of the joint.
