Condoms, Porn, and L.A.'s Measure B: The Most Bizarre Ballot Initiative of 2012
On November 6, voters in Los Angeles County, California will get a chance to vote on whether actors in porn movies filmed in L.A. county must wear condoms and practice safe sex on camera.
The Safer Sex in the Adult Film Industry Act - also known as Measure B - is a response to ongoing stories about outbreaks of sexually transmitted diseases among workers in one of Southern California's most lucrative industries.
"Self regulation has failed miserably when it comes to the porn industry," says Michael Weinstein of the Aids Healthcare Foundation, one of the main backers of Measure B.
"This isn't the government's place," counters Steven Hirsch of Vivid Entertainment, one of the country's leading producers of X-rated fare. "In a time when we have huge budget deficits, [county officials] are going to take their time and energy to figure out how to police an industry that does a fine job of policing itself."

Excellent overview of the Measure B issue, but one important factor has been left out: It's NOT just about condoms. Here's what Measure B says about revoking the new "public health permit" that all adult producers will be required to have: "Whenever the department determines that a permittee has failed to comply with the requirements of this chapter, any other violation of law creating a risk of exposing performers to sexually transmitted infections, including any violation of... California Code of Regulations Title 8 Section 5193..." that permit may be revoked.
Here's what CCR Title 8 Section 5193 requires in the way of "barrier protections" during sex: "appropriate personal protective equipment such as, but not limited to, gloves, gowns, laboratory coats, face shields or masks and eye protection... Personal protective equipment will be considered 'appropriate' only if it does not permit blood or OPIM to pass through to or reach the employee's work clothes, street clothes, undergarments, skin, eyes, mouth, or other mucous membranes..."
So please, don't be fooled by the fact that the brief summary of Measure B that's usually printed in articles is nowhere near the whole story.

Most interesting to me was learning that Calif., N.H., and not other states have laws exampting porn prod'n from being considered prostitution. Is it legally treated as such in other states, or is it just that those 2 are the only ones with an explicit, statutory exemption?
I'm sure that Orange County could use the taxes.... All LA is doing is forcing that industry into another area. Not that the LA gov can tell where a video was filmed.
If I didn't know LA was that stupid on their own, I'd swear this measure was being pushed by people in Vegas who want production to move there.
What Orange County could use is a plague specific to 'business asa usual' politicians. In the absence of one, raising revenue isn't going to help.

Mr. Weinstein is a Homo-fascist of the worst order. At 2:02 of the video, he shows his hand..."The Gay Industry has been overwhelmingly condom..." so his attention is specifically targetted at the Hetero Industry and an attempt to shut it down I guess he has never heard of barebacking (condomless anal intercourse) which is making a big comeback in the gay porn industry due to a variety of reasons.
