Luxembourg authorities are investigating Microsoft-owned video chat service Skype for its connections to surveillance programs being conducted by the U.S. government, The Guardian reports.

A government-controlled telecom in Russia is planning on creating a search engine to compete in the country's "highly competitive" search market, Reuters reports.
