Tariffs Are Changing the Game

President Donald Trump holds up the chart of "reciprocal" tariffs he pledged to impose on other nations, during an event in the Rose Garden. | CNP/AdMedia/Newscom
(CNP/AdMedia/Newscom)

Total Chinese exports surged in July…but not to us. Compared to July 2024, Chinese exports were up 7.2 percent last month. "Its exports to Southeast Asia and Africa, key regions for reshipment to the United States, rose more than twice as fast as its overall exports," per The New York Times' reading of the data. "China's exports to the European Union, its main alternative to the American market, were also up very strongly."

Specifically, "data released Thursday by the customs authorities showed the pickup was driven by strong growth in shipments to the European Union, Southeast Asia, Australia, Hong Kong and other markets, which more than made up for the fourth month of double-digit declines in US purchases," reports Bloomberg.

Predictably, even the threat of tariffs has been enough to dampen trade. Remember, Washington and Beijing are still operating under a 90-day truce—set to expire on August 12, though it could be extended if a new agreement is reached—that holds off the imposition of higher tariff levels, namely, the tit-for-tat tariff increases that both countries had threatened. The truce also staves off export controls on certain critical rare-earth minerals and items that fall into the technology category. But still, current tariff levels mean a baseline 30 percent tariff on Chinese imports, which has been enough to depress trade.

The Reason Roundup Newsletter by Liz Wolfe Liz and Reason help you make sense of the day's news every morning.

This field is for validation purposes and should be left unchanged.

For those in the Trump administration who are worried about trade deficits in particular, I suppose the good news is that we've made progress there: "For the last several decades, China has been selling as much as $4 worth of goods to the United States for each $1 of American goods that it buys," reports The New York Times. Following China's admission into the World Trade Organization, the trade deficit rose. Now, "tariffs have begun to reduce the imbalance. The United States announced on Tuesday that its overall trade deficit had narrowed in June to $60.2 billion, the smallest in nearly two years."

It's not clear why Trump administration officials, and the president himself, are so worried about trade deficits as something to eliminate for their own sake. We are dependent on Chinese goods to a rather substantial degree, which would pose a problem in the event of war with China (which is why the previous administration focused on improving our semiconductor manufacturing capabilities back in 2022). But you can just as easily make the case that it's the vast volume of trade between the two countries—the deeply intertwined economies so reliant on each other (despite China's claims of autarky and, more amusingly, communism)—that are incentivizing continued decent relations.

A few factors are at play that might help to explain why you likely haven't felt a drastic increase in prices just yet. First, since there's been a long lead-up to this trade war, many larger importers have stockpiled product over the last few months, so shortages haven't been felt yet—they've just been selling off product they've been storing. Second, China has already managed to divert some stages of manufacturing to other countries—namely Vietnam—and some larger companies already have factories up and running in other Southeast Asian countries to avoid the "made in China" or "shipped from China" labeling. Expect more transshipping and manufacturing-locale creativity as a means of throwing customs officials off the scent.

Scenes from New York: This is disappointing news for Guardian Angels appreciators like myself.

QUICK HITS

  • A North Carolina couple, Jessica Ivey Jenkins and Sameule Jenkins, let their 7- and 10-year-old sons walk 10 minutes to the store by themselves, with Sameule staying on the phone with them as they completed their journey. They made it to the store safely, but on the way back, the 7-year-old was hit and killed by an SUV driver while crossing the street. The county district attorney charged the parents with involuntary manslaughter, and their remaining children were taken away from them. The parents have struggled to afford bail, and pleaded guilty to felony child abuse (with suspended prison sentences). Those felony convictions will jeopardize their employment, and likely mean they'll be evicted from their home. (Also, wasn't the pain of losing their child enough? It's not like the conviction helps them understand that, in this case, they made a decision that resulted in something tragic; they already know that.) It's a terribly sad story and yet another example of how parenting decisions that used to be commonplace have become increasingly criminalized, with awful accidents used as fodder for more fearmongering.
  • Possible developments forthcoming between Ukraine and Russia?

  • A sane and sober analysis of how to think about tech and kids:

Recently I was asked how I deal with screen time and technology usage as a mother of young children. I'm definitely not anti screen, though our kids are too young for the question of "Would you give them a phone?"

But my rule for tech is simple, one I call The Production…

    Common Sense: Dildon’t Do It

Apparently a third dildo has been tossed onto a WNBA court during action. I think we as a society need to take a long hard look at this and impose common sense dildo control to get a handle on the epidemdick. We aren’t talking about the family heirloom dildo on your mantle that your grandfather gave you. Or the one that you drag out in the woods each fall. These high capacity assault dildos have no place in a modern democratic society. Anyone that says otherwise can shove it!

Until then, Polymarket has wagers on Dunker making future appearances:

My first observation was the phone as well.

Of course, there are thousands of other kids who didn't get hit by a car while crossing the street. Events like this is why the helicopters screech for more laws.

The kid on the phone was the 10 year-old brother.

Amazingly, everyone has gone out of their way not to cast the slightest bit of blame on the 76 year-old woman who hit him, referring to her only as "the SUV driver". I know when I see kids in a busy area that I watch them, just to make sure something like this does not happen. And I know a few older drivers, and they do not have the ability to react fast enough to prevent such an occurrence. I suspect she has a much better lawyer than the parents.

I may be biased here. My son was nearly hit by an old man who ran a red light. His friend was able to yank him backwards and only his bike was destroyed.

I do feel like 7 years old is pushing it a bit. 10 is fine, that’s about the age I was when I started walking to school unescorted. This was a first-grader. And 10 is probably too young to be given responsibility for watching a younger sibling. I’m all for letting kids off the leash a bit, but that’s a general principle and it every decision to let the kids go free-range is necessarily right.

That said, I cannot call this child abuse. It’s just different parenting.

I'd say the age appropriateness depends on a lot of things. I started walking downtown to the store when I was 6 and I'm still grateful that my parents were tolerant of the risks. This was in a small town and only needed one crossing of a somewhat busy street. I could imagine different road conditions, and more importantly, different children requiring different considerations.

        1. Gaear Grimsrud   2 days ago

I walked all over the place with older siblings all the time as a kid from age 4. I walked to and from school every day starting in kindergarten. And crossed the road to get there. Every kid did. Occasionally a kid got hit by a car despite the fact that our parents lectured endlessly about crossing at the crosswalk and looking both ways. And signage alerting drivers that children might be present. But shit happens and sometimes kids still got hit. But if anyone got charged it was the driver because adults are supposed to have their shit together in these situations. That was the social contract. Nobody would blame the kid and nobody would dream of prosecuting the grieving parents. This is bullshit.

I walked home from school every day from first grade. About a mile, on a winding road with marginal sidewalks.

My parents thought it important to teach independence and decision making skills and thought it was good exercise. ALL of the kids in the neighborhood did this, and we often walked to each other's houses to play. Drivers and the parents of other kids watched out for us, as well.

What's first grade? 6 years old? So at age 6 was "normal" for us to begin to be taught these things.

I've recently seen a huge upsurge in kids too young to drive riding to the beach or to town on their electric bicycles, or going fishing in the lagoon. HUGE increase over even 5 years ago. Aside from the occasional asshole who thinks bikes don't have to follow traffic laws (usually not the kids, oddly) it makes me very happy.

Kids get killed, on the shoulder of the street, after exiting the bus. If the giant yellow bus with flashing lights pulled over on the side of the road can't prevent kids from being killed by a driver intentionally passing a bus on the shoulder illegally, what chance do we have of preventing kids from being killed by walking into a street where they aren't even expected to be?

A 40-year-old mother in Kentucky has been indicted for allegedly trying to beat her 6-year-old daughter to death with a hammer, repeatedly striking the child in the head with the tool in front of the victim's sibling.

A grand jury in Jefferson County on Tuesday returned a true bill indicting Zeinad Abdi on one count each of criminal attempted murder, first-degree assault, and first-degree criminal abuse of a victim under age 12 for the June attack that left the victim in critical condition, Jefferson County Commonwealth Attorney Gerina D. Whethers announced.

"During a post-Miranda statement, the listed suspect [Abdi] stated she frequently becomes extremely angry and has difficulty controlling herself," police wrote in the complaint. "She stated today she became overly angry and struck the victim in the head with a hammer an unknown amount of times."

Abdi's son, whose name and age were not disclosed, provided a similar account of the harrowing attack on his sister.

"During an interview with the listed suspect's son, he stated while restraining her after the assault, she stated to him 'let me finish her' while attempting to return to the victim," the document states.

Or maybe there's just a lot of fucked-up parents out there...

      https://www.msn.com/en-us/news/crime/dad-stepmom-were-working-in-tandem-to-torture-and-kill-8-year-old-girl-police/ar-AA1K2y0M

A 31-year-old father and a 27-year-old stepmother in California are accused of torturing their 8-year-old daughter to death, allegedly pouring scalding hot water over the child's skin and crushing her hands before she was eventually beaten to death.

Ray Mata Jr. and Graciela Bustamonte were both taken into custody over the weekend and charged with a spate of felonies, including one count each of first-degree murder in the horrific slaying of Genesis A. Mata, records show.

Upon arriving at the scene, first responders said they knocked on the bathroom door, but received no response from behind the locked door. Police forced the door open where they found the unresponsive 8-year-old girl, later identified as Genesis.

Genesis was pronounced dead on the scene with authorities noting that she had suffered visible signs of "substantial trauma."

According to the report, authorities wrote in the affidavit that Mata and Bustamonte had spent two days "working in tandem" to repeatedly torture Genesis in numerous ways, including pouring hot water directly onto her skin, resulting in severe burns.

They couple also allegedly smashed the victim's hands so badly that her fingernails came off.

Genesis' cousin, Sabrina Guerrero, attended the proceedings where she told local ABC affiliate KERO that multiple family members had reported Mata and Bustamonte to Child Protective Services, saying there were "big time" signs the child was being abused and that "the system failed" her little cousin.

    More economic ignorance:

For those in the Trump administration who are worried about trade deficits in particular, I suppose the good news is that we've made progress there: "For the last several decades, China has been selling as much as $4 worth of goods to the United States for each $1 of American goods that it buys," reports The New York Times. Following China's admission into the World Trade Organization, the trade deficit rose. Now, "tariffs have begun to reduce the imbalance. The United States announced on Tuesday that its overall trade deficit had narrowed in June to $60.2 billion, the smallest in nearly two years."

Bilateral trade deficits in a world of multiple trading partners are as meaningful as trade deficits among all the stores I shop at and my employer.

TDS is an equal opportunity disease for both left and right. Trumpies and the NYT are both economic ignoramuses. And if Liz spouts this without comment, she's just as ignorant.

which would pose a problem in the event of war with China (which is why the previous administration focused on improving our semiconductor manufacturing capabilities back in 2022)

CHIPS Act of course did nothing of the sort.

    My comments elsewhere in 2022...

I hope China appreciates the support, since we'll be borrowing money from them, to pay them to build chip factories in the US, that they will use to create espionage-filled computer parts, that they will sell to US companies, after stealing the IP from the US companies.

"Some are critical of the bill due to it doing little to hold China accountable. “The answer to the Chinese Communist Party’s malevolent ambitions is not spending billions of dollars to help Fortune 500 companies, with no guarantee those dollars won’t end up supporting these companies’ business operations in China," said Heritage President Kevin Roberts"

"The legislation had faced criticism from some Senate Republicans, such as Florida’s Marco Rubio, who said it lacked “guardrails” to prevent any of the funding from winding up in China’s hands.

Today, Senator Rick Scott spoke on the Senate floor and filed a budget point of order against the CHIPS Act, a pro-China bill with a $280 BILLION price tag. Senator Scott also filed an amendment to the CHIPS Act to place safeguards around the funds to ensure that no American tax dollars flow to Communist China, but Senate Democrats led by Senator Chuck Schumer, are refusing to amend or improve the bill.

Schumer Strips Anti-China Security Provision From Major Semiconductor Bill (freebeacon.com)

"Senate Majority Leader Chuck Schumer (D., N.Y.) removed an anti-China security measure from a bill that invests billions of dollars in the U.S. technology sector, a move Republicans say would allow China to benefit from the spending bill and could kneecap the legislation.

"At issue are provisions written by Sen. Rob Portman (R., Ohio) that bar U.S. companies from manufacturing products in China, such as semiconductors, that were developed using federally funded research. Myriad government and private investigations conclude that the Chinese government routinely steals trade secrets from U.S. companies, government agencies, and universities.

      Also, circa July 2022

[A Ohio-based Biden-supporting friend with whom I was discussing this via email wrote] "Given the problems we've had with computer chip supply, I think this is a reasonable strategic investment to help the US compete with China. "

I can see that line of reasoning. Allow me to try to respectfully disagree. First, China does have some large semi-conductor plants in Shanghai (primarily SMIC), but is really Taiwan that holds the reins on chip making. Taiwan Semiconductor Manufacturing Co. (TSM) is the largest manufacturer of semiconductor chips. TSM makes around 90% of advanced chips produced globally. TSM also controls more than half of the global semiconductor foundry market, by revenue. TSM controls more than half of the market for made-to-order chips, including for Apple, Qualcomm and Nvidia.

The government always has "good intentions" (which, cynically, I often doubt because the intention is usually to pad the coffers of some campaign donors and buy some more votes from the constituency more so than actually intending to do actual positive things). But time and time again, no matter who backs the spending, we get failure after failure. When business spends its own money and fails, that business and its investors are the ones who get hurt in the pocket. When taxpayers fund a business that fails, everyone gets hurt.

I know that Ohio has a new Intel facility slated. I have no idea what incentives to get that plant cost Ohio and/or the federal government, or whether these proposed funds will go into that pile. For the record, Intel's gross profit for the twelve months ending March 31, 2022 was $42.205B, a 0.58% decline year-over-year. Intel's annual gross profit for 2021 was $43.815B, a 0.47% increase from 2020. Intel's annual gross profit for 2020 was $43.612B, a 3.49% increase from 2019. It seems to me that if Intel wanted to build chip factories int eh US, they can afford to build chip factories in the US without putting their hand out to the US taxpayers.

Same for others in US chip industry:

Qualcomm: Revenue: $11.16 billion, adjusted, versus $10.60 billion expected, up 41% year-over-year. QCT (chip sales): $9.55 billion versus $8.86 billion expected per StreetAccount, up 52% year-over-year. QTL (technology licensing): $1.58 billion versus $1.55 billion expected per StreetAccount, down 2% year-over-year..
Texas Instruments gross profit for the twelve months ending March 31, 2022 was $13.021B, a 30.5% increase year-over-year. Texas Instruments annual gross profit for 2021 was $12.376B, a 33.52% increase from 2020. TI's profit margin on chips was 43%.
Analog Devices gross profit for the twelve months ending April 30, 2022 was $5.690B, a 36.19% increase year-over-year. Analog Devices annual gross profit for 2021 was $4.525B, a 22.61% increase from 2020.

Microchip Technology gross profit for the twelve months ending March 31, 2022 was $4.450B, a 31.69% increase year-over-year. Microchip Technology annual gross profit for 2022 was $4.45B, a 31.69% increase from 2021. Microchip Technology annual gross profit for 2021 was $3.379B, a 4.22% increase from 2020.

I sincerely hope that it doesn't come out like Solyndra, which was funded by the American Recovery and Reinvestment Act with the goal of beating the Chinese solar panel market and bringing cheap solar power to the US with made-in-the-USA solar panels. Solyndra - Wikipedia I think we all remember how that turned out.

Or, more recently, FoxConn, which is a Taiwanese company that Wisconsin's then Gov. Scott Walker (R) and Pres. Donald Trump tried to lure to Wisconsin, with plans to build a $10B LCD TV manufacturing plant in southeastern part of the state and employ thousands of people, to bring some of those jobs being done in China and Vietnam and... would instead be done right there in the heartland. In return the company was to get huge subsidies and tax breaks. Needless to say "Numerous economists expressed skepticism that the benefits would exceed the costs of the deal."

A few factors are at play that might help to explain why you likely haven't felt a drastic increase in prices just yet.

And magic. Don't forget magic. Only Democrat taxes on businesses have a cost. Trump taxes don't have any cost at all. They don't cut into profits, they don't cut into labor, they don't result in higher prices, and they are not a drag on the economy. They magically bring in revenue and protect domestic companies with no cost. Magic.

The grey box said tariffs are not taxes?

          https://en.wikipedia.org/wiki/Tariff
A tariff or import tax is a duty imposed by a national government, customs territory, or supranational union on imports of goods and is paid by the importer.

          https://taxfoundation.org/taxedu/glossary/tariffs/
Tariffs are taxes imposed by one country on goods imported from another country. Tariffs are trade barriers that raise prices, reduce available quantities of goods and services for US businesses and consumers, and create an economic burden on foreign exporters.

          https://www.trade.gov/import-tariffs-fees-overview-and-resources
A tariff or duty (the words are used interchangeably) is a tax levied by governments on the value including freight and insurance of imported products.

This must be his theme song.

Quicktown is right, Jesse. I totally don't think tariffs are taxes. They are obviously fees.

Taxes are meant to raise general revenue for government operations and services (like healthcare, education, infrastructure, etc.). Tax revenues go into general government coffers and are not tied to any particular service.

Fees are charged to cover the cost of a specific service or regulatory function provided by the government. Fees are supposed to be used directly to fund or recover the cost of the service for which they are charged.

Tariffs can be understood as a type of regulatory fee charged to foreign producers or importers for the privilege of accessing a domestic market.
Rather than functioning as a general tax, tariffs serve a targeted purpose; offsetting the costs of customs enforcement, trade regulation, and border infrastructure while ensuring a level playing field for domestic industries.

Like other government fees, they are applied in specific contexts, tied to defined goods or trade conditions, and can be seen as a cost-recovery mechanism that supports the administration of fair and secure trade. A tariff is essentially a market access fee rather than a broad-based revenue tool.

Wouldn't that make sales tax a fee to access a market too? A rose by any other name...

That's the theory but all revenue goes directly to the Treasury and they just pay whatever invoice gets there first.

                  That all changed with penaltax.

But even then the long history of taxation in libertarian thought has been consumption over labor/income.

Something qb and sarc have flipped while claiming libertarian thought.

But expounding on your definition, taxes are costs just like regulatory costs imposed by government.

One of the primary causes of trade imbalances is regulatory differences between countries. That is why for years I've pointed out that the offshoring of manufacturing theough regulatory control is the same as taxation from a producer point of view.

So yes, if you view tariffs as a counter to this regulatory delta then I can see your point.

Ironically darc and qb ignore the regulatory discussion completely.

Are tariffs reducing regulations? Tariffs themselves add to regulatory costs independent of the tax/fee.

It's not a matter of income tax vs tariffs. It a matter of income tax vs income tax plus tariffs.

Six more states ban junk food from SNAP benefits

West Virginia, Florida, Colorado, Louisiana, Oklahoma, and Texas have all had new waivers approved that allow each state to modify what can and can't be bought using food benefits. Across all of these states, the change will impact approximately 8.5 million people.

It brings the total number of states banning junk purchases to 12, following similar waiver approvals earlier this year for Arkansas, Idaho, Indiana, Iowa, Nebraska and Utah.

Anytime I read about foodstamps, I flash back to this article...where foodstamp hipster said “I’m sort of a foodie, and I’m not going to do the ‘living off ramen’ thing,”

      https://www.salon.com/2010/03/16/hipsters_food_stamps_pinched/

In the John Waters-esque sector of northwest Baltimore — equal parts kitschy, sketchy, artsy and weird — Gerry Mak and Sarah Magida sauntered through a small ethnic market stocked with Japanese eggplant, mint chutney and fresh turmeric. After gathering ingredients for that evening’s dinner, they walked to the cash register and awaited their moments of truth.

“I have $80 bucks left!” Magida said. “I’m so happy!”

“I have $12,” Mak said with a frown.

The two friends weren’t tabulating the cash in their wallets but what remained of the monthly allotment on their Supplemental Nutrition Assistance Program debit cards, the official new term for what are still known colloquially as food stamps.

Magida, a 30-year-old art school graduate, had been installing museum exhibits for a living until the recession caused arts funding — and her usual gigs — to dry up. She applied for food stamps last summer, and since then she’s used her $150 in monthly benefits for things like fresh produce, raw honey and fresh-squeezed juices from markets near her house in the neighborhood of Hampden, and soy meat alternatives and gourmet ice cream from a Whole Foods a few miles away.

“I’m eating better than I ever have before,” she told me. “Even with food stamps, it’s not like I’m living large, but it helps.”

Mak, 31, grew up in Westchester, graduated from the University of Chicago and toiled in publishing in New York during his 20s before moving to Baltimore last year with a meager part-time blogging job and prospects for little else. About half of his friends in Baltimore have been getting food stamps since the economy toppled, so he decided to give it a try; to his delight, he qualified for $200 a month.

“I’m sort of a foodie, and I’m not going to do the ‘living off ramen’ thing,” he said, fondly remembering a recent meal he’d prepared of roasted rabbit with butter, tarragon and sweet potatoes. “I used to think that you could only get processed food and government cheese on food stamps, but it’s great that you can get anything.”

Just gonna reiterate something I’ve said before: Food Banks (or food pantries, however the local parlance calls them). If you’re taking charity anyway, take it face to face, so you can meet people who might help you out with a job or advice. I volunteer once a week. We give away about 3 tons every week in a decidedly rural area. Produce, bread, meat. Milk only if the household has kids. And of course canned goods and cereal.

You can eat quite well on donated foods. We go through the produce and throw out anything too borderline.

I'm a once a monther at our local food bank. We're primarily funded by local companies and the occasional provincial grant so much of the stuff we give out is purchased. We also do diapers, formula and sanitary products.

I've noticed a substantial rise in the number of addicts using the service in the last two years. It used to be just FNMI and single mothers, but now I'd say it's 60-70% addicts.

"We go through the produce and throw out anything too borderline."

Local hobby farms buy ("donate") the expired produce off us for their pigs.

JD Vance was wrong about water levels...

    https://www.newsweek.com/vance-kayak-trip-secret-service-water-levels-2110095

The U.S. Army Corps of Engineers (USACE) changed the outflows of an Ohio lake at the request of the Secret Service to accommodate a private boating trip by Vice President JD Vance, according to a report by The Guardian.

USACE said it received the request to "temporarily increase outflows from Caesar Creek Lake to support safe navigation of US Secret Service personnel" during Vance's visit to the Little Miami River on his 41st birthday last Saturday, the paper reported.

The Secret Service confirmed to Newsweek that it "conducted operational planning to ensure that motorized watercraft and emergency personnel could operate safely with appropriate water levels during a recent visit."

We need to immediately bar processers from refusing to process payments for legal content. As for the OSA, we need to seriously look at how close we wish to be with them.

Los Angeles residents fed up with unsafe streets have started painting their own crosswalks — only for the city to scrub them away.

Jonathan Hale, a resident of Sawtelle, spent roughly $200 on paint and enlisted neighbors to lay down makeshift crossings near Stoner Park, the Los Angeles Times reported. City workers erased the guerrilla crosswalks about two months later, citing federal accessibility rules that require official markings to meet specific standards, according to the outlet.

The county district attorney charged the parents with involuntary manslaughter, and their remaining children were taken away from them. The parents have struggled to afford bail, and pleaded guilty to felony child abuse

Why did they plea guilty to felony child abuse? Because they allowed their other children to be taken away?

Good question. If it is abuse to allow your children to be exposed to a fairly unlikely danger like that, then wouldn't it also be abuse to take them anywhere in a car? You never know when someone might crash into you and kill your kids.

    Awful terrible story.

But 7 year olds are perfectly capable of walking to the corner store and back. Always have been. This was an accident or negligence on the driver's part, but the parents did nothing wrong. Could have happened even with the parent standing right there, and it sometimes does.

If it's criminally negligent to allow a child to be exposed to traffic, then it's negligent not to keep them locked in the house (probably in a fireproof safe-room just in case the house catches fire or a home invader comes in) all the time. Accidents happen.

Here's a feel-good moment, skip the first minute or so...where the videographer decides to lecture us on elder care and get right to actual story. "Grab" isn't the right word in the title, nor is "as cop watches". More like "3 young men assist elderly couple before police officer does so herself". Officer instead got a chance to take pics and posted them to give credit to the men.

Another feel good story mostly ignored by the media. Military age black man man walking around with a firearm. Wish I had him for a neighbor. Very impressive guy.

A few factors are at play that might help to explain why you likely haven't felt a drastic increase in prices just yet.

That "experts" and pundit-stenographers might have been wrong of course do not number among those reasons.

The county district attorney charged the parents with involuntary manslaughter...

Prosecutors can be counted on to make any situation worse.
