Biden's Foolish Rush To Regulate How Kids Use Tech
Instead of empowering the government to intervene, we should look more holistically at the experience of young people online.

During his State of the Union address on Tuesday, President Joe Biden called for more regulation of technology platforms, particularly regarding young users. Specifically, Biden called for banning targeted advertising to kids.
In recent years, calls for the regulation of technology to protect children and teens have increased from policy makers on both sides of the aisle at both the state and federal levels. But when it comes to determining the best way to help kids and teens use the internet, parents (or other trusted adults in a young person's life) should be making the decisions, not the government.
Many people, including policy makers, are legitimately concerned about the rising rates of mental health issues in teens and young people today. In search of a solution to a difficult problem, some are quick to blame what is new, such as increased social media use.
But the data currently available do not clearly support a causal relationship between social media use and mental health problems. A one-size-fits-all approach decided by the government not only would likely fail to solve any alleged problem, but it would also have serious consequences for both young people and parents.
Despite concerns about the negative impacts of social media on young people, there are also incredibly positive examples of how young people have used social media. Whether it's body-positive images that improve body satisfaction, the ability to form communities around shared interests like video games or basketball, or young people sharing their voices and explaining what it's like to be a teenager today, online platforms and social media can be highly beneficial for today's digital natives.
Policy is a poor tool for dealing with nuance, and many proposals could result in limiting the beneficial or benign uses of technology.
For example, calls to regulate "mental health content" recommendations to teens would also likely ban positive recovery content for those struggling. Other proposals risk blocking young people from accessing important information about topics deemed sensitive or could make tasks like college recruiting more difficult by eliminating targeted advertising. In general, such proposals treat all online usage by young people similarly by over-focusing on preventing potential negative consequences.
Biden's call on Tuesday for a ban on targeted advertising to young people online is just the latest example of a politician demonizing data usage and algorithms without fully understanding the alternatives and consequences.
Banning targeted advertising could result in more general ads that are less appropriate for the age group accessing a website. Banning advertising altogether or making it difficult to offer advertising services would likely result in costs being passed along to consumers, which could raise the price of kid-friendly apps in the process. In either case, kids, teens, and parents would likely continue to face concerns over the ads they might encounter while struggling with fewer and more costly options.
It's a bit ironic that the State of the Union address was given on "Safer Internet Day." This day highlights a range of tools and resources available to help parents and young people navigate their online experiences. The right tools may vary from family to family and even child to child based on specific needs.
In some cases, parents may want to use filters to ensure that their child or teen does not access certain content that goes against their values. In other cases, parents may trust their child but want to have time limits around device use.
An education- and conversation-based approach can better prepare children to navigate the internet independently as adults, and it can be an opportunity to pass along digital and media literacy skills. This will be particularly true as the first generation of digital-native millennials starts to have children.
The State of the Union highlighted the returning panic around children and teens online. As a society, we've seen this before—not only around the internet itself but also around other media like video games and comic books. Rather than empowering the government to intervene out of fear, we should look more holistically at the experience of young people online. And we should empower both parents and members of the next generation to make wise choices around technology.

I wonder how well a ban on targeted advertising would survive the Supreme Court's ban on content restrictions. Hardly content-neutral. But that's the problem with bending and breaking principles like free speech, one never knows where the camel's body will slide to a stop.
I was a little puzzled by the ban on targeted advertising to begin with. I admit that, thanks to S230, the ownership of any given content is a fuzzy grey area, but am I incorrect in thinking that it’s not targeted advertising that’s the problem? Like, it’s not the “Buy the new Ford truck!” ad on the side of the screen or the “Protect yourself now. Sign up for NordVPN” quip that the content generator spouts that’s the problem. It’s Youtube and Tiktok saying “Watch this Jihadi recruiting video (which we own the rights to)!” or “We think you’ll really enjoy this auto-erotic snuff film (that we paid a contributor for and then promoted)!” that’s the problem. I don’t think anybody has a real socially-existential problem with their kids signing up for Raid: Shadow Legends.
I don't quite understand your point, but it's not you, it's me; I don't have much use for arguments about whether socialists are fascists are Marxists are communists are Leninists are Stalinists, or the differences between publishers and platforms and §230 commenters.
My attitude is that liberty is the core principle of life, self-ownership and all that. Quibbling over all these definitions is only useful when government seeks excuses to expand, which of course means individualists have to either learn to use these quibbles against government, or rise above it all and be surprised when quibbling distorts their liberty.
I'm a long term optimist (because markets always win) and short term pessimist (because quibblers never give up).

I would say that the tech companies did a pretty good job of *checks notes* voluntarily making sure my child didn't see anything calling vaccine mandates into question, exploring alternate therapies for COVID, or knowing what the risks were to young people. Why change a good thing?

I agree with Biden and think more, much more, needs to be done actually. If you aren't raising kids right now you have no idea what you are talking about. As a parent, trying to regulate and control all of these devices is impossible, even for technically competent parents who try. Nevermind what happens when your kid goes to school and other kids are there with phones that are not controlled by their parents for whatever reason.
I know for a fact, because I've seen it and know what's going. Kids in elementary school are watching porn -- at school! They show it to each on their phones. My kids were exposed to porn in 2nd grade. This isn't Playboy, its gangbangs, bestiality, transgender, cartoon porn, etc. Kids are being traumatized by this.
My kids tell me about kids that sit in class watching videos of people being killed and things like that. I go to pickup my kid at high school during lunch and every kid is sitting in the hallway just starting at phones.
I've seen the impact of social media and everything else going on on kids directly. My kids don't even have direct access to social media. We have blocked the sites and apps on their devices, but they see it all at school. My kids are in therapy, as are many others we know. Its beyond disturbing.
We can talk about "don't let you kid have a phone". Ok, we held out for a long time. But there is this thing called peer pressure. Also, even if you don't, they go to school or to friend's houses and use them. The only solution right now is to go Amish to totally remove yourself from society. The internet is absolutely caustic for kids right now.
Here is another issue, again I've seen it with my own eyes. 5th grade comes around. They have "sex ed". As is natural the kids are curious, so they lookup some things they heard about in sex ed to get more info. Well guess what, they get way more than they bargained for. We are talking about elementary school kid here. And it is virtually impossible to block pornography on any technology. My kids have gotten pornographic spam on their phones.
All of this tech should come with maximum restrictions in place by default. The only way to enable access to "adult" material should be to create a user account on the device in a way that can verify that you are 18 or over. Expecting parents to be able to setup and maintain parental controls on every device is absurd. Many households have many devices. Phones, tablets, laptops, smart tvs, etc. There are ways that are too easy for kids to circumvent many restrictions. Many are virtually impossible to enforce. Try restricting porn on a computer? It's almost impossible to fully block. Many things will show in search results, even when web pages are blocked, etc.
Windows, Android, Apple, Google, all different. There are many layers that have to be managed. In many cases, some valid content gets blocks that may be required, live need for school research, so then you have to back out restrictions. Its a total mess, and then the parents are put in the middle trying to manage all of this, and deal with the constant peer pressure about restrictions and usage, etc. Our kids stuff is locked down pretty tight, and its a constant battle. We put time limits on, and then its always a fight about some excuse why more time is needed, why they can't chat with friends, this, that and the other, etc. etc.
Honestly if I knew before having kids what a nightmare this would all be, literally the only way I would have had kids would be to move to a remote town and have no access to the internet at all.
