Romney and Cotton Want to Punish Businesses With Minimum Wage Hike and More Immigration Paperwork
Leading Republicans continue to find dubious areas of agreement with Democrats.

Sen. Mitt Romney (R–Utah) spent the last several years at the forefront of the unofficial anti-Trump conservative coalition on Capitol Hill. In his latest turn, however, he is taking a cue from the populist Trumpian policy agenda, announcing a proposed increase to the federal minimum wage.
There's a catch. "I'm introducing a bill with @SenTomCotton that would increase the minimum wage," tweeted Romney, "while ensuring businesses cannot hire illegal immigrants. We must protect American workers."
Romney added that the proposal "gradually raises the minimum wage without costing jobs, setting it to increase automatically with inflation."
Members of the GOP have historically rebuffed such efforts, casting them as an economically unsound, one-size-fits-all band-aid that takes away state agency and spurs job losses. The data are on their side: A recent Congressional Budget Office report noted that increasing the minimum wage to $15 an hour would lift 900,000 people out of poverty but simultaneously destroy 1.4 million jobs—a metric that was held up as proof positive that Democrats' recent push to pass that minimum wage increase via budget reconciliation would hurt the people they want to help.
Though the Romney-Cotton bill has yet to be unveiled, how exactly they plan to skirt job losses remains unclear—even if the figure they settle on sits below that magic $15 number. It appears they both believe some of that will be offset by ensuring undocumented immigrants stay unemployed, though that will not help native workers displaced by wages that employers cannot sustain.
What's more, Romney will be disappointed to find that shutting immigrants out does not "protect American workers" as he claims—something a bipartisan group in the House acknowledged as recently as 2019 when they passed the immigration-friendly Farm Workforce Modernization Act.
"While some worry that these visas displace American workers, U.S. farmers are required by law to offer H-2A positions first to people who can already legally work in the U.S. They seldom find enough takers," I wrote at the time. "The Cornell Farmworker Program found that dairy farmers rely on undocumented workers because they cannot identify a sufficient amount of U.S.-born employees to fill the positions. This might explain why approximately 50 percent of all farmworkers are undocumented immigrants, according to the Department of Agriculture."
The immigration component aside, forcing businesses to increase labor costs, especially during a pandemic when many are lucky to keep the lights on, would naturally have a suppressant effect on employment. But the effort is indicative of a relatively new brand forming in some parts of the GOP, made up of traditional rightward social views with a leftward tilt on economic policy. "There are a lot of areas of potential overlap," Oren Cass, an aide on Romney's presidential runs in 2008 and 2012, told The New York Times. "There's a hypothetical governing majority to be drawn around the things we're talking about that doesn't exist within either party."
Cass is now the founder of American Compass, the goal of which is to determine "what the post-Trump right-of-center is going to be." Romney's bill is a good example of where that's headed: a Venn Diagram where the left and the right increasingly see eye to eye on solutions that create more problems than they solve.

I don't understand this logic. If illegals can't get jobs they will have little reason to migrate here. Once that is accomplished we can enlarge our legal immigration. You mention the failure of the system in 2018 but keep that in perspective, only 13.5 percent of the work force was using the system. Get 100% compliance and the results will be greatly magnified. Also companies will think twice about hiring illegals if we make real penalties for doing so. Prison time for CEO's etc...We are going about the problem in exactly the wrong way.

With the Child Credit bill and now this Minimum Wage idea he is putting forth policy ideas. When was the last time any Republicans have done this? I don’t have “data” but I have seen farm jobs advertised here and there in rural areas in the past. Here is how it went. Hiring from the accustomed pipeline of migrant workers was by word of mouth. Attempts to hire other workers went through the *online* job boards at the local branch of the state unemployment office. It was often phrased as temporary and “bilingual in Spanish preferred.” So the audience who saw those ads was mostly people who were looking for permanent work - people on “unemployment.” So those jobs were rejected. Also, the large majority of non-Latino US residents are not bilingual in Spanish.
So if Cornell did ads like that, of course it didn’t work.
Regardless of language most people who grow up behind a desk in the US don’t have farm work skills or interest, which means hiring rural people from other countries - or making an effort to create a viable job track for US-born people to gain those skills - or supporting the transition to automation. Even the children of the farm workers don’t usually do farm work as adults. While the employers and the academics all wink at each other, a very strange situation has been created.
Don't forget the massive entry price of federally Gov-Gun (supposedly/illegally claimed 'owned') "monopolized land" by the federal Gov-Gods introduced by the FLPMA Act of 76 that instantly made the West 50% 'communist' in DIRECT violation of the U.S. Constitution and backed as such by Supreme Court rulings.
Oh; and the new but entirely expected learning's of today - Introduced by a Democrat.
Today's farming doesn't pay anything. The only 'value' is owning a tiny piece of estate ownership pie that is so massively monopolized the price doubles every 5-years. Romney hasn't yet specified the amount by which he wants to raise the minimum wage. Let's not make the mistake of lumping him in with the Democrats. How much you want to bet the proposed wage is in the $11-12/hr range? How much you want to bet it's dead on arrival? The Democrats have made a tribal fetish out of the $15/hr. figure, and compromise has long since gone out of fashion.
The part I have a problem with is the proposal to index the minimum wage to inflation. They want to *legislate* a wage/price spiral?

The solution to illegal immigration is legal immigration.
Not that difficult and will save money and bring in revenue. Should be no more difficult than getting a drivers license. You get a residency and work permit for a period of time. No benefits. Ok kids get to go to school. The work permit means you need to pay taxes. After some period of time you can apply for citizenship.
It's essentially what the Gulf Arab states are doing, without the citizenship aspect. I would be wary of the citizenship aspect in the US as well. America is already heading towards destination Marxism, do you want to speed up the trip?

Thing is, the natives of our country live in an economy where to meet the basic qualities of what is considered the basic standard of living is far and away more costly to them than the basic standard of living for an Indian or Mexican - largely thanks to our “ideas” of what is just - building codes, mandatory plumbing and electricity, and taxes.
And yet we are requiring our natives to compete with people that do not have high standards of living, do not have access to the courts if their dilapidated flat they share with 10 other illegals collapses on them, and send the bulk of their earnings to family in Mexico that build concrete mansions with the earnings.
What illegal immigration does is short circuit the free market of labor that is exacerbated by our own feel good laws of minimum wage, health care provision, and turning education into a costly black hole that makes our population so costly to employ.
In other words, employers think they should have access to multiple labor markets while their own communities exist in only one labor market.
All you are really saying is that more than one reform is needed. There are way too many regulations on businesses that make it difficult for them to hire the people of their choice. (Mandating eVerify would just exacerbate that burden, of course.) Education needs to be reformed and reformulated. Minimum wage laws as well.
But at the end of the day, it *is* a global marketplace and one might legitimately ask if, in the long run, it is really the wisest thing to do for the government to create a protectionist island of high standards of living while using the coercive power of the state to try to keep everyone else out. Should the vision of the US be that of an insanely rich gated community protected by huge walls to keep out the rabble? That type of scheme is doomed to fail in the long run. Perhaps the better long term strategy is to embrace the global marketplace and take advantage of our wealth to train Americans for careers that don't require competing with unskilled labor. Think about it. This country spends an immense amount of money on education, and we are seriously asking the question of whether or not it's a good idea to keep out people who have little or no education, whose main contributions to the economy are those of unskilled labor, *because we fear they are going to compete with American citizens who get, by global standards, gold-plated education*? Yes there will always be some whose only talents will be that of unskilled labor, but that ought to be a small minority, not even a sizable one, and CERTAINLY not one that is big enough to justify any of these grand protectionist schemes to keep out unskilled labor.
But they are going to come here anyway. To perpetually try to stop the natural market forces that drives immigrants to seek a better life for themselves, you're going to have to resort to even more and more draconian measures to stop them. Even if the stupid wall is built, then what? Moats? Minefields? They will find other ways to come in to the country. The only way to stop immigration entirely is to turn into a North Korea style hermit state, and no one will put up with that.

Yes they will. The history of criminalizing illegal immigration has been a one-way ratchet towards harsher and harsher enforcement for decades now. The only things that (temporarily) paused illegal immigration were (a) when the US economy went into the crapper in 2008-09 and (b) the COVID pandemic, when ALL travel between ALL foreign countries was restricted. (Kinda like North Korea...) It is similar to the drug war. The drug warriors think that if there's only one more law, one more regulation, one more spending bill funding cops, then finally the drug problem will be under control. And that turned out to be fundamentally wrong, to the point where a large proportion of the country has acknowledged the futility of that type of thinking. It is the same here.

In a way he is right. Yes, illegal immigrants are breaking the law, but on the other hand they are being given every signal by the authorities that they should come to the US anyway. The legal immigration process (or even to come as a guest worker, which I bet is what most foreigners would prefer) is inaccessible to most, whereas the incentives to come and stay illegally are very high, including jurisdictions that offer sanctuary. I put very little of the blame on the immigrants themselves in this regard.
And America has no gold plated education. It lags far behind many shithole countries in the field of education.
