Airlines Can Treat Emotional Support Critters Like Pets Instead of Service Animals

"Carriers are not required to recognize emotional support animals as service animals and may treat them as pets." Following an onslaught of passengers bringing "unusual species" of animals on flights for emotional support, the U.S. Department of Transportation (DOT) is backtracking on its guidance regarding airlines and service animals.
In August 2019, the department declared that its enforcement office would work "to ensure that dogs, cats, and miniature horses are accepted for transport. Airline policies that categorically refuse transport to all service animals that are not dogs, cats, or miniature horses violate the current disability regulation."
"Airlines will not be subject to enforcement action if they continue to deny transport to snakes, other reptiles, ferrets, rodents, and spiders; however, airlines will remain subject to potential enforcement action if they categorically refuse to transport other animals," said the 2019 guidance, which also clarified other rules surrounding "emotional support animals" (ESAs) or "psychiatric service animals" (PSAs) on flights.
The revised guidance was issued this past Monday, November 30, and significantly changes this tune. "This final rule defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability," states the new rule.
It also stipulates that airline carriers "are not required to recognize emotional support animals as service animals and may treat them as pets."
This doesn't mean that an airline can't have a broad policy allowing emotional support animals. But air carriers are no longer in danger of punishment if they choose to narrowly define service animals and limit the presence of other types of animals on flights.
The DOT guidance says the revision was necessary because of "the increasing number of service animal complaints received from, and on behalf of, passengers with disabilities by the Department and by airlines" and "the inconsistent definitions among Federal agencies of what constitutes a 'service animal.'"
The DOT also blamed "the disruptions caused by requests to transport unusual species of animals onboard aircraft, which has eroded the public trust in legitimate service animals" and "the increasing frequency of incidents of travelers fraudulently representing" pets as serious service animals.

In 2018, United Airlines refused to let a woman fly with her emotional support peacock, Dexter, even after she had purchased a separate seat for him.
Earlier that year, a 21-year-old woman admitted to flushing her "doctor-certified" comfort hamster down an airport toilet after Spirit Airlines refused to let the hamster board the flight.
In 2016, a man flew with his emotional support duck on a flight. And in 2014, a passenger was kicked off a US Airways flight after his emotional support pig pooped in the cabin.
Passengers have also been seen with "comfort turkeys, gliding possums known as sugar gliders, snakes, spiders, and more," according to Delta, which cracked down on emotional support animals in 2018. The airline also banned "pit bull type" dogs as service or support animals.

"The final version of the National Defense Authorization Act that will soon be considered by the House and Senate won't include Trump's long-sought repeal of the legal immunity for online companies, known as Section 230, according to lawmakers and aides," reports Politico. The president promised he would veto the bill if it didn't repeal Section 230.

Gisell Estrada, "a 17-year-old girl who was wrongly arrested, falsely charged with murder, then put in jail is filing a lawsuit against the city of Albuquerque, the police department, and Albuquerque Public Schools," reports Albuquerque's KOB 4:
Gisell Estrada was involved in a case of mistaken identity last year. APD arrested her for armed robbery and first degree murder. She was charged as an adult and spent a week and jail. Estrada was released after APD arrested a different person.
The lawsuit, which is expected to be filed Thursday morning by the ACLU and a private law firm, is considering claims for false arrest, false imprisonment, malicious prosecution and violation of Estrada's state rights.

When I was traveling around rural Scotland, several times one of the locals would have their dog at the pub. They mostly just laid on the floor next to their stool.

Section 230 isn't really protecting them from liability if they lose in court. You're not winning many or any cases on the basis of what some third party wrote anyway. Section 230 is protecting them from having to answer for lawsuits that shouldn't be won anyway.
The problem with those lawsuits is that winning lawsuits is an unprofitable waste of resources. You could go broke winning lawsuits. They're in the business of selling advertising. Not spending a ridiculous amount of time and money defending themselves against a lawsuit because John called Shrike a pedo.

What is this "cable"?
I read somewhere recently that there was a high of some 100 cable subscribers a few years ago, and now the the number of cable subscribers has fallen to 80 million.
Dropping 20 million cable subscribers is substantial--maybe more than enough to kill the profit margin at some of these operations. But aren't we still in the early stages of the streaming revolution when 80% of the cable customers out there are still getting their programming in the same old expensive way?
I think this is like back when, you know, 70% of the people with internet access had AOL dial up service, and some 90% of them were convinced that AOL's website was the entirety of the internet. Eventually, people were bound to learn the truth. At one point, people thought Netscape was the company of the future because consumers were too stupid to figure out how to change their default homepage.
There is a lag. I suspect most of the 80 million households with cable out there have heard of streaming, and they probably have Netflix in addition to their cable package. They haven't figured out that there's a whole internet out there beyond AOL's website yet, and they don't know how to change their default homepage. But they will.
There are a ton of people out there who still don't know they could thousands of dollars a year by switching to streaming. They just have no idea what we're talking about. They may think we're talking about watching TV on our phones and laptops or something.
That's why I bought a bunch of Roku players on sale on Black Friday, and I'm giving them to people I know haven't tried streaming yet for Christmas. I tell them that there's no need for cable TV anymore, and they just don't understand what we're talking about.
I've read that when Columbus first came to Hispaniola, the indigenous people didn't realize they were there until they the Spanish got into their longboats and came ashore. The locals weren't looking for gigantic ships to come cruising into the bay. It just wasn't in their realm of something that could happen, so they didn't really see it until there was something concrete that they could recognize in their path of vision--like a small boat. After they saw that and the guys came ashore, they could see everything.

At our old apartment the only option we had for high-speed internet was cable. I want live TV for sports, specifically NCAA/NFL football and NHL hockey. To get every game I want, that means I need the broadcast and sports channels for FOX, CBS, NBC, ABC/ESPN, Big Ten Network, and NHL Network. I also like being able to watch South Park reruns and Rick and Morty.
We could have dropped TV and just paid for cable internet, and then signed up for a live streaming service (FuboTV comes closest to what I want, but still doesn't have everything). But that would have actually cost us more than bundling internet and TV through cable. So we paid $190/month and did that.
We just moved and now we have fiber for $65/month. But the live streaming services all cost in the neighborhood of $50-$70/month, so while we'd be saving money compared to what we were paying, it wouldn't be thousands of dollars per year. And as I said, none of the live TV streaming packages satisfy all my wants.
We aren't going back to cable, but I'm still not entirely sure what we're going to do. But, for people in the situation I was in up until a month ago, cable is still the best option. And even now, it has its advantages.
So there is a ways to go.
Sports can be an issue.
We'll have to see what happens to Sinclair's regional sports networks (colloquially known as Fox Sports). They've been in carriage disputes with both Hulu and YouTubeTV, who used to carry their broadcasts but don't anymore.
For local television broadcasts, there are two things you can do with streaming. The first is one I use--look at Tablo and AirTV. In both, you buy a small box to plug into your wireless router. You plug an antenna into the small box. There's an app for both Tablo and AirTV (as well as your phone, tablet, etc.) for Roku and all the other streamers. You watch your local broadcast signal through an app at no cost (other than the Tablo/AirTV hardware). Works great!
The other option is Locast, which is now in 25 major cities and covers almost 50% of the U.S. population. They rebroadcast the local free signal from all the local television stations in your market, and send it to their Locast app, which, again, is available on Roku and all other platforms. Did you say you were from Virginia? I went to school in New Market. Anyway, they're in DC, so if you're close to DC, you may be able to get all your local channels from them.
No need to pay for FOX, CBS, NBC, ABC, or PBS.
All that being said, you can also get all the sports you want through a streaming service called Fubo. Check out all the channels available here:

You get ABC, CBS, NBC, Fox, ESPN, ESPN 2, FS1, FS2, NBC Sports (4 different channels), Bein Sports (8 channels) (mostly soccer), CBS Sports Network, BIG Network (4 channels, formerly BIG10), The Golf Channel, The Olympic Channel, . . .
It's about as good as you'll find anywhere for sports, it costs a fraction of what you'd pay for cable, you get all the other cable channels you usually watch, too, and if you want to subscribe to NFL Sunday Ticket, The NFL channel, NBA, MLB, or NHL Center Ice, you can do that from a streaming player with Roku and others.
You're getting ripped off if you're paying for cable or satellite to watch all that stuff.
Not from VA, but live in the Valley. I'm giving Fubo a try right now. Unfortunately it doesn't get broadcast CBS games (so I miss a lot of the AFC) due to some regional issue.
I'll look into the other options you mentioned.
In some areas, a subscription to the CBS All Access app gives you a live feed of your local CBS affiliate. For $5.99 a month during the football season, that might be worth it. You may be able to try it out with a free tryout period. On the left side of the menu, there should be a button for Live TV.
Here's the deal on streaming
Each content producer network has their 3 to 10 channels of content, and a lot of people watch one or two things from each content producer network. Put them together and they start to add up to the price of Cable.
Light TV watchers and/or people who don't dig sports might get by with 1 or 2 networks, but I'd imagine that your more typical family is gonna need 5 to 8 network subscriptions to get everything they want. At that point you may as well go back to cable for its convenience.
Personally, if you gave me cable services for free, I'd pass. Aside from Nascar (which gets posted to YT 3 days later), there's nothing on it that's worth spending my time watching.
Prime is the only streaming service I pay for and really I'm running out of old shows I'd want to watch on it.
There are three steaming platforms that try to tailor themselves to people who only watch a few channels.
Philo is like that. It's only $20 a month. The new TVision plan from T-Mobile (rolling out to non-T-Mobile customers in January) is $10 a month. Sling has more channels than the others--and it's at $30 a month. None of them offer broadcast networks, but get an antenna or Locast to solve that, and you're getting almost everything you want + Netflix for pretty darn cheap compared to what some people pay for cable.
My folks were paying $270 a month for cable TV to three televisions + internet access. They were watching maybe 15 channels. Using the Discovery+ app, Peacock Network app (on the free tier) + Disney, Hulu, and Netflix, they're paying a fraction of what they were before, getting more and better content, and from their perspective, best of all, they can use a Roku remote for everything rather than having to switch between HDMI channels every time they want to watch Netflix and using two remotes.
As more and more of these networks come online, we'll have more and more options. Sometimes they time things. They wait for the first four episodes of The Mandalorian to come out before they sign up for Disney+ for a month, cancel their subscription a minute later--and then they get to watch the Mandalorian through the end of the series and only pay for one month. You need to make choices when you have more control, but in my book, that's a good thing. And among the choices you get to make with streaming is that you get to choose to save money if you want.
I'm considering options for more accurate and objective news, but I haven't seen much worth watching on Food Network, Discovery channel, A&E, History channel, or Travel channel, which tend to broadcast reruns of mindless BS (although I occasionally enjoy a chef challenging Bobby Flay to a cook off).
Everybody is starving for content right now--in or out of the Discovery channel family--except for the cooking shows, which are easy to make with social distancing in place because there's only one host.
The point is that when these productions start back up, IF IF IF this is the kind of thing you like to watch (and a lot of guys do like watching gold mining shows, car shows, etc. on various Discovery family channels), then you won't need cable anymore to watch these shows when production picks up again.
Also, FWIW, Chip and Joanna Gains' Magnolia Network has been shooting content for their shows since before the pandemic for the roll out of their whole network. There may be a fat dose of new content just for that. In the meantime, you'll be getting a dozen seasons of some of people's favorite shows, which they can't get right now without the DiscoveryGO app, etc--which they probably don't even know about unless they're already streaming.
The other point is that if you can't find any news you like to watch on cable (or via network news via cable), why pay for cable? They say the average person saves more than $75 a month by streaming, and there is very little content you can't get to your TV through streaming.
Meanwhile, the cable and broadcast network news channels are getting paid through your subscription to cable whether you watch their channel or not. It makes me sad to think of all those conservatives out there who are paying for ABC, CNN, MSNBC, etc. when they hate those channels. The reason those channels can finance the crap news they peddle is because conservatives are paying for it--even if they aren't watching it. If you move to streaming, you can choose platforms that don't carry the news channels you hate--and still get all the channels on TV that you love.
And as more and more people move to streaming, ABC, CBS, NBC, CNN, MSBNC, etc. will be forced to start competing for viewers instead of just collecting money from subscription fees regardless of whether conservatives are watching.

The subscription is like what they would have gotten from you through their channels if they were on your cable package.
Normally, you would be paying $3 to $5 a piece per month for every one of those channels. If you subscribe to Discovery+, you're getting that content for only $4.99 a month. It's a bargain compared to cable.
And the adds are like on Peacock's free tier. The reason commercial breaks are so long on cable is because the the Discovery Network or NBC is splitting that ad revenue with the cable company. When you're just watching through Peacock's or Discovery+'s app, you're getting three commercial breaks, but the commercials are only one minute long. There's one before the show starts, one minute in the middle, and one minute at the end.
For an extra dollar, you can get it all without commercial breaks. I find the one minute commercials a good things on Peacock. I can get up and grab something to drink in a minute and not miss anything.
Would you rather pay $3 to $5 a piece per month for 10 channels--and get 15 minutes of commercials every hour?
