Is Ethanol Cronyism on the Ropes?
It's time to end government handouts for corn farmers.
While then-candidate Donald Trump didn't participate in the usual campaign ritual of bending knee to Iowa farmers with a promise to protect the renewable fuel standard, there was reason to hope his pledge to drain the swamp would extend to ending or reforming the beleaguered mandate that requires most gasoline to be blended with ethanol. After all, the once seemingly unstoppable political clout of Iowa's agricultural interests was notably weakened when Ted Cruz defied convention by openly opposing the renewable fuel standard and won the Republican Iowa caucuses anyway.
Perhaps Hawkeye State voters are no longer as into cronyism as the cronies and their representatives, which fuels hope that Trump may yet push for RFS reform.
Congress created the requirement to blend plant-based ethanol into the nation's fuel supply supposedly out of concern for greenhouse gas emissions, as well as out of a fear that consumers would become increasingly reliant on foreign fuels just as global oil prices seemed to be skyrocketing.
It was wrong on both counts. The Government Accountability Office consistently projects that the RFS won't meet its goal to reduce greenhouse gas emissions. In stark contrast, a 2016 University of Minnesota study finds that an unintended consequence of the biofuel mandate is that it actually increases net greenhouse gas emissions.
As the authors explain, the RFS creates a "market rebound effect" whereby the mandated expansion of biofuel production increases the overall fuel supply. This in turn lowers fuel prices, which encourages greater consumption. The lower emissions from biofuel use, based on Environmental Protection Agency figures, aren't enough to offset the overall increase in fuel consumption. And this analysis doesn't even get into the debate over the full life-cycle impact of ethanol production.
Likewise, seeing as politicians hold no special insight into future market developments, it should come as little surprise that their worries about dependence on foreign oil were negated by the U.S. shale oil and fracking boom and the subsequent drop in global oil prices.
But mere failure to accomplish legislative goals isn't why the RFS is under scrutiny today. Most government programs share that inglorious distinction. What has the RFS under the microscope is its destructive impact on independent oil refineries.
Many refineries can't economically meet the increasingly burdensome RFS mandate. As the requirements continue to expand well beyond both the capabilities of existing vehicles and the consumption habits of drivers, the strains on the sector will only get worse.
The program does allow refineries that can't produce their own biofuel to purchase credits, known as renewable identification numbers, from those who can meet the targets. This escape valve worked modestly well for a time, but the price of RINs has exploded, and many refineries can no longer afford them, either. When the largest East Coast refinery, Philadelphia Energy Solutions, filed for bankruptcy protection earlier this year, it cited the "soaring costs" of the renewable fuel credits as a primary reason.
President Trump, for his part, appears to be wobbling on the issue. He indicated a willingness to confront RFS cronyism and was presented a slate of options by EPA chief Scott Pruitt but is reportedly backing off after facing pressure from the corn lobby.
One proposed solution involves capping the price of RINs. That could provide immediate relief to refineries currently being squeezed. However, it wouldn't address the fundamental faults in the program and would need to be followed up with serious legislative reforms.
In a similar vein, the EPA under Pruitt is increasing its granting of waivers from the mandate to refineries for "disproportionate economic hardship." Though beneficial for the refineries that receive them, waivers are a short-term Band-Aid at best and risk empowering the government to pick winners and losers.
The RFS program has failed to achieve its stated policy objectives of improving the environment and promoting energy independence. Rather, it primarily exists today as a handout for corn farmers. This is made clear by the fact that reform proposals are evaluated primarily by their impact on farmers and that the most strident defenders of the status quo in Congress come from agricultural states. A president who is serious about draining the swamp wouldn't succumb to their demands but would instead push for the permanent reforms needed to reverse an ill-conceived market intervention.

I suppose it would take legislation to actually eliminate the RFS. I wonder how much a President with a Twitter account can do.
For as much as I don't miss the military and their acronyms, at least they had a standard that worked for formal usage. The first usage in any document had to be fully written out followed by the acronym in parenthesis. After that, you could use the acronym alone.

Well, and most of the acronyms are politicized and thus reflect quite tortured use of the language. Who amongst those responsible wants that out there where it can be seen? Which is, I guess, just a flavor of obfuscation.
Usually Reason does pretty well. I suspect times like this are victims of editing (not Editing as a job, editing as in revising and rewriting) where the original mention did include the acronym but it got shuffled around or edited away.
I've been using that standard for decades and I've never been in the military.
I spent several decades working at AT&T and several of it's offspring (before AT&T was bought by one of their offspring); They followed the practice you mention very well. But, of course, their name is an acronym ;), and when I joined them in 1980, they had more vehicles than all but the 3 largest militaries on the planet at that time and a total of around 1 million employees.

RFS is not an acronym, it is merely 3 letters. An acronym is when initials of a name are used to create a word. For example, California Air Resources Board is CARB. National Aeronautics and Space Administration is NASA.
So my point is that if you can't get this very simple thing correct, how can you expect to understand what RFS is all about.

Is horseshit.
Ethanol is more expensive than gasoline. While it is subsidized at the pump as E-85, it is just mandated as a additive to gasoline. It replaces some other quite nasty additives to increase the octane rating of the gasoline.
The bottom line is that it INCREASES the cost of gasoline so most assuredly does not cause increased consumption. Ergo, it does decrease "global warming emissions" by some amount.
It increases consumption by decreasing gas mileage, ergo you need to buy more gas to go the same distance.
This the problem, most people look at total volume rather than production. It is also why organic lobby gets away with the lie that organic is better for the environment. The compare it on per acre basis rather than per bushel basis (or pounds of milk/meat etc) produced. This makes organic look better, until you factor in how less effecieny it is and therefore how many more acres need to be planted to make up for the loss of production. The same is true with ethanol, it decreases engine effeciency.
It increases the real cost of gasoline, yes
But consumers don't see that cost at the pump. Instead, E-85 at the pump will appear as much as $0.60 a gallon less than gasoline w/o alcohol because of the subsidies.
And since subsidies obfuscate the real price of E-85, consumers don't see the real price and hence are likely to increase consumption.
Should a consumer care about the subsidy? By the time the E85 fuel show up at the pump, the tax money that goes into the subsidy has already be spent and won't be recovered if no one buys the fuel.
The time to care about the insanity of E85 is in the voting booth, not at the fuel pump.
No it does not increase the cost of gasoline, that's the point. It increases the cost of the stuff you put in your car, which is gasoline mixed with ethanol, but to the extent that you're forced to buy the high-priced ethanol, it means you're using less gasoline and the law of supply and demand dictates that when there's more of something available - in this case gasoline because 10% of it is being replaced by ethanol - the price falls. Don't confuse "gasoline" with "the fuel you put in your car".
It's like the electric company touting the savings you'll see by installing a new high-efficiency air conditioner - nobody saves a nickel with a more efficient air conditioner, they just crank the thermostat down to 68 for the same money they used to spend keeping the thermostat at 74. Make gasoline cheaper by mandating part of it be replaced with ethanol and people will just use that extra gasoline somewhere else.
I've gotten the same effect when it comes to reloading my own ammo. I spend about the same amount of money I used to; I just spend a lot more time at the range.
Ethanol, and the hundreds of regionally mandated blends, significantly raise the cost of gasoline.

if you refer to that garbage waste chemical the State of California was mandating be added to their fuel for decades, the one that does NOT break down during combustion, and is a strongly suspected carcinogen and neuropath, then that "quite nasty additive" needed to go anyway. As to"greenhouse gas emissions" from automobiles... a myth generated by the connected and vested parties promoting it. CO2 is essential for plants to grow, it is nearly inert chemically. If anyting, we need MORE CO2 in the atmosphere to promote more and more rapid plant growth.

You are correct in not agreeing with what John DeCicco's UM study stated, but you are incorrect on other points. Ethanol is cheaper than gasoline. It is why E85 is cheaper than E10, and it is why E10 is cheaper than ethanol-free gasoline.

The original purpose was to cut down on VOCs (volatile organic compounds) in automotive exhaust. VOCs tend to be highly toxic. This is a purpose that ethanol serves well, but this doesn't require more than around 5% ethanol.
It was upped to 10% as a farm subsidy and to reduce "dependence on foreign oil".
Then of course, RFS brings us the insanity that is E85.

Five and ten percent blends do make starting easier on cold mornings, at least with carburetor equipped engines. The original appeal of ethanol blend fuel is/has been that it requires few modifications to either engines or the fuel distribution system.
anti-knocking agent it is certainly NOT. Back in the days of alcohol fuel use in different types of powerplant, the issue was always managing the spark advance timing curve so as to NOT melt down the pistons because the ethanol tends to radically pre-ignite. (knock).
Tetraethyl lead was the most common octane booster/antiknock compound. MTBE was not added as an antiknock, it was added because the oil industry in the State of California were the owners of the government of the state, which was then coerced (through false propaganda and junk "science") to blend that rot into motor fuel as a way of disposing of vast pools of the process waste that was very costly to otherwise make go up in smoke. So they induced the gummit to allow its presence in motor fuel. Funny they never mandated Prop 65 warnings on MTBE laced fuel, did they? But the eedjits certainly DID mandate MTBE in the fuel blends....
Nothing like wasting fuel to make ethanol so your gas mileage suffers every time you tank up on adulterated gasoline.
That and the extra costs from damage to the fuel delivery system in your vehicle, even in vehicles allegedly designed to tolerate alcohol in fuel.
This is chiefly what pisses me off about ethanol. It's murder on small engines -- especially 2-cycles. None of these assholes who are imposing these standards on us are cutting their own lawns or spending their weekends in the garage trying to resuscitate their burned-out chainsaws.
But there is a way around it. If you add a little water to your ethanol-blended gas and shake it up a bit, the ethanol/water separates from the gas and falls to the bottom. You can then pour off the real gasoline and use it in your small engine. Dispose of the ethanol by dumping it on the ground or down a storm drain. After all, it's green fuel, right?

Fucking ethanol nearly destroyed my new lawnmower! I went to cut the grass the other day after letting it sit in the garage over the winter and it would not start. Didn't want to mess with it since I am not a mechanic, so I am $100 poorer now, but its working again. The old gas mowers never had this problem, because the ethanol causes the fuel to gel up.
Your lawn mower didn't start because of the gasoline, not the ethanol. Ethanol is a solvent, it would be used to help dissolve the hardened varnish like stuff that the gasoline turned into.
You do not, ever, let an internal combustion engine sit idle for months at a time without using an additive like Stabil.

If any industry is guilty of cronyism it's the petroleum oil industry. If any individuals are guilty of cronyism they are the people who work for or at the behest of the petroleum oil industry.
The article subtitle "It's time to end government handouts for corn farmers." Does she not know that less than half of all corn grown in America is used to produce ethanol? Does she not know that a good portion of corn that is used to produce ethanol is then also used to feed livestock that is used for food? Does she not realize that corn used to make ethanol also is used to make corn oil and other products? Does she not know that farms in America are AMERICAN farms located right here in America? Does she not know that the Renewable Fuel Standard does not mandate that corn ethanol be used? Does she not know that ethanol is used for the RFS mandate because it is the best, safest, and least expensive ingredient that can be used? Does she not know that no American military man or woman has ever been killed or wounded while protecting ethanol production and distribution?
