Los Angeles Contemplates Rules to Harm AirBnb Hosts and Guests
Los Angeles is considering leaning on the short-term rental-finding service Airbnb to help the city find and punish people disobeying laws that generally provide little genuine public service but merely punish property owners and short-term tenants for trying to make a mutually beneficial deal.
The city's planning commission is currently considering rules that would demand AirBnb turn over information about the property owners using their service, to help the city enforce regulations against them.

AirBnb spokesperson Aliscon Schumer told the Los Angeles Times that the proposed rules would be "a step backward, putting consumer privacy at great risk by requiring online platforms to give the government unfettered access to confidential user data without any idea of how that information would be used."
The main way it would be used, of course, would be to try to punish them for using their property in ways the city disapproves.
The Times sums up the main elements of the proposal:
People would be able to rent out only their primary residence, defined as the place they live at least six months out of the year. Hosts could rent out only that home, or a room within it, for up to 90 days annually.
They would be barred from offering apartments that fall under rent stabilization or affordable-housing covenants, and would have to pay the same kind of lodging taxes as hotels, which would go into a city fund for affordable housing…..
The proposal hinges on a registration system: Hosts would be given an official number that would have to be displayed in online listings. If they failed to do so, they could be fined —and so could the websites they use.
Hosts would be charged at least $200 daily for advertising a rental that lacked a registration number or otherwise broke the rules, while the websites would face fines of $500 a day.
Other violations could trigger stiffer fines: Hosts who rented out a room or home beyond the number of days allowed could be docked $2,000 per day. The websites, in turn, could be penalized $1,000 per day for refusing to turn over addresses of rentals that failed to register with the city…..
the city planning commission will take up the proposal in June. If approved, the law would then have to be vetted by the City Council.
The usual series of public hearing packed with angry "interested parties" proceeded the attempted rulemaking. Right now, such rentals are straight up illegal in much of L.A., the city insists, but those laws are also hard to enforce.
Anti-AirBnb activists insist they aren't out to harm the occasional person trying to make ends meet by turning a spare room into something useful, but are fighting the sinister shadow of landlords with lots of properties who have chosen, rather than renting them long-term, to turn them into effective "de facto hotels" that are alleged to harm the quality of life of neighbors and the city's overall rental availability and prices.
Yale Law Professor Gideon Yaffe, who lives in L.A. and uses AirBnb as both host and guest, laid out the reasons most citizens should be wary of this regulatory attempt in an L.A. Times op-ed.
Yaffe makes it clear the proposed ordinance would really just be destroying thousands of small businesses in L.A.—those in the business of renting out short-term lodging.
AirBnb is good not just for the host and guest (though that should be a sufficient reason to allow people to use their property in the ways they wish minus direct and real harm to some one else's person or property):
Airbnb rentals don't just benefit the visitors who use them and the hosts who make money from them. They also bring free-spending tourist traffic into neighborhoods lacking hotels, in parts of the city visitors usually miss. Airbnb enables residents of neighborhoods such as the Hollywood Hills, Echo Park and Silverlake to house guests within walking distance of their homes.
It might be that AirBnb's ability for landlords to make use of property in ways other than standard long-term rentals could contribute to the city's very expensive rents and relatively small available stock, though Yaffe says that the extent to which it does play a role isn't yet known. (This is despite one article in a Harvard student publication using information from a political enemy of Airbnb that has not yet been subject to normal scientific scrutiny which suggests it contributes to up to 3 percent rental price increases.)
In many cases, Yaffe suggests, AirBnb rents out spaces, like guesthouses with no kitchen or laundry available, that would be unlikely to be normal rentals in any case.
Yaffe also points out:
restricting Airbnb rentals could have the perverse effect of punishing victims of the rental crisis. Many Airbnb hosts are renters who manage to pay their inflated rents on time thanks to income generated by subletting part of their space through Airbnb. The proposed ordinance, which would permit only owners, not renters, to host through Airbnb, could force many people currently renting apartments in the city to relocate.
Yaffe is not completely opposed to the idea that AirBnb might require more rules, but thinks the city doesn't know enough yet to do so intelligently.

I just heard on the radio that the suspicious package whose discovery caused the cancellation of a big game in England today turned out to have been planted & forgotten by police in an exercise on detection of suspicious packages.
It just occurred to me that its having been forgotten probably means they failed to detect it during the exercise. Because if they'd succeeded, would they not have taken it away? So they failed, and then their boss failed to clean up. Either that, or they were so fucked up they hid it successfully from themselves, i.e. forgot where they left it, & were too embarrassed to announce they'd lost a package, please return it if you find it.

Specifically, i believe the main culprit blamed was "the blackouts". Lots of people were killed in auto-crackups driving into things/places they'd expected to be lit up, lots of other kinds of accidents/lootings/robberies/etc. I don't think there were ever rigorous statistics collected though, and its sort of an apocryphal 'fact' that was much-repeated, esp by people outside london who were never exposed to much bombing, but had to deal with the problems associated w/ blackouts.

A few years back my sister got me a couple of books for Christmas - What Einstein Told His Cook I and II, sort of like Alton Brown without the annoyance of Alton Brown, a lot of stuff on the science of cooking. I'm a decent cook but I can't bake for shit, she won some sort of Betty Crocker award in school because she's a good baker, so the books helped me understand what's going on with the different types of food ingredients and how they interact. There's a bit on gravies which gets into the emulsifiers (allows fat and water to mix) and how they work. Also the difference between the different leavening agents, stuff like that. It's some useful knowledge if you mess around in the kitchen and want to do a little more than just "well, I'm out of eggs, I wonder what I could substitute - cheese is like eggs that come from a cow, right?"

They seem to be exceptionally rude, but maybe that's just because I don't understand them. Really, I don't, at all. For one thing, they don't seem to want to talk to you or even acknowledge your presence.
Might be a language barrier, may be a (begging your pardon) ritual purity thing. I'm not sure.
They speak English. I mean they might choose to speak Hebrew or Russian at times (If I'm not mistaken, the majority of them are Russian around here). A lot of the women are fucking hot, I mean wow, and they dress very feminine, tight dresses and heels, long sleeves always of course, gotta hide those arms, but show me those legs and ass baby. I know God is unhappy with me now. I know they speak English because I hear them talking, mostly as I said, among themselves. I shop at the same places they do, so it's hard to not know this and at the same time to know nothing about them. My wife thinks they are very rude. I'm just not sure, but at times it seems to have to be that or they are just living in another universe.
I see the problem...whever you approach they whisper, "here comes that creepy leg-ogling pervert, let's pretend he's not there."

I sometimes think about cat calling them when they're walking in the middle of the fucking street, but my wife might disapprove.
But it's a lot more than that. I remember mentioning this one time before here when HM was around and we discussed briefly. An Indian friend of mine who lives near here asked me why they would cross the street anytime he was walking down the sidewalk and would approach any of them. I didn't have an answer for him. That has never happened to me, yet. Maybe they don't like his brownness or think he's a Muslim? These people who I have lived among as neighbors for 3 years now are still a complete mystery to me. Like I said, they seem to have no intentions of engaging in conversation. My wife, who is the social butterfly is more sensitive to that and is definitely feeling offended by it.
Maybe they have an outreach person or something you could talk to, that rabbi in the article, for instance?
I don't know, but according to my limited understanding many of the Orthodox Jews are reacting *against* the more relaxed practices traditionally associated with American Judaism - not keeping Kosher, not being too literal about the Bible and Talmud, and - most ominously - intermarrying with Gentiles.
If I absolutely had to guess, I'd speculate that they think the liberal Jews endanger the Jewish community by intermarrying and generally being secular. So the action has an opposite reaction.

I think that has to be at least part of it.
I had one friend here who actually does know them, has all his life, but he still did not answer many of my questions. One thing he told me is that they maintain a cult like control over their tribe and if anyone falls out of favor they will be effectively exiled. Which will be very difficult for them since they have depended on the community all their life for everything. It sounds really creepy to me. But not willing to take one persons word, I would like to learn more. Thanks for the suggestion. I learned about a New York case where an Orthodox Jew and his Orthodox lawyer were threatened with excommunication for taking a dispute with another Orthodox into the secular courts - because they should have used a Jewish court (and Jewish courts are a thing, especially in NY but also I think in MD) - they complained to the court about the social ostracism they'd suffer in the event of being excommunicated and asked the court to stop it, but the court didn't do anything because of church and state. (which was of course the right outcome - I'd say we need *more* communities resolving matters in their own courts so long as they don't enforce their demands with physical threats)
Not that this is unique to Judaism, tightly-king religious communities often have mechanisms for shunning dissenters.
The Quakers in the late 18th century had a rule that any slaveowners would be tossed out on their ass. And anyone who married a non-Quaker. and so on.

Thanks for all your responses to this. It is something that is very troubling for us. I think it came to a head about a month ago when we were in a local market and 2 of these men in black were blocking the aisle we were shopping in, which had a very wide aisle, except for that they were talking and had aligned their carts to block off the entire aisle. We were heading that way and as normal asked them 'excuse me'. We were completely ignored. My wife asked them again, smiling as always, 'hi, excuse me'. Completely ignored. I'm sure they heard us, of course. My wife got pissed and just rammed her through them, lol. They didn't even acknowledge this, at all. It's like we didn't exist. This is sad, I mean really sad. I have never seen anyone act like this. But, I'm not judging them or anything, but I think it's time I figured it out.

It may be that they're looking forward to having a really insular neighborhood, with outsiders being marginal. I know that in Israel, the secular Jews sometimes have the same kinds of complaints about the Orthodox (though the situation is worse due to draft exemptions and proselytization). I once read a book about the tensions, where there were some really unpleasant cartoons in the secular Jewish papers about the Orthodox (haredim) - I mean, cartoons you wouldn't expect Jewish people to do about other Jewish people. But I'm not sure if we're talking about the same Orthodox group here.
But, just spitballing, maybe the rabbi does some kind of "meet the neighbors" thing - I don't know if he'd be the sort to go to interreligious events or organizations, but sometimes communities have interreligious charities where people of different faiths meet each other while doing good deeds.
