Mayor de Blasio's Plan to Fix the Schools: Humiliate All the Teachers. Fire None of Them.
A union-led plan to help struggling schools treats teachers like cattle.

Mayor Bill de Blasio (D) has an inspired plan to turnaround New York City's failing schools: First, humiliate all the teachers by making them publicly plead for their jobs before a union-run committee. Then keep them all on the payroll even if the committee decides they should be fired.
This plan is being tried at Boys and Girls High and Automotive High, two of the lowest-performing schools in New York City. All 130 professional staffers at these schools were required to reapply for their jobs at the end of the school year, no matter their track records. I'm sure the hardest-working and most talented staffers—and yes, even the worst schools have great teachers—appreciated being treated just the same as their underperforming colleagues.
If it were up to the principals to decide who goes or stays, they conceivably could have managed such a demoralizing dictate by firing the worst teachers with dignity and giving their talented staffers a perfunctory vote of approval. Not under the mayor's plan. That's because it's designed to give maximum control to the teachers' union. Every single teacher and administrator at Boys and Girls and Automotive High schools had to go through the humiliation of begging for their jobs before a 12-person board that included two parents and no less than six representatives from the United Federation of Teachers (UFT).
"The more collaborative the efforts to improve these schools, the more likely it is that they will be successful," the UFT's general counsel, Adam Ross, told Capital New York, demonstrating how little he knows about what's likely to a make a school successful.
Of the 106 professionals at the two schools who submitted to appearing before the committee, 39 were allowed to keep their jobs.
So what will happen to the remaining 67? Since most of them have tenure, the city will first encourage them to apply for jobs at other New York City public schools. If they can't find principals that will take them, they'll enter what's called the Absent Teacher Reserve pool, meaning next year they'll sit at home doing nothing while still drawing a salary and benefits.
Here's an alternative approach that would actually improve schools while treating even lousy teachers with dignity: Put talented principals in charge of schools, give them a lot of leeway to run things, and then hold them accountable for what happens.

I mean, I can kind of see how the Mayor is trying to get union collaboration in fixing the schools - kind of hair of the dog, asking the group which helped create the bad situation to find a way out of it.
So maybe the AFT is on its best behavior and actually weeds out the bad apples.
I'd feel more confident if they simply applied criteria like student progress at the hands of the teacher, measured by what at least in NY would pass for an objective test.
Except they just replant the weeds somewhere else instead of composting them.
Helping to 'weed out' bad teacher would violate the union's obligation to it's members.

The simplest first step is to summarily fire the worst 10 percent. I used to teach AP Physics and I guarantee you, everybody knows who they are. I am not talking about the marginal or eh teachers. If you have a survey to all teachers and graduating seniors to say who were the worst 5-10 percent, they would all write the same names.
Searching for valid opinions on students' teacher evaluations is like panning for gold in your toilet.
Especially in HS, the best scores always go to the teachers who let the kids get easy A's and don't make them actually, you know, learn anything.

It was odd. I almost never saw any kids there. (to be fair, most of the time i was working) And the ones i saw didn't look like they lived in the neighborhood. Mostly black and hispanic kids, and the area is mostly polish and italian (*and hipster)
I guess it was a vocational school that kids got sent to from other areas? that would make more sense.
They certainly had an awesome campus location = right next to the largest park in North Brooklyn. More recreational space than almost anyone in the city.

For the heck of it I just googled Brooklyn high schools, and there's actually a school now called High School for Civil Rights near where I used to live. Also saw one called It Takes a Village Academy, and another called Multicultural High School. And OMG Rachel Carson High School. Jesus.

The point is this.... The mayor and the dolts that attempt to run the DOE, do not care about the children that are currently attending automotive..... There may be bigoted but they are not entirely brainless.... Why would they hire a better principal when the one they installed is doing exactly what they want.... Why would they risk replacing her with someone who may improve the situation?

I lived there for 13 years. I can assure you, the plot to get this school "labeled a problem" and eventually shuttered & flipped to a Charter probably started around 2003. And it will be done, i promise you. Because there's too much money to be made.

Yes, and I work in an ER in the Bay Area, and we see such types every day, despite some trying to say it's a 'myth'. The reason is, no matter where you might get an 'indoor' place to stay, there will be rules attached, and these individuals don't want the rules -- like 'you can't shoot heroin, no liquor onsite, doors close at midnight, you have to make your bed every morning, etc, etc, etc.'
Much easier to hang out in informal 'camps' where the bottles get passed around and nobody ever bothers you, you come and go as you please, and there is no responsibility.

Yes, indeed, the handful of new teachers who don't have tenure may or may not have been fired, if nobody else took them as a transfer. So, this entire exercise in enforcing submission and conformity might have led to one or two newbies who don't know to play the game losing their jobs.

OT: Kind of similar but I have a friend who is part of the leadership in the SEIU and he's losing his fucking mind over Rauner. It's pretty fun to watch.
