City Spends Months Debating Smoking Ban in Public Parks, Discovers Smoking Was Already Banned in Public Parks


In August, a troop of Turlock, California, Girl Scouts asked the city council to consider a ban on smoking in public parks. Months of sporadic—and occasionally heated—debate followed. The Scouts said they were seeking the ban, in part, to reduce childrens' exposure to secondhand smoke, though the girls also asked that e-cigarettes and smokeless tobacco be included in the ban.
Then, last week, Parks, Recreation & Public Facilities Superintendent Erik Schulze piped up. It turns out smoking in Turlock's public parks has been illegal for more than a decade:
"In our research over the last month we were trying to figure out why our sports complex—the soccer fields—had a no smoking ban but none of our other parks did. Due to our research we came across a council resolution from back in 2003 and within that council resolution there was a banning of smoking in parks and parking lots—all parks and parking lots….For whatever reason after the council took action on that item there was never any enforcement, never any signs posted."
Oops.
Looks like the Girl Scouts learned some valuable lessons about local government, though perhaps not the ones their troop leaders intended when the set out.

Activities for Girl Scouts Against Smoking
Antismoking Costume
Have the girls create a costume with an antismoking theme and then volunteer to wear the costumes at an event such as a local Relay For Life. The girls can take turns wearing the costume to promote an antismoking message. The costume can also be worn to preschools where the girls can talk with the children about the dangers of tobacco. Community events, like parades and pride days, present more opportunities for the girls to show off their costume and promote their message.
Poster Making

There are many different ways to create posters. The girls can petition a local printing company to donate their resources to create antismoking posters. Or, they can take up a collection and turn their posters in to a calendar for distribution to the community. The troop can involve the community by asking a local bank, city hall or library to host a poster contest, where the girls each create an antismoking poster and passersby vote on the best poster. The project will be less about the contest and more about getting the public to look at each poster and understand the message. Another idea is to create banners and posters and to donate them to area schools, camps and day care centers.
Volunteering
Have the troop volunteer their time at a hospital or nonprofit organization that specializes in cancer or tobacco awareness. The American Cancer Society hosts annual events that the girls can volunteer to help organize. The troop can also create a petition and ask family members to "pledge to quit" as part of the Great American Smokeout.

Using lung transplants from heavy smokers may sound like a cruel joke, but a new study finds that organs taken from people who puffed a pack a day for more than 20 years are likely safe.
Ive done the math here and this is how it works out with second ahnd smoke and people inhaling it!
The 16 cities study conducted by the U.S. DEPT OF ENERGY and later by Oakridge National laboratories discovered:
Cigarette smoke, bartenders annual exposure to smoke rises, at most, to the equivalent of 6 cigarettes/year.
146,000 CIGARETTES SMOKED IN 20 YEARS AT 1 PACK A DAY.
A bartender would have to work in second hand smoke for 2433 years to get an equivalent dose.
Then the average non-smoker in a ventilated restaurant for an hour would have to go back and forth each day for 119,000 years to get an equivalent 20 years of smoking a pack a day! Pretty well impossible ehh!
I remember, a long time ago, in one genetics class there was mention of one gene which had a variation, a fairly common one, that reduced the incidence of lung cancer from smoking so much that it was just on the other side of statistically insignificant from not smoking at all.

EPA & FDA: Vapor Harmless to Children

In the continued war on e-cigarettes, we hear about the "potential dangers" of e-cigarette vapor and the "unknown public health risks."
First, I find it absolutely absurd that we're attempting to pass laws based on unknowns, but what makes it even more absurd is the fact that there's very little that isn't known about e-cigarette vapor at this point. The primary ingredient of concern to those who wish to see e-cigarettes banned is the propylene glycol vapor, which has been studied for over 70 years.
I recently came across a document titled, "Reregistration Eligibility Decision For Propylene Glycol and Dipropylene Glycol", which was created by the United State Environmental Protection Agency (EPA).
Catchy title. I was intrigued.
This quote caught my eye:
Propylene glycol and dipropylene glycol were first registered in 1950 and 1959, respectively, by the FDA for use in hospitals as air disinfectants. (page 4, paragraph 1).
In a previous post, I had shared the summary of research that had been done in 1942 by Dr. Robertson regarding the antibacterial properties of vaporized propylene glycol, but I had never heard that the FDA wound up approving it for the purpose of an air disinfectant in hospitals.
Indoor Non-Food: Propylene glycol is used on the following use sites: air treatment (eating establishments, hospital, commercial, institutional, household, bathroom, transportational facilities); medical premises and equipment, commercial, institutional and industrial premises and equipment; (page 6, paragraph 2)

Read the directions included with the automatic dispenser for proper installation of unit and refill. Remove cap from aerosol can and place in a sequential aerosol dispenser which automatically releases a metered amount every 15 minutes. One unit should treat 6000 ft of closed air space? For regular, non-metered applications, spray room until a light fog forms. To sanitize the air, spray 6 to 8 seconds in an average size room (10'x10'). (page 6, paragraph 6)
A common argument used to support the public usage ban is that, "Minnesotans have become accustomed to the standard of clean indoor air." However, according to the EPA and FDA, so long as there's a "light fog" of propylene glycol vapor in the air, the air is actually more clean than the standard that Minnesotans have become accustomed to.
It's seen as closing a loophole. Of course you have to forget about the justif'n of the smoking ban and just figure it's for some good reason, and then see a loophole to be closed.
While covering a county board meeting the board was voting to change the county courthouse's smoking ban to a tobacco ban. They didn't have a reason beyond their feelings toward tobacco.

Colleges being forced to go smokefree by Obama Administration
The U.S. Department of Health and Human Services announced an initiative to ban smoking from college campuses last month. This is part of the HHS goal to create a society free of tobacco-related disease and death, according to their action plan released by the HHS in 2010.
Colleges who fail to enact campus-wide smoking bans and other tobacco-free policies may soon face the loss of grants and contracts from the HHS, according to the plan. Western receives grants through a subdivision of the HHS called the National Institutes of Health, Acting Vice Provost for Research Kathleen Kitto said.

It makes me livid when I hear about e-cigarettes being banned from anywhere. It makes no sense! There is no such thing as second hand vapor. What risk or inconvenience does it pose on anyone? No one can give me an answer for this and it drives me mad. The only thing I can think of is it resembles smoking.

It doesn't make sense at all. Creating a bill they don't enforce is a complete junk. It's ironic, though. Why do they spend so much time debating the banning of cigarettes in public parks, where in fact, it's been already billed many years ago? It's such a waste of time and effort. Enforcement is the need in here if they wish to end the diseases and surgeries caused by smoking (http://acuquit.com.au/).
So, sad to hear. Atleast, ecigars should be excluded from the banned list.
