Ori Feibush had visited the Philadelphia Redevelopment Authority four times, sent in seven letters, and volunteered to manage the clean-up of a lot neighboring his business, all to no avail.

The city not only took no action to clean up the trash and debris, it denied Feibush's permit to manage the clean-up efforts.
