As it stands, every possible roadblock will be thrown in the way of Obamacare's implementation, and there is effectively a 0% chance of a carbon tax passing the Congress.
These two things are true because as long as a Democrat is President, the Republicans in Congress will fight both these things to their last breath.
If Gingrich becomes President, he will probably decide he wants to keep "the good parts" of Obamacare (including the individual mandate) and that he still wants a carbon tax. And enough Republicans in Congress will go along with him to "be loyal to the President" that he'll get his way.

Plus there's the question of whether someone who had such poor judgement as to lend out his name to racists and not keep track of what they were publishing, can be trusted with the office of president.
