What credentials are you looking for? Farting a jar requires no license or permit and no training is needed in order to get started. Out here in the sticks (all the way in Wilmore, a whole 15 miles outside Lexington), all I can get is the same internet technology that I had in Miami. In 1998. They took over cable from Time-Warner at my last house and immediately things went to shit. I had one outage from Time-Warner in 8 years, when somebody ran a truck into a switch box. Comcast I was getting glitch outs once a fucking week.
I'm probably in a minority, but I've had nothing but great service from Comcast. No outages in like 5 years and great customer service.

The article is unclear as to whether the homeowners actually purchased all of the land from the utility or some of it. The article makes it sound like FERC is coming in years later and saying that the utility shouldn't have sold the land in the first place. Which seems unfair to the landowners.
First step, of course, will be figuring out who the land belongs to. Which will be hideously expensive, not that the Gov't gives much of a shit about litigation expenses from defending one of their suits.
I'm reminded of a small local grocery store that also sells gas. Though the gas pumps are now clearly not up to current legal specifications regarding location (they are only 10 feet away from the street without any protection), the store still got to keep them since "they've always been there". So in this case, they were grandfathered in.

I have a friend from my high school days who was a junky for 10+ years. He was a smart guy who got addicted to pain-killers when he was thirteen... and proceeded on to the heavier stuff, eventually teaching himself to use the needle, including mainlining.
Anyways, he told me that he never OD'ed - by following some simple rules. Never mix with alcohol. Don't ever shoot more than you're used to. If of unknown quality - which he says he never had much of a problem getting the uncut stuff since he was friends with the dealers - ramp up.

The problem, MNG, is that it was a goal with questionable value given the economic circumstances. Consider:
1) The cars given away under the program had to have their engine blocks destroyed. How many perfectly serviceable used cars were put out of commission for this program, as opposed to the "clunks" its supporters cited on forums such as Edumunds.com?
2) In an economy sporting a total debt-to-GDP ratio of about 350%, what made the administration decide that people taking out EVEN MORE debt would be a good idea? Keep in mind that even with all this artificial liquidity being pumped into the system, consumer debt sans student loans has been dropping ever since the bubble popped.
Not to belabor the "good intentions" cliche, but an administration full of supposedly academically gifted individuals should have been able to do the math and a realistic const/benefit analysis. It reflected the thinking behind the stimulus that the recession was drivin by a lack of liquidity as opposed to everyone being massively overleveraged due to 30+ years of artificial credit creation. THAT'S ulitmately why C4C failed, and why states are now scrambling to figure out budgets that were kept at artificially high bubble levels, on the condition of taking stimulus money.
Concentrated benefits, diffuse costs. Special interests 101.

Epstein makes the point that since nearly every government policy leaves someone in a worse relative position to someone else or sans the regulation that the takings clause should be thought to kick in.

The accusations sound bad and fairly credible. Republicans who like Cain need to stop playing the race card like hypocrites after accusing the Left of doing that all the time. They had a case against the media bias when no one was coming forward, but this changes things. Signed legal testimony by her ex-boyfriend and another friend substantiate her claims. Most would not perjure themselves for an ex.
People usually don't come forward with accusations like this unless they are crazy attention seekers (like the Justin Bieber girl seemingly) or they are true. Why another candidate would risk their campaign encouraging three or four people who have been connected to Cain in the past to perjure themselves, or why the individuals would perjure themselves out of political spite seems a little silly.
The difference between Cain and Clinton is that Cain has to deal with the 24/7 internet news cycle. The favorable media censored news that would have hurt Clinton, at least until it became impossible. Cain does not have that luxury.
