Why Was Shoshana Hebshi Cuffed and Strip-Searched on 9/11? The FBI Doesn't Know, and the Detroit Airport Won't Say

The identity of a passenger removed from Frontier Airlines flight 623 last Sunday has been confirmed by the Associated Press. A half-Arab half-Jewish Ohio housewife named Shoshana Hebshi, who claimed on her blog earlier this week that she had been detained in Detroit, strip-searched, and interrogated, was in fact one of three passengers escorted off flight 623 by WCAA police on September 11. 

Hebshi wrote on her blog that she and the two Indian men sitting her row were pulled out of their seats and handcuffed without being told why. Hebshi was then put in the back of a police car, driven to an airport facility shared by WCAA and the Department of Homeland Security, and placed in a holding cell. Authorities kept Hebshi at the facility for four hours, during which time she was interrogated about her personal life and travel itinerary, and strip-searched. At no point was she told what she did to earn this treatment: 

I asked him several times what was going on and he wouldn't answer me. It was like I was invisible. I felt so helpless and shocked. I was being treated like a criminal.

A plainclothes officer stood came to my door and asked me if I spoke English. Something in me snapped at that question. Of course I spoke English I'm an American citizen, you asshole! Well, I left the expletive out. "Ok," he said and stood watch outside my door saying he wanted to make sure I didn't "flush anything." He also wouldn't tell me what was going on.

Eventually a female uniformed officer came in….I was to stand, face the wall in a position so the camera above the toilet couldn't see, and take off my clothes. I complied…

"You understand why we have to do this, right? It's for our own protection," she told me.

FBI Spokeswoman Sandra Berchtold denied to the Associated Press that it instructed airport authorities to "arrest" Hebshi and the two other passengers: "We received a report of suspicious activity on that particular plane. We did not arrest…these passengers….We didn't direct anybody to arrest them." To further emphasize that the agency had nothing to do with Hebshi's treatment, an FBI agent called her on Monday and apologized, according to the AP. 

The Wayne County Airport Authority, on the other hand, told the AP it was following protocol: "[We] responded appropriately by following protocol and treating everyone involved with respect and dignity." But if everyone was being treated with respect and dignity, why were Hebshi and the two Indian men handcuffed and strip-searched, while every other passenger on the flight was moved from the plane to the facility by bus, without cuffs, and without strip searches?

    Why would they apologize if they had nothing to do with it?

    1. They have nothing to fear if they did no wrong.

    3. Whenever police arrest someone, they conduct a Search Incident To Arrest. These don’t include strip searches. However, if you get booked into holding, strip searches are fairly common. In this day, I think the only way an arrestee isn’t cuffed is if they are a double amputee.

      I’m not saying these 3 folks should have been arrested. I haven’t read anything that suggests probable cause. But once they were arrested, they were getting cuffed and searched.

      The protocol for arrests at airports is for the TSA or other authority to have local law enforcement do the arresting. For instance, if you punch a TSA guy in the nuts, it will be local cops who arrest and charge you. CBP or ICE may have their own detention facilities and arrest policies (especially since the latter can detain for non-criminal reasons). But those agencies would not have been invovled with airplane security. That would be TSA primarily.

        You’re right, but I think they were making the point that Ms. Hebshi was never actually arrested, let alone charged with a crime (or even booked). Officially, she was only “detained.”

        1. She was apprently confined to a room at some point, and she was detained for investigation.

          In both situations, police typically conduct a search and use cuffs.

          There’s reasons for this: Some years ago, there was a viral video of a guy placed into an interrogation room by the NYPD. IIRC, he was only a witness, not a suspect. When the cops left him alone, he pulled out a concealed handgun and shot himself.

      At least Ms Hebshi fit the profile–most of the people walking to their seats funny didn’t.

Considering there was an attempt bomb at this airport before it only makes sense that they were suspicious. And, my previous post was sincere — Riggs could have called or emailed, but simply posted that “the Detroit Airport Won’t Say” (despite the fact that everything I’m about to explain below was already published in the press).

              The three individuals who were detained, searched and questioned (the latter by the FBI) were each identified by the airline flight crew for suspicious activity onboard. WCAA Police received communication from the airline with each of these three individual’s names and seat numbers. On three separate occasions (twice enroute, once upon landing) the crew confirmed what they believed was a significant threat. WCAA PD responded accordingly.

              We’re only as good as the information we get from inside the plane.

  37. I’m white, born and raised in U.S. and I just want to say: These kinds of stories make me want to leave the US.

    Every American should be boycotting airlines, yet they continue to board these planes, even allowing TSA agents assault their children.

    This stuff starts out with the so-called “enemy” and then it has a way of spreading to everyone else. We are moving towards a Hitler model. This time, instead of Jews, Gypsies, Mentally retarded, and socialists getting it, it will be Muslims, critics of US foreign policy lies, constitutionalists, and anyone who challenges the status quo.

    It is already here folks. The stories like this one are on a daily basis, they include all the raids and breaking down of doors, police shooting unarmed people, etc.

    This took a worse turn when the Underware bomber was ALLOWED to board the airline in Amsterdam WITHOUT a passport, which was reported by Kurt and Lori Haskell who witnessed it. The TSA screeners were all ready to go, they just needed a good reason to push them on the American people. Chertoff gained millions from this..total conflict of interest.

    Nobody is ever 100% safe. I am so sick of all these Americans who are scared of everything…You know the ones: they speak of government being too big, yet support the militaristic style of the US without questioning any of it.
