That Would Be a Joint, Steve
As amusing game show responses go, this one is not quite up there with "that would be in the butt, Bob," but it is revealing. During a recent Family Feud episode, contestants were asked to name "something that gets passed around." One of them immediately hit the buzzer and volunteered "a joint," drawing applause and laughter. Host Steve Harvey professed to be taken aback and mocked the contestant for picking a response that surely did not spring to the minds of the 100 ordinary people surveyed by the show in "some nice little mall across America." But "a joint" was in fact the fifth most popular response (out of the top six). There is a second punch line (which I won't spoil) when the woman on the other side gives her answer.
The first contestant's readiness to say "a joint," the fact that it showed up in the survey, and the audience's decidedly nonscandalized response all illustrate a puzzling facet of life in 21st-century America that Andrew Sullivan notes in the introduction to The Cannabis Closet, his new collection of personal accounts from pot smokers: "How does a society treat something as a harmless, ubiquitous joke, and then arrest hundreds of thousands of people a year for doing it?" It's a good question for former pot smoker Barack Obama, although he probably would laugh at you for asking it.

It's the elephant in the room... no one wants to really talk about it. But it frequently crosses the lips of a very large percentage of the population, even amongst law enforcement... hypocrites. But billions wasted and lives destoryed because the government thinks a little puff is baaaaad.

If I had better (read: any) video editing skills/software, I'd make a montage of all the prohibitionist politicians laughing and giggling over pot, followed by some of the eye-opening statistics serious people tend to pay attention to.
I think you should add some shots of people wasting years of their lives in prison for possession; contrasted with shots of presidents who have admitted to lighting up. That sort of thing pisses me off but good.

The incongruity is at least interesting. If the experiment were possible, I'd like to see if that incongruity could be stable for another century, say. I think it probably would be, because the fact of continued enforcement is part of the particular cannabis culture of the USA. It's like they're just understood as going together.

Because, in general, most folks are very lousy at critical thinking. For many Americans, there's a disconnect between the between the act itself and the law that prohibits the act when it comes to vice laws.
It's not that fact that one smokes pot that really upsets the authoritarians, it's the fact that you BREAK THE LAW when one smokes pot. For authoritarians, it's not about the high, it's the fact that you defied the law. They can't see the contradiction because, to them, laws are made to be obeyed, even if the behavior is low risk as to actual harm, if any should occur.
I think it boils down to the fact that some folks are so determined to ensure that they and their progeny walk a narrower path in life, no price is too high for someone else to pay if it helps me achieve that goal. So while they make not think it such a big deal that someone smokes pot, it is a big deal if their own children would choose to do so. Having it illegal and the fact that users are punished serves their personal ends here. Thus they can kind of laugh about pot yet insist that it should be punished.
