Was Prop. 19's Defeat a Victory?
"In many ways," writes Aaron Houston of Students for Sensible Drug Policy, "we did win" last night. Not in the most obvious way, mind you, since Proposition 19, California's marijuana legalization initiative, ultimately attracted support from only 46 percent of voters, down from 52 percent in a September survey by the Public Policy Institute of California. The actual outcome was exactly what poll maven Nate Silver projected two weeks ago based on "a trendline from all surveys on the initiative." Despite a conspicuous pro-legalization campaign that far outspent the opposition, the share of Californians who voted for Prop. 19 was only two percentage points higher than the share of Nevadans who supported a similar initiative, Question 7, in 2006. Still, says Houston, "Proposition 19 has done more for the marijuana legalization movement than anything to date," because it "has brought the failures of prohibition under a global spotlight and reframed the debate in our favor." Ethan Nadelmann of the Drug Policy Alliance likewise tries to find a silver lining in Prop. 19's defeat:
We should savor this moment. Although Prop. 19, California's ballot initiative to end marijuana prohibition, did not prevail at the ballot box, this vote marks an historic victory for marijuana reform.
Even without becoming law, Prop. 19 has had a permanent impact on the national conversation. This initiative has elevated and legitimized public discourse about marijuana and marijuana policy in a way I have never seen before. Because of Prop. 19, marijuana reform is now a mainstream political issue.
Although this is the sort of thing you'd expect drug policy reform groups to tell their supporters (and donors) after a disappointment like this, I think there is a lot of truth to it. The debate over Prop. 19, which received a great deal of national attention by virtue of California's size and significance, has highlighted the intellectual bankruptcy of the prohibitionist position in a way that nothing in recent memory has. Drug warriors were (or should have been) highly motivated to defeat the initiative because of the precedent it would set for drug policy federalism. Yet their arguments were embarrassingly bad. Really, really, really, really, really bad. This weakness, together with the growing influence of age cohorts in which a history of marijuana use is the norm, is reflected in rising public support for legalization, which a Gallup poll last week put at 46 percent—a new high in that organization's surveys. By contrast, a Gallup poll in 1977, a time that is remembered as relatively pot-tolerant compared to the Just Say No era that followed it, found that only 28 percent of Americans favored legalization.

Prop 19 got almost the same percentage of votes that gay marriage got in 2008 (46% vs 47% for gay marriage). Ending prohibition is every bit as mainstream a position as gay marriage. Point that fact out the next time some blue team statist makes a "you lost the governor moonbeam vote".

Really? I always considered ending any prohibition to be pretty much unthinkable. I can't believe Prop 19 would have gotten 10% of the vote 20 years ago.
Like I say, I can't say what percentage swings were. (I'm pretty sure they were getting more than 10%) But regardless, even if you're right, and this is truly an incremental process, this is quite possibly the most glacially paced reform process I've ever seen in my life. I mean, that I haven't yet seen in my life-- to be more accurate.
Either way, I knew this fucking thing wouldn't pass, and sadly, I was right.

People have been hearing "next time" for a long time, but the times have been far apart. John is right, this was an upset against the handicappers and the only reason it's disappointing is because it'd already showed itself to be competitive months earlier -- and it slipped only a little from those polls. But it wasn't just months ago that the campaign for it began, and at that time (including the fundraising for the petition drive) it must've seemed much more daunting.
"Next time" will next come much sooner, and the money for both sides will come easier because now people see it's close.

Late in flows of funds handcuffed advertising plans and only San Francisco voters went to the polls to support the initiative, the important areas around Los Angeles stayed away from voting although many demographiocs supported the bill.
It is clear that it is only a matter of time for Prop 19 and funding efforts no doubt will be top priority as we head into 2012, "The fact that millions of Californians voted to legalize marijuana is a tremendous victory,'' Proposition 19's proponent Richard Lee said. "We have broken the glass ceiling. Prop. 19 has changed the terms of the debate and that was a major strategic goal." Lee said he would attempt to qualify another initiative in 2012 to legalize marijuana.
"With limited resources this time around we were able to build an enormously powerful coalition of cops and moms, law professors and civil rights leaders, liberals and libertarians, conservatives and unions, all for change," Lee said. "This coalition will only continue to grow in size and strength as we prepare for 2012."

You must be a current grower/dealer who would have faced losing much of your profits if this measure did pass. Hey Tylenol and Bic and many other companies only had seven years (I think) to sell their products at bloated costs, you've had more than a decade...Stop being selfish and do the right thing. The illegalization of cannabis was unconstitutional, that is why they had to add an amendment to the contitution in order to pass their unjust law. There are three types of people that voted this down:

2)Those who faced losing something (growers, sellers, law enforcement etc...)
3)And people who think that they somehow have a right to tell others what they can and can't do...

First of all, stop it with that. Seriously. Pot smokers have been using this strategy for years and you're just playing into prohibitionist hands. This is why with the proliferation of inroads to decriminalized weed, tobacco and alcohol restrictions are being ratcheted up, along with trans-fats and various other things deemed "unhealthful" by our reptillian overlords. Remember, smoking within 25 feet of an entrance is still illegal, call 911 if you see anyone doing it!
Secondly, after watching the returns from the different districts on Prop 19, my suspicions are being confirmed. Dope smokers voted against this thing because they're still laboring under the misapprehension that they can legalize weed and cut out the biggest gangster in the neighborhood: Government.

Decriminalization and de prioritizing enforcement is the best thing we can hope for next to complete and utter legalization, with control of the product for the consumers, not corporate interests. The vote was certainly not a victory, but, by getting 46% of the vote, it means that pro-legalization can no longer be dismissed as a "fringe" position. (Which is how it was described barely 10 years ago.)

It was a big win for the drug dealers of California! The black market was shaking in it's boots waiting to see the outcome of prop 19. Starring down the barrel of their profits dropping by up to 80% cartels abroad as well as the neighborhood drug dealer were looking at finding another line of work or a more volatile product to capitalize on. Big alcohol was another sector that was afraid of a diminishing profit margin. I'm not one to use any kind of intoxicant so I was looking at this issue purely from an economic standpoint, and I am amazed that it didn't pass. Mange people should have put the bong down for the day and made it to the poll. Personally I don't see much difference between alcohol and cannabis, as far as I am concerned anyone who uses either substance has the mental ability of a developmentally disabled person!

I dont know if situation in your contry is same, but mine is centuries behind everything in every way you look ...
