Infuriating story from San Diego's City Beat:
Around noon on Tuesday, Dec. 2, [Demarkus] Peeples was watching TV at home when he heard a knock at the front door. When he looked out the door's top window, he saw a group of men standing on his porch wearing jeans and T-shirts, a couple of them looking a little ratty. To get a better look, he went to a side window and peeked through the drawn blinds. "Honestly, they looked like they were transients," he said.
The men, it ends up, were undercover narcotics officers who were there on a complaint about drug activity at that address—Peeples was later told that it had to do with a "chemical smell." Peeples said the men—he estimates there were six—never announced who they were.
Peeples waited until they circled back to the front of his house, at which point he opened his back door to investigate. That's when his dog, a three-year-old Staffy named Eygpt ran out. Normally, that wouldn't be a problem, except that one of the police officers had left the backyard gate open. The dog ran out, and down Peeple's driveway toward the officers, at which point they shot it three times. Even the police concede the dog never attacked. They shot it as it was running toward them.
It only gets worse from there. The police then arrested Peeples on the charge of assault with a deadly weapon—the weapon being his now dying dog. Peeples says they then euthanized his dog, despite his explicit instructions not to.
Animal Control spokesperson Dan DeSousa said Peeples' verbal authorization to euthanize Egypt was witnessed by a second officer, but Peeples insists he never gave permission. "Do not kill my dog; do everything you can to save my dog," he remembers yelling. When he saw Chris Victor, his neighbor, he asked him to make sure Egypt was kept alive. Victor said he called animal control to let them know he'd cover any cost for Egypt's care, but by the time his call got through, Egypt had been euthanized. DeSousa said the dog was put down immediately after arriving.
The police didn't find the meth lab they were presumably looking for. They did apparently find a misdemeanor amount of marijuana in Peeple's garage—marijuana that, according to the article, was "so old that it disintegrated upon contact."
These stories seem to be popping up with increasing frequency. Three weeks ago, police in Waldorf, Maryland shot a family dog in front of two small children while attempting to serve papers on a man who no longer lived at the address. They claim the dog charged them. Last month, police in Indianapolis put nine bullets in a German Shepherd. They ignored warning signs about the dog posted on the property before walking in to serve a warrant on a man who hadn't lived at the address in years. Just last week, police in Gwinnett County, Georgia shot and killed a Dalmatian after entering the wrong garage to serve a warrant in a gang-related case.
Milwaukee resident Virginia Villo is suing that city for the 2004 police shooting of her lab-springer spaniel mix, Bubba. As part of her lawsuit, she requested police reports of every dog killed by Milwaukee police over a nine-year period. The request turned up 434 dead puppy reports, or about one every seven-and-a-half days.

Note too that none of these more recent incidents were associated with drug raids (that's a different problem). They're cases where the police walked or drove onto private property (usually at the wrong address), were confronted by the dog that lived on that property, interepreted—correctly or not—the dog's barks or gestures to be threatening, then shot the animal. Last August, video surfaced of a case in Oklahoma where an officer pulled into a woman named Tammy Christopher's driveway to ask directions. When Christopher's Wheaton Terrier ran out of the house to greet the officer (the dog appears to be bounding in the video)—still on Christopher's property—the officer shoots the dog dead. Christopher released the video to a local news station when the police department wouldn't listen to her complaint.
What's troubling is how often in these stories the police officer's first reaction is to fire his weapon at the animal. I suppose that reaction might be understandable if the dog is, say, a pit bull, given that type of dog's (not entirely deserved) reputation. But black labs? Dalmatians? Springer spaniels? A Jack Russell? Something's clearly amiss when a police officer can stroll onto the private property of someone who's doing nothing illegal, be confronted by a dog who's merely doing what dogs do—defending his territory—shoot the dog dead, and get nothing but full support from his superiors. Moreover, many of these shootings have happened in neighborhoods, inside of homes, and in a few cases, directly in front of children. You'd think there would be some public safety concerns, too.
Police departments should be training officers how to deal with dogs in ways other than filling them full of bullets. Cops should be taught, for example, how to tell a charging dog from a bounding one; an angry dog from a barking but playful one; and that a curious or territorial bark is much less threatening than a snarl. Mailmen, firemen, paramedics, and the rest of us non-badge-wearing citizens manage to visit private homes and deal with the dogs that may reside in them without resorting gunfire. It's odd that not insignificant number of police officers can't.
There are plenty of ways of safely dealing with even a large, aggressive dog that fall far short of shooting it. I don't know what percentage of police departments offer this sort of training, but it seems clear that quite a few of them don't.

Wow, you got me there. I read the bit about them shooting the guy's dog for no reason and I was like "Sure, OK, so far so standard". But I have to admit my jaw dropped at the bit about them arresting him for assaulting them with the dog they shot.
S.O.P. I met a guy once who had started working at the shop next to mine, and after work, we went out for a beer. Shortly after we had arrived and were shooting pool, two policemen walked in and asked my new friend to step outside and "talk" to them. He started out the door and said, "what about?" when one officer said "robbery", he started to laugh,but was hit from behind by one guy, and then from in front by the other guy, then the one in back started choking him. They just sort of shoved him back and forth for a moment until he passed out. when he hit the floor his head was twisted all the way backwards, Linda Blair-style. Just then another cop ran in to tell them about the actual perpetrator being apprehended down the street, but since they'd already done so much protecting and serving, they had to arrest him for his "resisting arrest". I went to court about a week later and testified about what I'd seen, and I said that since he was almost as big as either one of those thugs, that they'd done good by dropping him first before he could do anything to endanger us. I saw him about a year later, and I guess the "Billy Laughlin" voice he got when they crushed his trachea was permanent. Lucky no one got shot.
Cops already have enough trouble with simple math, basic logic, and remembering to breathe. Now you want them to have actual intelligent thoughts? Bottom line: if cops were smart, they'd be accountants.

Exactly my thought. They're firing weapons into animals that are often smaller than humans, and we all know how notoriously bad shots the cops are. I am astonished there hasn't been collateral damage where someone gets hit by a missed shot or a ricochet.
Cops generally use frangible bullets, which would explain the lack of overpenetration, but I can't believe they're not missing the dogs at times. I wouldn't be surprised to eventually find a Radley post where the cops shot at a dog, missed, and killed someone.
Of course, they would have been assaulting the officers with their "weapon" (dog) and would therefore deserve being shot. Right?
Geez, they'll taze an old lady for nothing. Why not use that on the dog? Or pepper spray? They'll use that on their own kids.

I'll tell you one thing - if a cop had killed my dog (a beagle) for coming up to him in the yard while serving a warrant at the wrong house, I would be spending whatever resources I had to to seek justice. They would definitely be hauling me away.

Sooner or later, a homeowner will respond in kind to the unannounced officer the way the officers respond to these dogs, with lethal force.

It's disgusting. As a dog lover, I can still understand the occasional killing of a non-dangerous dog (but I still find it horrible), but the sheer amount of dog killing is unbelievable.

A point of clarification: a "Staffy" (like the one in this story) is presumably a Staffordshire terrier, which is basically a large pit bull. Take it from someone who has owned several of each.

I think that in addition to eliminating no-knock warrants, we need to make it illegal for an undercover officer to execute arrests.
They can gather evidence and everything, great. But they shouldn't be able to make arrests.
It's simply not reasonable to expect me to distinguish between actual criminals stomping on to my property, and people who aren't criminals but do their best to look like them 99.99% of the time. If part of your job function is to trick people into thinking you are a criminal, it's not reasonable to expect that the mere fact that you yell the words "Police, freeze!" at me cancels that out. If as any part of your job, you try to trick people into thinking you are a criminal, I should be allowed to loose my dog on you or come to the door with a gun if you jiggle my back door latch. Period.

Often I pick a sites which discuss ideologies completely opposite mine so I can bait people with my ridiculous, over-the-top, "authority is all encompassing so you should just submit" mantra. Eventually, the publicity will cause a police policy change because we Americans do love our dogs.
I predict: the police will get funding for new, very expensive Non-Lethal Suspect Canine-Neutralizing weapons to be carried on all raids. To operate the high-tech NLSCN equipment, cops will attend a 2-week paid training in Scottsdale, where they'll stay in nice hotels, eat steaks, golf, and get drunk every night all on the taxpayer dime. When they return from the rigorous "training" sessions, they'll wear a new patch and receive a nice salary raise tied to the new certification.
Sadly, 99% of the dogs will still die since the dept will only be able to afford a few NLSCN certified officers, who aren't available when the cops get a hot tip + need to kick a "no knock" raid against some druggies.
Five years later, we have a bunch of lawsuits against the NLSCN equipment manufacturer because 80% of the dogs died anyway since the device was calibrated to stop a 100 pound pit bull. After the lawsuits are dismissed under sovereign immunity, a disgruntled whistleblower reveals that the NLSCN manufacturer kicked back millions of dollars to the police unions to secure the exclusive contract to supply em.
Then the officers identified in the bribery scandal are placed on administrative leave (w/ full pay) pending a "thorough" investigation.

Anything over 70lb is NOT a pit bull. And remember when tempted to use Pit Bulls to illustrate your points that they are in fact the dog LEAST likely to bite you. A pit dog who bites his handler is a dead pit dog since you have to be able to handle your dog in the pit. Google a copy of the Pit Rules and you will quickly see that your dog must only have eyes for his opponent. They have been culled for hundreds of generations for any sign of human-targeted aggression as a result. That is why they make useless guard dogs. You have to work hard to make your pitty nasty. They are scapegoats used to justify breed specific legislation, which is about making it harder to own a dog. The cop's behaviour is symptomatic of the ideology that is anti-pet ownership, proposed by nutters like Ingrid Newkirk of PETA and Wayne Pacelle of HSUS. The cop's specific motive for joining the anti-pet movement is obviously because they want the public to be defenseless.
I saw a cop shoot a rabid racoon one time. The cop was standing about three feet away from the racoon. It took him three shots to hit it.
Do be serious, Radley. Anyone can tell a dog that's about to attack from one that's playing even without training, and your readers know that. Suggesting training is endorsing a beaurocratic solution. Is the mentality that everyone needs a sensitivity class so pervasive that you're swallowing it now? Or even if you don't, are you suggesting the idea because you're failing to challenge your readers?
The cops who do this are doing it because discharging a firearm is considered one of the perks of the job. Shooting a dog is part of their fun. If you can't find a pretty way to phrase that, maybe you should just say it outright.

In my moderately extensive exposure to several NYPD officers, I found that they exuded a mix of the following personality traits:
1. Superiority/condescension. They are better than you.
2. Suspicion. If you even talk about owning or handling guns, for instance, you are immediately viewed with suspicion. Same goes for cracking jokes about drugs (don't even think about talking about them rationally).
3. Bravado. As soon as cops come to be somewhat comfortable around you, all the fucking stories start flying, and they are inevitably about smashing some perp's face in or intimidating a gang member and so on. Even seemingly mellow, nicer cops transform into this as soon as they start relating stories. These stories are the type of thing that can make you puke with their rampant abuses of power, feelings of entitlement to power, and pure enjoyment of using that power.
4. Shame. Deep down they know they are abusing power and not what a cop is "supposed" to be.
It's a toxic mix. I detest being around cops, and I don't think I'm alone. Which causes them to become even more clannish.
How are Andy and Barney doing anyway? And that Otis character? Where he gets his booze in a dry town like Mayberry I'll never figure out.
Alas, I live in Motown. It's a real place with real problems and real fucked up cops.

Several in this thread have talked about shooting at the intruders. I agree and would react the same way.
Whether it's one cop or one thousand, you're dead-no fair trial; you die in the gas chamber, in a cell, or in a "suicide" in police custody. If you're going to be the walking dead, make the most of it. The first one is the only one to cost anything, the rest are free.

It is generous and unwarranted to say the police interpret wrongly what threat is presented by these dogs. The police don't interpret wrongly -- they lie. American cops routinely lie and act like criminal gangs. And, in my view, it is best to threat them like criminal gangs. NEVER call the police if you can help it at all. Stay as far away from these thugs as you can.
In case after case the cops give out the same mantra that a dog was a threat to them. I know of NO cases where independent evidence backs them up. If there are witnesses they seem to consistently report stories very different from what the cops claim. I've yet to see a case where the witnesses say the the cops were telling the truth. In many of these cases the actual bullet path indicates the dog was fleeing the police when killed -- not running at them.
I have members of my family who work for the police but I wouldn't trust a cop. I consider them criminal gangs with state issued permits to be criminals.
I'm so old that I remember when, if there was trouble, you called the cops and they would come and help.

Are you kidding me, the trace amount of marijuanna that fell apart in their hands was found as a result of an illegal search of this mans home. A call about chemical smell is not probably cause for search of his premises, and the fact they arrested him only after killing his curious dog makes it outrageous that you even consider punishing this man for the tiny amount of ancient marijuanna in his garage. People like you make me sick.
i just saw the french movie "tell no one" and in the film the french cops have a little tranq gun that they use on a dog when they go into a residence. it made me wonder if this is actually standard practice in france or if they made it up for the movie.

when you see this many dog shootings, it can't be mere chance. i believe that it's a deliberate tactic on the part of the police, reinforced back at the station with grinning backslaps. they have come to regard all non-police citizens as "the enemy", and in any kind of martial conflict, it helps to diminish your enemy's morale, and if it can be done with absolute legal impunity, then why not shoot his dog whenever the opportunity presents?
So we can make bullet proof vests, but we can't make bite proof shin guards?

Ron, the dosage in a tranq gun has to be carefully matched to the mass (and often species) of the intended target before use. There is no universal load. That's why tranq guns are single-shot.

I am reminded of the story of when Jerry Rubin (et. al.) bought a pig and named it Pigasus in order to do a grandstanding bit at the '68 Dem convention, and then after getting to know the pig, feeling really really bad about having insulted it by calling cops the same thing.
One calm peaceful day I was just finishing cleaning my van when out of no where there was this god awful noise of 10 Garland "Gestapo" police doing a smash and drag on a house and a shoot rang out about 50 feet behind me. I learned that they had killed there family dog. I asked one of the cops why did they shoot the dog and he replied "if it had gone under the bed it may have had a chance"
The cop was mad at me for even asking. He started telling me how he had gotten this bad person out of my neighborhood, I told him that they had lived there for a year and had never fired a gun like the police who claim to protect and serve. He then started to threaten me with fines for my tire of my van being more then 12 inches from the curb and asked if my dogs had city tags.

ugggggh. You know, stuff like this is going to continue to happen until people start to stand up for one another. Now, everyone in that town should have been picketing and rioting (in a peaceful way of course) and boycotting stuff until justice was served. I am tired of hearing things like this over and over again in the news. This should push people into action.

From reading Radley, I'm becoming more and more convinced that somewhere there's a secret website where the cops keep track of dogs they shoot, and reward extra points when it's a labrador or some other sweet dog. I'd love to see an article in the MSM about the dead dog tally in one year......don't think it will happen.

If a cop broke into my house, not identifying himself, and killed my dog, I would most likely shoot him. Yeah, yeah, they are "Peace Officers," laying their "life on the line" for me. Bullshit. These guys get off on killing and maiming, and they joke about it afterwards. Police do not care about justice, they only care about "the law" and their paychecks. Hell, if I could get paid for roughing people up and generally fucking people over, and still wake up in the morning smiling (I couldn't), I would go apply at the station today. They are still humans (barely), and just because they have a badge doesn't mean that they can break into people's houses and start firing. Just because they were hired by some other asshole with a moustache does not give them the right to go around acting like the ultimate arbiters of life.

I've always thought that the old saw "All that evil requires is for good men to do nothing" to improperly imbue mediocre assholes who can't bring themselves to do anything with "goodness". They are, in no way, good. Merely indifferent.
Show me a cop who reports his partner after such an incident, or pushes for a review, or restrains another officer in the midst of such an act, and I will call that officer "good".

I deliver pizzas for Domino's in the summers and over winter break, when I'm not at college in a different town than the one I grew up in and return to see my family and earn some money. Probably 40% of the people I deliver to have dogs , and at least half of those dogs either bark at me or run up to greet me - or bite my face off. However, I've been at this job for a good few years now and have never actually been attacked by a customer's dog. Now, obviously I don't have a gun, but these officers are fucking retarded. For their immediate assumption to be that the dog is going to attack is ridiculous. The odds are ridiculous, and dogs that are actually dangerous in some way tend to have signs posted in warning. And as the article says, if it's something like a Jack Russell and you shoot it you're even more of an idiotic dick.

Just one thing, black labs can SOUNDS pretty damn scary. Some dogs listed don't even sound scary, but if a dog has a pretty nasty bark and is fairly big, as some labs get, it's a very fine line if that dog might do something bad.

A friend of mine got a job evaluating F.B.I. candidates. She said that they were only accepting the ones that had a disconnect between themselves and their actions, like psycho-killers. As far as this cop thing, cops have been grossly misusing there power for years now. There was a case in my town where two cops went and arrested a lady for trying to fill out a falsified prescription.
The lady, who was later found innocent, was not read her miranda rights. Instead, the officers so kindly kept saying to her, "You are so fucked, lady. We got you." The poor lady, confused as shit, went with the cops who dragged her out of house by force.
Upon looking through the surveillance from the Walgreen's where this crime was committed, it turned out that they had the wrong lady. Not only that, the lady they had an alibi and did not look a thing like the lady in the video (video lady: short, fat, brown hair; arrested lady: tall, skinny, blonde).
The lady sued the police department, and, of course, the paper work disappeared.
Hurray for American Justice, the Judicial System, and all the cocksuckers involved with.

It really kinda does. If police departments are going out of their way to find people who fit a certain suboptimal profile, it is reasonable to assume that many officers actually hired will conform with that profile.
And until and unless a police officer actually goes out on a limb to protect Fido (never mind another human fucking being) I will insist on treating them all as at best morally inert and at worst murderers working under cloak of law. Strictly speaking, "nice guys" do not let Fido get shot, and not let it slide when he does.
Somebody needs to track down each of these officers, kill their families, and burn their houses down EVERY TIME something like this happens. That is the only thing that will make these people think twice before killing somebody's beloved pet.

I contacted PETA (via their website) to see what their stock position is on this. I got a response that said, "Officers appropriately resort to deadly force when they believe their lives, or the lives of others, are in danger. But sometimes officials draw their guns unnecessarily or too quickly." Basically, they said, "not my f*cking problem." I guess there wasn't an opportunity to protest naked, and all available trees were already being hugged.

I lost faith when a friend of mine was arrested for drunk and disorderly. When they were putting him in the cruiser they accidentally bumped his head (yes accidentally) on the door frame.
Out of 4 people arrested, they charged him with resisting arrest.
Also, their policy of when they apprehend someone, yelling 'stop resisting arrest' over and over while they throw him to the ground.

By the way, given that the US has a much larger population (about 66 times today), comparing numbers isn't a good comparison. You are right about Downs. What if mom, holding her baby, looks out the window? They may shoot her too. They did at Ruby Ridge.
It should also be mentioned that pepper spray or even the CO2 from a fire exstinguisher will easily take the fight out of the dog. Police should be trained to do this, because killing the legal property of a citizen is the same as them taking property from your house.
If a police officer were to shoot my dog while entering my property without a warrant or my express permission, I would kill that officer and any others that were around. My property is my castle and those entering need to have legal justification to be there. The police in this case were invaders.

There are simply too many incidents like this happening and it is clearly uncalled for - when was the last time a police officer was killed by a dog? NEVER.
Now we can argue about the value of the life of a dog vs a cop, but I don't think we need to venture there. The simple fact is that 99% of dogs do not pose a lethal threat to humans, so giving them the authorization to use lethal force on them is simply ridiculous. I might add that I see no evidence that it actually improves their chances of apprehending criminals or otherwise performing their police duties.
While it may be a low priority for them, I hope that cases such as the Milwaukee dog lawsuit make our law enforcement rethink their attitude of "shoot first, think later". Currently, they can only use lethal force on humans when they believe their life is in danger - otherwise they are not even allowed to discharge their weapons. Why would this change when pertaining to another living creature?

On the other hand, neither does the common citizenry, despite the bravado on this board. Mostly when people get the balls to attack cops, it's either that they're high, violent radicals, or mistakenly thought the cops were private sector thugs. I suspect that most of us (that have the means) will refrain from murdering pigs when our dogs get shot -- partly because we lack the killer instinct that will let us respond to shock and grief with ruthless violence, and partly because something in our subconscious won't let us ruin our lives and our families' lives over a non-human, even a beloved one.
But at any rate, I doubt any individual idealistic cop will have the power to change the environment he joins, and that same environment will pressure him to keep his attitude to himself and prevent the formation of a network of similarly good-natured cops. Moreover, there's a strong analogue to the cinematic version of undercover police work -- the bad guys won't trust you unless you act like you're comfortable with being a bastard, so either you wear the mask and risk it becoming your face, or you stick to your guns and the lack of trust stunts your career and possibly drives you out of the force.
I don't mean to condone the bastard cops out there, but good cops aren't really much more able to do anything than we are -- and there are a lot of more of us than there are of them. It falls to the rest of society to create a situation that will empower the good guys who are hiding on the force (or have refrained from joining due to disgust) to drive the others out. The simplest step would be to compel uniformed officers to record everything they do at all times while on duty (somehow maintaining privacy for bathroom breaks and the like). Failure to do so three times would result in mandatory firing and automatic investigation, and could, if a civil review board determined appropriate, result in obstruction of justice proceedings.
Also, if we're going to keep giving cops military training and military equipment and allow them to employ military tactics (not that we should), we should also place military restrictions on them -- specifically, ban the unions. Where we can make a good case for it, charge the most corrupt under RICO statutes.
But the core battle is in the hearts and minds of the people. Once they're convinced that policing is just a job, not a title, and that an egalitarian society demands that authorities earn their respect rather than forcing it on others, then we have the political will to make positive change.
Dog is called Man's Best Friend, but are we really his? Stories like this make me wonder.
