How 'Disinformation' Became Public Enemy No. 1

Siegel says a worrying "synergy of state and corporate power" emerged in 2016 in service of crushing a so-called "disinformation" threat. The problem, says Siegel, is that the national security state, opportunistic politicians, and a compliant media have inflated this threat to serve their own purposes and in the process created a "digital leviathan" that threatens the liberties of all Americans.

What is your objection to calling what it actually is. Disinformation only became the word of the year in 2019 per NPR. Why are you against calling it lies and propaganda which is the definition?

By the way shrike, do you find it odd that the biggest distributors of disinformation are from the left including groups like Oxford and Stanford that set up "Disinformation" groups that propagated copious amounts of their own disinformation to try to bury true and factual information? A dictionary definition, even from a prestigious dictionary, does not prove anything. For the last forty years or more dictionaries have been falling all over themselves to be “inclusive” of new words in common use instead of remaining a force for standardization. Although this may be helpful in an “urban dictionary” sense so you can figure out what the hipsters are saying, it does nothing for stabilizing “official” usage so we can remain on the same page conceptually when accurate and meaningful communication is important.
I think it has meaning more specific than those terms you list. Disinformation is lying, but not any lie. It is propaganda, but propaganda can also be truthful.
They way the term is being used and weaponized now is very bad. That doesn't mean it's a meaningless or useless term. In times and places where media has been dominated or controlled by government, disinformation is a powerful tool for manipulating public opinion. In fact, I would probably say that disinformation is only really something to worry about when government or quasi-governmental groups are the ones disseminating it.
Not all disinformation is propaganda. You expect propaganda to be propagated, but some types of disinformation are intended for a very narrow audience. The classic example has been in the field of espionage, where adverse spies are led to believe something trivial or false is something important they should pay attention to. Since attention is limited, that type of disinformation helps you keep secrets, and the target of the disinformation is someone you expect to keep the disinformation secret because they think it's a valuable secret.
And then there's disinformation that appears to be of the above type, but which you expect to be propagated. Usually this involves false news about an investment or gambling opportunity.
Disinformation is a subset of lies.
You lie to your boss, your underling, your spouse, your children, a customer...that's usually not disinformation. It becomes disinformation when it serves a strategic purpose, such as causing spies to pursue false leads, distracting them from where they should be spying. Disinformation might be used to serve gaslighting, though certainly not all disinformation is part of a gaslighting campaign, and it's possible to gaslight someone without a disinformation campaign.
Similarly, lying is a subset of deception. You can deceive by means other than a lie. For instance, if you tell a truth that you expect to be disbelieved, and/or otherwise foster disbelief in the truth, that's deception but not lying. But all lying is for the purpose of deception.
Disinformation has a very obvious definition, looking back at how the term has been used for the past 4 years:
Disinformation = any statement of facts and/or logic that contradicts the established narrative. Often identified as such by "fact checkers," who never seem to go back and assess their own historical performance to determine how much of what they labeled "disinformation" is later proven to be correct.

I might actually watch this. For those of you who haven't been on this tip like a few of us in the comments have been for several years now, here's Sharyl Atkisson discussing the origin of the disinformation regime.
This is a five year old video and I've posted it here several times. It's an important video because Sharyl Atkisson does real no-shit journalism on the origins of this. Literally tracing the term "fake news" and did an investigative deep dive on Eric Schmidt (google CEO) and the Obama administration.
Atkisson does an excellent job of finding some of the earliest incarnations of "non-profits" that started up who were designed to "fight fake news and misinformation" and teases out where they got their funding from and what their connections were.
