In a nutshell he says let's reinstate 98.6% of what Giuliani did including reinstating 'broken windows' policy.
"Broken windows" policy can work, if you don't treat the broken windows as crimes, and don't interpret it as a dog whistle.
So under kinder, gentler policy, driving while black is more like a "break both his legs" instead of "beat him to death" offense?
Crime has plummeted in NYC this year. We are now back to the levels that Bratton had in his second term, under De Blasio -- which were much lower than the levels Giuliani had. Remember that Giuliani fired Bratton and De Blasio brought him back; the result was that New York City had lower homicide rates that at any time in the precediding 60 years.
Well if you just decriminalize everything then there is no crime and we could all treat politicians and journalists like they deserve consequence free. Look how well that is working out for the Blue cities with Soros DAs.

Bratton's history suggests he has no idea how to police without violating civil liberties.
There are no civil liberties when you are dead.
