The French Parliament has passed a law that allows the police to remotely activate cameras, microphones, and GPS on cellphones and other electronic devices. Lawmakers said the police will only be able to use those powers to snoop on those suspected of crimes punishable by a minimum of five years in prison. It is the latest step by the French government to use technology to increase its power. Two years ago, it expanded the use of drones to keep an eye on suspects. And in June, following riots after police shot a teenager dead during a traffic stop, President Emmanuel Macron said the government should have the power to shut down social media during civil unrest.

While the totalitarian French are at it, they could have the phone also correct pronouns in text and speech by the user based on what government decides.

The fact that it can be done has been known within certain circles for years.
The disturbing part is how many people think their Echo/Alexa/Google/Siri/Bixby (also OnStar, ApplePlay, and any vehicle-based system), and any "smart" devices which are configured to respond to voice commands aren't constantly listening to whatever is happening around their microphone, and if they're internet-connected they're also externally hackable so in theory anyone with a bit of skill and the necessary motivation could be listening as well.
The disturbing part is that if you're running the TikTok app in the configuration which most people do, then a company which answers more or less directly to the CCP has the ability to start monitoring you via audio and/or video (depending on where your camera happens to be facing at any given moment) regardless of where you happen to reside or to be on the planet, as long as the device is connected to a network at the time.
This may cause sales of Faraday pouches to increase. A Faraday Cage (as the phenomenon is referred to in Physics) is a passive box that does not allow electromagnetic signals to enter or leave. It is named after Michael Faraday, an early 19th century physicist. A cell phone placed in such a pouch is not accessible from, and cannot access, the local Cell tower, Wifi, or Bluetooth. These pouches are available online. Powering down the cell phone may accomplish the same, but it is not a safe bet as the cell phones’ OS controls exactly what power down means and it could easily keep signalling active without the user knowing. A Faraday cage cannot be circumvented.
Of course, a Faraday pouch essentially renders a phone useless while it is in the pouch.
Highly secure buildings employ Faraday Cages in the sensitive sections of the building. While electromagnetic signals can be used inside a given section, none can enter or leave that section.
And in no way will these powers be used by government voyeurs.
