Brickbat: Little Red Corvette

It took Rich Martinez some six years and cost him $30,000, but he finally got his 1959 Corvette back from the state of Kansas. It also required an act of the legislature to finally make the Kansas Highway Patrol and Department of Revenue return the vehicle, which they planned to crush. His ordeal began in 2016 when he bought the vehicle for $50,000 and tried to register it. The firm that had restored the car had placed the VIN plate back on with rivets instead of the required Phillips-head screws, so the state seized it. Now that Martinez has the car back, he'll have to have it restored again. It sustained an estimated $28,000 in damages while in the state's care.

As far as I can tell, the problem is that they moved the VIN plate at all, not so much that they put it back on with rivets - the rivets just made it obvious that they had done that. Pretty much, they don't want car thieves putting the VIN plates from one car onto another car to hide the theft.
I’ll take your word for it. But seems like it would take a lot less than six years and 30 Gs to determine if it belonged to another ‘59 corvette.
Agreed on the 6 yrs. and 30K but, as with the rivets, the issue isn’t determining if the VIN plate belonged to another ’59 Corvette. The car essentially became an undocumented ‘immigrant/vehicle’. Not sure how many ’59 Corvettes are sought in connection with a crime in KS.
For all the state of KS knows, this red corvette committed half a dozen Christmas Parade Massacres.
I did not consider the possibility that the corvette identifies as a SUV.

I didn't get an "It's OK." from that statement. Just an objective recognition that it's not the screws themselves that were the problem any more than if an immigrant/drug mule shows up at the border with a yellow Mexican passport, the color of the passport isn't *the* problem.
Just like with the immigrant/drug mule, if it takes you 6 yrs. and $30K to figure out if someone's trying to smuggle something into the country illegally, you're really shitty police officers. And if you think I'm calling for more open or more closed borders, you'd be very much mistaken.

Personally, about as pro-2A as they come, but a gun turns up in the custody of Highway Patrol with a serial number riveted onto the receiver, expect that shit to spend some time in an evidence locker.
In Florida in the 80's a group would steal a high end car and strip it. Then they would leave the frame where it could be found. The insurance company would sell the frame at an auction to try to make back some of their losses. The group would buy the frame thus acquiring the title. They would replace the parts on the car and sell it. The only reason they got caught was that the car parts store they were operating as a cover got audited by the IRS. I remember reading this in the Jacksonville Journal in about 1987.

What do you mean? There are several auto auction sites just up the road from my shop space, and they absolutely sell "salvage" vehicles there for parts, and some of them are *very* much just parts cars.
Buying just the frame does not get you the title to the car. At least, not in any jurisdiction I know of.
But even if you do leave enough of the car to get a title, it is only ever a "storied" title - that is, one that documents the extent of the damage and cannot be used to sell the car as new or even reconstructed.

It never ceases to amaze the kinds of bullshit that most people are OK with.
In some (I won't say all because I certainly don't know) states, it's legal if you have a cop watch while you do it, and sign off. Occasionally, there are actually perfectly legitimate reasons to need to move a VIN tag, such as if the dash frame is damaged beyond repair.
Ironically, it's actually stupidly easy to move a VIN tag in some cars because you can remove the dash frame and reinstall it, and that's what has the VIN tag on it. So... just unbolt it from one car and bolt it in the other one.
This is beyond the pale.
