Afghanistan: A 'Sudden Fall' Two Decades in the Making
Plus: A history of U.S. sex work prohibition and its harms, against the Open App Markets Act, and more...

Afghan President Mohammad Ashraf Ghani fled the country yesterday as the Taliban entered Kabul and took control of the presidential palace. Images of the Taliban taking the city, scenes of chaos and crowding at the Kabul airport in an attempt to leave, and rumors of burqa shops booming have a lot of Americans pretending like it's not in spite—or because—of 20 years of U.S. occupation that this "sudden fall" is happening and that somehow, if we just stay a little longer, we can turn the situation around.
The delusional forever-war crowd has been joined by people who just want to slam the Biden administration whenever possible, creating a cacophony of voices advocating for continued U.S. lunacy in Afghanistan.
While acknowledging that "this was a disaster that was produced by four administrations, two Republican (George W. Bush, Donald Trump) and two Democratic (Barack Obama, Joe Biden)," Washington Post columnist Max Boot somehow concludes that "this is on Biden, and it will leave an indelible stain on his presidency."
But some rational thought has managed to prevail, thankfully.
Secretary of State Antony Blinken told CNN yesterday that "the idea that the status quo could have been maintained by keeping our forces there I think is simply wrong."
"After 20 years of U.S. effort, the loss of 2,448 soldiers and a trillion spent, Afghanistan was left with a corrupt government and an ineffectual military," tweeted Sen. Bernie Sanders (I–Vt.). "At this moment, we must do everything we can to evacuate our allies and open our doors to refugees."

One empty, Respectable Centrist line of commentary has been to say that the U.S. leaving is the right decision but that President Joe Biden—who has pushed back by months the withdrawal deadline former President Donald Trump negotiated—was somehow too hasty. It's unclear what some folks advocating this sort of mushy middle ground think could have been done to soften the blow of U.S. withdrawal.
Others suggest that the fault lies in waiting too long to evacuate.
"The rapid reconquest of the capital, Kabul, by the Taliban after two decades of a staggeringly expensive, bloody effort to establish a secular government with functioning security forces in Afghanistan is, above all, unutterably tragic," writes The New York Times editorial board, in a sentiment almost no one can deny. And "the Biden administration was right to bring the war to a close. Yet there was no need for it to end in such chaos, with so little forethought for all those who sacrificed so much in the hopes of a better Afghanistan."
USA Today contributor Daniel DePetris waves away criticisms that the pro-withdrawal crowd was somehow unaware that what's now happening would happen or could've taken steps to prevent it.
"Those who believe a full and complete U.S. troop withdrawal is the best course of action understood quite well what could happen on the ground once the U.S. military left. Removing the best fighting force on the planet from a civil war will inevitably have some impact on the fighting," he writes. But "from the standpoint of U.S. national security interests, which party was winning or losing Afghanistan's civil war at any given time is subsumed by a far more important consideration: after 20 years of backstopping the Afghan government and paying for the Afghan security forces, extending the U.S. troop presence in the country was unlikely to make much of a difference in the war."
This may be "hard to accept" for many, he adds. But it is the reality.
What is happening in Afghanistan isn't like the fall of Saigon. It's like the United States lost another war after destabilizing a country that will likely be a failed state for decades, something which has happened multiple times in the "War on Terrorism."

Perhaps worse than the mush-mouthed centrist critics is the pure political opportunism this has spawned in some corners, with partisans desperate to blame either Biden or Trump for what's happening now in Afghanistan.
The Republican Party, which bragged about Trump's negotiations with the Taliban, removed that portion from its website.

"The catastrophe is 100% on @JoeBiden. It would not have happened if Trump had been re-elected," claimed right-wing radio host Hugh Hewitt.
Biden and Trump themselves have even blamed each other.
Biden "ran out of Afghanistan instead of following the plan our Administration left for him," alleged Trump. "This is complete failure through weakness, incompetence, and total strategic incoherence."
Biden said it was Trump leaving the Taliban "in the strongest position militarily since 2001" that was responsible for current events.

But the Biden administration seems to remain committed to withdrawal, and to evacuating at least some Afghan refugees, even as the government sends in more American troops to help with evacuation efforts.
"When I became President, I faced a choice — follow through on the deal, with a brief extension to get our forces and our allies' forces out safely, or ramp up our presence and send more American troops to fight once again in another country's civil conflict," the president said on Saturday, promising not to pass on the war in Afghanistan to a fifth U.S. president.
"One more year, or five more years, of U.S. military presence would not have made a difference if the Afghan military cannot or will not hold its own country. And an endless American presence in the middle of another country's civil conflict was not acceptable to me," Biden said.
"Over the next 48 hours, we will have expanded our security presence to nearly 6,000 troops, with a mission focused solely on facilitating" the removal of U.S. personnel and Afghan allies from the area, the Department of State and Department of Defense said in a statement.
"We will accelerate the evacuation of thousands of Afghans eligible for U.S. Special Immigrant Visas, nearly 2,000 of whom have already arrived in the United States over the past two weeks," it continued. "For all categories, Afghans who have cleared security screening will continue to be transferred directly to the United States."

I'm beginning to suspect it might not be the land as much as the people who could be the problem.
Afghanistan is lines drawn on paper by the British a hundred odd years ago. Other than being contained inside the lines, the people of the country don't have much in common. So there isn't any sense of nationality or loyalty to an Afghanistan government. Most people don't care. An army of such people isn't very effective, which is why they fell so fast.
That's nonsense. Afghanistan is not Iraq. It is hugely multi-ethnic and tribal - but that has never really been the source of serious civil war type conflict.
Afghanistan's problem is that its institutions have been destroyed since 1980 and it has been at war - mostly driven by outsiders - since then. We completely failed to even try to understand the country and instead pulled in exiles to 'run' the place. And it was utterly corrupt

In fact, when the Soviets invaded, it was at the behest of one of the many factions that were involved in, GASP, a civil war-type conflict.
Afghanistan is just a region. It is a region with tribes that have been fighting it out for centuries. Sometimes those tribes had one of 3 or 4 cities under their control long enough to be recognized internationally, but their rule would be overthrown soon enough.
The idea that there were any "institutions" prior to the 80s is just the culmination of a bunch of Noble Savage, Western Self Guilt.

The last three were all part of the Soviet attempt to turn Afghanistan into a puppet state. the only 'civil war' was internal to the Communist Party of Afghanistan. That area is not 'just an area'. It was the major overland trade crossroads connecting India, lower Indus, Hormuz/Ocean, Syria/Mediterranean, Russian steppes, and China. The fact is, the only time there was ever a "nation" in this region, was when an outside power came in and conquered it and installed some sort of leader. Periodically, those leaders would be supplanted by another great power. Less frequently, some tribes would arrange a tentative alliance and make enough trouble that the great power would leave. And then those small factions would devolve to fighting again until some other great power would move in and declare a kingdom.
It has been that way since at least Alexander.
It was that way all through the Islamic conquest and the middle ages.
It was that way during the era of colonialism.

I don't think the fall of Afghanistan can be pinned on Biden. An army whose leaders just switched sides over night would have never made it. In fact, if that air force would be running, they'd be taliban airplanes now- which is probably why the Biden administration declined to repair them.
On the other hand, any Americans dying because they got caught in country this week is pretty much on him. They were quite clearly not expecting this to fall over so quickly, and the inability to predict that is completely their fault.
Yeah, the actual collapse of this government was inevitable, no matter when we pulled out. That in itself not Biden's fault, or at least the fault of his handlers. This clusterfuck evacuation is certainly all them, though, especially when they've known since February 2020 that there was a withdrawal agreement in place.

The Taliban was always going to take over once the US left because they had reach and organization that no other factions had, and were back by Pakistan (and possibly China).
US invasion of Afghanistan was 1 year of punitive strikes/ops, then 19 years of corruption and embezzlement.
What Biden can be blamed for is doing nothing to deter/delay Taliban advance, pulling troops out before all civilians were evaluated, leaving billions in weapons, equipment, and vehicles available to be taken, lying to American people that Kabul wouldn't fall, and now hiding as the most embarrassing scenes of US foreign policy failure ever unfold for all the world to see. Oh, and also for focusing the state department and embassy in Kabul on woke messaging.

Whether or not the majority of Americans blame Biden for this shitshow will not matter in a year’s time just before the midterms, because unless the Taliban are actively launching or supporting terrorist actions, Fall Of Saigon II will be replaced by whatever controversy/crisis/outrage is on the minds of the voters at that time.

The "lines drawn 100 years ago" s probably the mideast following WW I, although they ad drawn other similar lines earlier too. But Afghanistan? No, those were much earlier, along with India+Pakistan, Kashmir, etc, and the India-Pakistan divide much later. The Russian Tsars probably did just as much to draw phony lines in the sand from the north, and their push into the region provided the British yet another excuse to push in from the south.
It's all lines in the sand, and over several centuries at least.
I think the line in question is the Durand Line, which was first drawn in 1893 and later amended in 1919. It basically defines the southern border of Afghanistan with Pakistan. Additionally, it divides traditional Pashtun areas in half, which arguably is the source of the current madness.

Thanks for the detail. All I knew is that in general, territorial lines drawn by the colonial powers had little to do with the natives. I doubt there's a single international border in all of Africa that was informed by any Africans, the Mideast is probably a little better, and the central Asian -stans are remnants of long-lost kingdoms and feuds. Europe's borders at least had the participation of the inhabitants, but only over centuries of kingly warfare. South American is probably as bad as Africa, North America is pretty decent only if you ignore the natives, and Asia may have the most "honest" borders of all, as far as languages and cultures, if you ignore the Chinese power-mongering of the last few decades.
Actually this one isn’t Britain’s fault. Afghanistan started as a breakaway emirate from the Persian empire. In the 19th century Britain and Russia fought for influence and intervened militarily several times but it was never formally brought under British rule.

You will never fix Afghanistan without removing all the Afghanis. All of them. Short of total unconditional genocide it will remain a flat dry spot in the middle of Asia that rich and/or smart people escape from and poor and/or stupid people remain trapped in. Until it becomes a place that rich and/or smart people want to go to it will never get better. You could say "Well, what if some enterprising Afghanis try to make it better?" and in theory (and only theory) that possibility exists. The reality is though that enterprising Afghanis usually prefer to go somewhere less awful and become enterprising Americans or enterprising Germans.

Your beef is properly with the Pashtun though, and they don't all live in Afghanistan. Hazaras, Tadjiks, Uzbeks, Baluchis: all tribal, some more or less pissy on the whole than others, but Pashtuns are the stereotypically 'four boilermakers in and looking to fight everyone in the bar,' guys in that region. You weren't changing Afghanistan without, in the words of more than a few OEF vets, killing all of the men above seven years old, and half of the women. I said, back in 2004 or so, that nation building wasn't going to work without invading Pakistan, and killing, or otherwise pacifying, about a million and a half Pashtun. Which wasn't going to happen.
You could though, go grab the hundred, hundred-fifty AQ types you had a problem with, kill everyone in the way, and go home. That probably was possible. No Imperial D.C. with that option though, and likely no movement for OIF either.

I don't really concern myself with which crab in the bucket is doing the most pulling because in the end, it doesn't matter. Half of the crab bucket problem isn't just the propensity of some crabs to pull others down but the propensity of the other crabs to being pulled down. It sounds a little cruel to think about humans that way, and on some level... it is. No one should wish others to rot in misery simply because they can't escape from evil, but what can you do? Last week we discussed nine moderate Democrats in the House, who wrote a letter to Pelosi insisting that the $1.2 trillion infrastructure bill be put to a vote before the $3.5 trillion reconciliation bill. Pelosi and the progressive Democrats in the House have repeatedly stated that they won't put the $1.2 trillion infrastructure bill up for a vote until after the $3.5 trillion budget reconciliation bill is passed. That's because they're worried that if they pass the infrastructure bill first, the moderate Democrats will turn around and say that the price tag on the $3.5 trillion reconciliation bill is too high.
So, over the weekend, Pelosi promised to move the infrastructure bill ahead procedurally, so that the two bills can be voted on at the same time. Turns out . . . um . . . that wasn't enough.
"In a statement Sunday night, the nine centrist House Democrats indicated Mrs. Pelosi’s suggestion didn’t go far enough and they wanted to see the infrastructure bill passed before voting on the budget framework . . . .
“While we appreciate the forward procedural movement on the bipartisan infrastructure agreement, our view remains consistent: We should vote first on the Bipartisan Infrastructure Framework without delay and then move to immediate consideration of the budget resolution,” the nine Democrats said in the joint statement.

I'm not saying that the $3.5 trillion budget reconciliation bill won't pass, but I am saying it's in trouble. If the Democrats pass the infrastructure bill first, it will only take one Democrats in the Senate or four Democrats in the House to kill the budget reconciliation bill.
The only reason those nine Democrats in the House want to vote for the infrastructure bill first is because they don't want to go on the record voting for the $3.5 trillion budget reconciliation bill. If they wanted to vote for both of them, they wouldn't care which one went first.
Meanwhile, the only reason Manchin, Sinema, or Tester (Democrats in the Senate) may be voting for the budget reconciliation bill is because they think it's a prerequisite for getting the infrastructure bill. Things can fail in the short term, but markets don't require an ideal structure to function. In fact, any structure that gets in their way is doomed. You saw what happened to the USSR, right? That's what happens when you stand in the way of markets in an extreme case. In more moderate cases, the negative consequences are less but still significant, and the negative consequences pile up.
I don't believe the system today is more corrupt than it was in the past. I think we find out more than we have in the past and that technology does subject us to some different concerns, but sooner or later, the people in power are still subject to the same forces. It may not happen this year or next year, but the negative consequences of bad policy will become apparent eventually, and people will hold their leaders accountable for a shitty economy.
Some politicians choose to swim against the current and claim they can defy gravity, but the current is going where it wants whether some corrupt, socialist bastard likes it or not and gravity is pulling against them anyway. They can make bad things happen as a result of their terrible and delusional policies, but we can't escape the negative consequences of those terrible policies.
People get mad. Trump was elected like that. So was Reagan. It'll happen again. Leaders in more unassailable positions have ended up with their heads on pikes. Ever watch the trial of the Ceausescus? She was indignant until the end. She thought they were still afraid of her! She thought that right up until the moment they gunned her and her husband down. Ghaddafi had it made for a long time, too.
I have faith in the path of least resistance--over time. You can go against it if you want, but gravity will have its way in the end. Notice the time frame. Between January 25 and April 13, 2021, Biden could have been concentrating on getting American troops--and all of our interpreters, out of Afghanistan. Instead, he dithered. I actually learned about it 13 years ago from John Boyd's hagiography by Robert Coram, where he explains it in some detail, after coming across an article about Boyd online somewhere (I think it was Bill Whittle's old site). The stuff in that book on the Acolytes then led me to buying copies of The Pentagon Wars and Defense Facts of Life/Plans-Reality Mismatch. The former is a fascinating piece on military acquisition; the latter is interesting from a theory perspective, but from an equipment standpoint I think time has rendered the specifics that Spinney talked about in there to be mistaken. The Acolytes tend to promote a "simpler is always better" approach to warfighting, and while it certainly has its merits, the record of the 70s generation of fighters (which were designed on Boyd's theories, but developed outside his specs for a single-mission fighter to provide multi-mission capability) in combat speaks for itself. Important people, though, who did the necessary thing of forcing the DoD to grapple with its own presumptions on the public stage, even they lost the ideological war in the end.
You can find copies of Boyd's various lecture slides and essays on accessible websites, but they aren't for casual reading. You have to really sit down and engage with it to get a handle on the content. I even found a declassified copy of his fighter training manual that he wrote at Nellis.
Incidentally, the HBO movie "The Pentagon Wars," based on the book, is fucking hilarious and sad at the same time, and I highly recommend anyone to pick that up if they haven't seen it.
I saw the movie, but I have not read any of the underlying material. OODA loops is how we were taught to plan and execute high risk raids in urban environments. The idea was to move rapidly and use lots of explosives and distraction devices to interfere with the enemy's decision making, and beat them to getting front sight posts on people. Made for some very exciting raids in Mosul in '09. Eventually that training was favored less, replaced by a slow and methodical, frag every room, move, listen, wait, frag again, then enter. Rinse and repeat.

I've got two of my previous interpreters messaging me frantically. One is hiding in Kabul and was part of the rush at the airport last night. The other is traveling in women's clothing, trying to make it to the airport before it all goes to hell. They're both sending me pictures of their kids that they have had in the decade since I knew them, pleading. I've written my congressman and was briefly on the phone with someone from the US at the airport when my friend handed it to him, but it was too noisy and the connection too bad to say communicate anything. What can else can I do? Nothing.
This is personal. These guys are in real danger of being beheaded. Their daughters are going to be raised as property in a society that places their value as equal to livestock.

Me too, but I don't see much cause for hope. I know of three who have come to the states in the years since we worked together. I made statements for two of them. That's something. I saw one a few months ago in person. I'm happy for them. They did the smart thing and worked on their visas for literal years to get out. But it should not take that. It should not take a multi-year process of bureaucracy that is indecipherable even to native english speakers.
