Bill de Blasio Says the NYPD Should Warn People Not To Be Haters

In a press conference today, New York Mayor Bill de Blasio suggested that one way to combat anti-Asian hate would be for the New York Police Department to warn people not to be hateful.
"Even if something is not a criminal case, a perpetrator being confronted by the city, whether it's NYPD or another agency, and being told that what they've done was very hurtful to another person and could have ever repeated lead to criminal charges, that's another important piece of the puzzle," said de Blasio. "One of the things officers are trained to do is to give warnings. If someone has done something wrong, but not rising to a criminal level, it's perfectly appropriate for an NYPD officer to talk to them, to say that was not appropriate."
As de Blasio appeared to recognize, merely expressing hateful speech is not a crime. Hate speech is in fact protected by the First Amendment. For something to count as a hate crime, there must be underlying illegal behavior, such as assault or vandalism.
It is thus a very bad idea for the NYPD to go around sternly lecturing people who may have engaged in hateful conduct that is not actually illegal. For one thing, this straightforwardly violates people's civil liberties: Unless you're committing a crime, your actions are no business of the government's.
Beyond that, there's always a risk that routine interactions between cops and citizens will escalate into something life-threatening. Give cops more reasons to knock on people's doors and bother them, and you increase the chances of a bad encounter. This was a central theme of last year's protests against abusive policing. De Blasio's plan for combatting racism hinges on doing the exact opposite of what Black Lives Matter and other anti-racist groups have been urging.
Cops' time is better spent investigating violent crime than warning people not to be haters. Someone should explain to de Blasio that there's not always a great deal of trust between cops and the communities they serve, and that his proposal is likely to worsen the problem.

It's sticking around the northwest, I think, and it'll be a disaster. I'm a notorious cop-critic, yet I always thought that was a non-starter. Not that there aren't some police programs that deserve defunding, but we all know what a wreck trying to implement that would be, especially considering the crowd pushing it.

If the case was that police should do this with minors, then finer. Police should probably stand up for whatever value they represent to the community.
But to involve an adult needlessly, and particularly without soliciting the detainee for such lecture to take place -- no way. Although a lecture may be made on legit grounds for detainment in exchange for a favor, such as overlooking a minor infraction.
However, we've got to ask, what authority does the LEO have? What makes such a man's opinion valuable who has no qualms about using his power over a man to attempt to compel with a pre-legally-ordained lecture?
I don't think the officer has any value that is not solicited in some natural course of trade in information. A nation of free traders rightly includes such transactions necessary & compulsory for any LEO to engage detainment for attempting. Anyone acting under right may do well to remain silent, realizing little choice and -- perhaps importantly -- wanting no opportune provocation from fate.
A good LEO, perhaps, would come off like a salesperson for justice looking for a rational connection to the merchandise of justice there in the transactional phase with any escapist who has not commited a known crime but who may rightly be detained.

I agree with most of this but ultimately the solution is to gradually reduce funding to the police. Otherwise as we make progress with decriminalization (drugs, guns, sex, etc) they will find new things to criminalize and new problems to stir up (like this). Whereas with a reduced budget there will be fewer police and fewer opportunities to get in trouble and they will have to prioritize. Ultimately we must recognize that we're all grown up now and don't need to be patrolled and controlled any more.

I'm on board if it's gradual and focuses on programs that shouldn't exist first anyways (like federal-local drug taskforces). But my concern is that A) the police will take any budget cuts and shift the money from important tasks and into lucrative tasks first, and B) you're creating more incentive for policing for profit. Profit motives must be removed first, and we must maintain enough funding for quality applicants and accountability programs, too.
Honestly though, without a thorough top-to-bottom rebuild, I doubt any funding-based initiative will be able to penetrate the bureaucratic dystopia that is the modern justice system.

DeBlasio is the quintessential liberal progressive. This is how they think. It's similar to a psychological defect or maybe some sort of childhood trauma.
New York City is in a shambles, it's crime rate has gone up along with a 75% increase in homicides, stores are closed and people are out of work thanks to idiots like DeBlasio and all he can come up with is for cops wasting their time and taxpayer's money to lecture people about hate speech, which by the way is protected by the First Amendment.
But this is what we've come to expect from liberal progressives. One only has to guess what's coming next. Maybe a city wide "Woke Squad" to make sure the peon's utterances are politically correct, or maybe a gender reassignment regiment to make sure people use the correct pronoun ( of which there are 57 of them in N.Y. City) or else.
