New Jersey Mayor Bills Teen Protest Organizer for Police Overtime Pay

Your speech is free; now here's the bill. The Black Lives Matter protest that Emily Gils organized last month in Englewood Cliffs, New Jersey, seemed to go well. Then Gils, 18, got the bill.
The city wanted Gils to pay $2,500.
This wasn't a fine for violating any criminal laws or civic codes. Gils had even "notified local officials about the protest" in June and "met with the police chief to iron out logistics," says WLNY.
The protest itself wasn't much—a small gathering of people in front of Gils' home for about an hour and a half, holding signs in support of Black Lives Matter and affordable housing—but Gil said she wanted to do something to show that people in her area cared about the issues. "I would say it went really well," Gil told WLNY. "We stood there with our signs and people were honking and showing support."
But the city apparently decided that this event required extra policing—and that Gils should have to pay for the service. The bill she received from city Mayor Mario Kranjac said the fee for was for police overtime pay required because of Gils' 90-minute front-yard protest.
"I was shocked when I read that I had to pay to exercise my First Amendment right," Gil told WLNY.
Mayor Kranjac told WLNY the bill was not politically motivated but normal protocol: Englewood Cliffs residents must effectively pay for the right to protest—even on private property—due to a law that requires all protests to receive special police attention and requires citizens to pay for this special protest "protection" and monitoring.
"We made sure that we fulfilled and satisfied our obligation to make sure that they can exercise their freedom of speech and to peaceably assemble," Kranjac told WLNY. "We always bill…the bicycle race or running race or any other event, where our police are used, including utility work, people pay for the overtime," he explained.
The city's (all too common) policy is especially galling when it comes to First Amendment–protected issues like protests. But it's more broadly ridiculous as well. If a police presence is really required for these normal community activities—and that's a big if—why isn't this considered simply part of the normal function of police?
It's another sad commentary on the state of U.S. policing in 2020. Sting operations of all sorts are considered baseline operations, but people are expected to pay extra for basic peace-keeping.
At least Gils won't have to pay. After WLNY reported on the bill sent to the teen organizer, the mayor said she wouldn't have to pay it. "I have researched the issue further with my own counsel and I am hereby rescinding the bill, subject to our Council's ratification of my action," he wrote. "I always want to make certain that everyone's Constitutional Rights are fully respected. We will have to adjust the Borough's ordinances accordingly."

Congress to vote on decriminalizing marijuana. A U.S. House of Representatives vote on marijuana decriminalization will take place in September, according to Rep. Jim Clyburn (D–S.C.).
The legislation, called the Marijuana Opportunity Reinvestment and Expungement (MORE) Act, would remove marijuana from the federal Controlled Substances Act, expunge some past drug convictions, and leave it up to the states how to regulate the substance—all of which would be hugely positive steps.
Alas, the bill would also set a 5 percent federal tax on marijuana sales in states that choose to legalize.

U.S. Citizenship and Immigration Services "continues to deny H-1B visas at high rates, including for high-skilled foreign nationals sponsored by many of the best companies in the world," notes Stuart Anderson at Forbes, pointing to a recent policy brief from the National Foundation for American Policy.
"All the top 25 employers of new H-1B professionals had higher denial rates for H-1B petitions for initial employment in FY 2020 (through the second quarter) than in FY 2015," the report states. And "20 of the 25 top companies had H-1B denial rates for initial employment at least 10 percentage points higher in FY 2020 (through the second quarter) than in FY 2015. That includes large technology companies such as Cisco and Google."

It's way too easy to abuse as a means of crushing speech someone doesn't like, but every article about this happening should make sure to include that the precedent for this was based in shutting down speech the left hates. Bargaining - They bargained when they bought a Kobo reader and started feeling like maybe using it was okay if they could convert some of their old books to ePub through Calibre.
Depression - When that proved difficult, it made them feel depressed when they realized all the money and time they'd wasted.
Acceptance - They finally accepted that they should never buy books from Amazon in their proprietary format again.
Getting them to break away from the cable company was easier than getting them to break away from Amazon.
I'd love to see somebody do an in-depth analysis about the benefits of an Amazon Prime membership relative to the costs. I don't remember the last time I ordered something from Amazon, and it didn't arrive in two to three days anyway--with free shipping--sans Amazon Prime. It's probably more of a benefit for people who don't live near major distribution hubs. If you live in Flagstaff, AZ or Fayetteville Arkansas, you probably get more benefit from free two day shipping than you do if you live within a 180 miles of Long Beach/Port of Los Angeles.

Living in a really small town on the Oregon coast, I simply can't get a lot of stuff I need locally (hobby shops, art supplies, and music stores, given the small population here, are really poorly stocked, and can only afford to carry the most popular items --that is just the way it is. Note: on the stuff I need that I can get locally, 90% of the time the retailer's price is competitive.
As far as Prime, it usually cuts a couple of days off my shipping estimates, sometimes not, and again, I am not near a major distribution hub. Overall, it's about 50-50 for me to use Prime.
Same, with oddball metalworking supplies.
I buy amazon books in their format only if it is a light reading book that I know I don't want to keep. If it is something serious, I buy it in hardback.
The music service is nice because it allows unlimited skips and has no ads. But it's mildly irritating how often I want to listen to something only available on the upgraded plan. Sometimes I can find a different release of the same song (lol) or I just listen on youtube.
The TV/video service is pretty good.
The prime shipping is nice, but I have had it almost forever, so I don't have a current frame of reference. IIRC the free shipping required $25 aggregate spend. I often get $3 items next day.
Had the free shipping grandfathered into a family shared benefit FOR YEARs with no fee, until my wife signed up for a trial of the video service. Ooops. No way to get that back.

While this is clearly bad, WHY did they pull over someone suspected of having a gun?
Why are armed cops driving around pulling people over? It turns out in this case the man was actually dangerous (still not sure if pulling him over right now is productive) but.. the vast majority is just harassment of free citizens.
Stories like this swing the pendulum towards the armed cops' side of things but I'm still not convinced we need the police-state we have now.

But, what do they say when you point out all of the things that Trump has done, like moving troops into Poland, forcing Europe to spend more on defense, increasing US oil production, selling natural gas to Europe and about the dozen other things Trump has done that are completely counter to Russia's interests? Many cities and towns have cop overtime regs. I had to use an off duty cop to direct traffic around various construction operations in CT. My own flag man was not good enough although cheaper. I paid the town -town paid the cop overtime wages. Ignorance is rarely bliss in the end.

Precedent is set for at least one Jersey town. Protests/rallies are free speech that should not require licensing/billing no matter the organizer's age, reason or size of protest. Otherwise 1st Amendment Rights are being denied/discriminately handled. Can't wait for the next 2000 person protest that cites this instance when the town starts talking $$$.
