It Took Less Than 24 Hours for Trump To Undermine His New Plan for Reopening State Economies

The inability of the federal government, and the president specifically, to deliver reliable and consistent information to the American public will make economic recovery more difficult.

It took less than a day for the White House's carefully crafted step-by-step process for reopening the country to be discarded by…the president himself.

President Donald Trump met with governors to outline those plans on Thursday afternoon. On Thursday evening, he stood at the podium in the White House's briefing room to explain how states would be able to reopen their economies in the coming weeks and months by following a three-step process, as long as COVID-19 cases decline. Then, on Friday, Trump issued a series of bizarre (even by his own standards) tweets that seemingly called for residents of three states to defy shutdown orders.

That would, on its own, be pretty weird. Has a president of the United States ever used the bully pulpit to call for residents to revolt against state leaders? But in the context of what's already been a whiplash-inducing week of contradictory messaging from the president, Friday's "LIBERATE" tweets only add to the confusion. Remember, on Tuesday Trump declared that he had "absolute power" to order states to reopen their economies. By Thursday, he'd apparently realized that wasn't correct and had conceded to putting governors in charge. Less than a day later, he's apparently siding with protesters against some of those same governors—governors who were acting in accordance with shutdown guidelines originally pushed by the Trump administration itself.

As is often the case, it's not exactly clear what Trump is suggesting that Michiganders, Minnesotans, and Virginians should do. But it is pretty obvious that there's a tension between the plans Trump (and his coronavirus task force) outlined on Thursday night and an all-caps call to "LIBERATE" some states.

It's also not clear why he picked those three states, although it is worth noting that all three have Democratic governors. While Michigan has already seen some public protests against the overzealous lockdown imposed by Gov. Gretchen Whitmer—her stay-at-home order also forced businesses to stop selling any items deemed nonessential by the state government—the state has also seen a severe coronavirus outbreak in Detroit and its suburbs. The Centers for Disease Control and Prevention (CDC) says Michigan has "widespread" community transmission of the virus and more than 28,000 documented cases. Virginia and Minnesota have lower reported rates of the disease and are under less severe (though still economically ruinous) lockdowns. It's understandable that Trump shares the frustrations many are feeling about over-broad economic shutdowns, but surely he has a more effective way of conveying those concerns to certain state officials.

Trying to figure out exactly what Trump is up to is probably beside the point. One of his greatest weaknesses is an inability to see beyond the current news cycle, and this isn't the first time he's immediately contradicted himself or his staff with an unexpected tweet.

The more important problem is that Friday's "LIBERATE" tweets continue a pattern of inconsistent coronavirus messaging and policy emanating from the White House.

For weeks, the Trump administration's official position was that the virus was not a serious threat. Then, suddenly, it was. When the outbreak started, Americans were told by the surgeon general that wearing masks in public would not slow the spread of the disease. Now, masks are recommended by the CDC and considered mandatory by many states and cities. Trump repeatedly misled reporters and the public about the number of coronavirus tests that would be available. He floated the idea of reopening the country on Easter, then backtracked.

It's unreasonable to expect a president or any public official to have all the answers in the middle of an evolving crisis. But the fact that the federal government—and the White House, specifically—have demonstrated an apparent inability to deliver a believable and consistent message for more than a single day is only adding to the sense of confusion and fear felt by many Americans.

As much as Trump might want to believe otherwise, the economy won't immediately come back to life when he (or various governors) allows businesses to reopen. If Americans are generally fearful of the virus—or, more to the point, if they can't trust public officials who say it is safe to no longer fear the virus—they will continue to stay home, not spend money, and make the recovery from this massive economic collapse even more difficult than it already will be.

On the other hand, the ongoing chaos and confusion will make for great ratings.

            I had to pause for a moment to check whether this was actually the site for the magazine to which I subscribe, after reading this piece.

            Leaving aside the complete lack of nuance, I had to agree with Mother's that this read more like a Vox piece than Reason.

            This apparent insistence on the part of press writers to assume that there is some magic, one-size-fits-all procedure for every nation, state, and locality is at best stupid and at worst irresponsible.

            I just watched Sen. Pelosi after a screening of video of her Chinatown jaunt and positioning IDENTICAL to the President's early on, then completely deny that there was any issue with calling crowds to Chinatown. Then, 2 minutes later, give a spiel about how "Leaders have to take responsibility." It would be comical in other circumstances.

            Do we need to produce guidance that is intelligible to a broad populace? Sure! I'm not certain that daily press conferences are necessarily where drafting of Baby's First Quarantine pamphlets should be taking place. Hell, if the press actually bothered to read or check sources or write without misspellings, these days, it would be a start.

            This pandering to the least common denominator, the lack of understanding that grown adults do have _some_ right to assess risk for themselves, and the lack of nuance by (probably) well-meaning governors resulting in going over the top will not evoke compliance.

            Having been raised by a medical professional, worked with epidemiologists in previous lives, and having occasionally learned about bio issues through a lens that (hopefully) lay people will never have to consider, I am probably more accommodating to temporary measures than some. But the Spain-style never-leave-your-house measures aren't even working in Spain. When people are walking their stuffed animals because dog walking is one of the only dispensations to allow seeing sunlight, you know someone may have missed the nuance Let's not emulate that.

      Ultimately they are all battling for ratings and looking for the next level controversial statement so other reporters will talk about them.

      Quoting an old marketing prof of mine, "If you want to be well-known, either be very good or be controversial." Given that most media sources are starting with bimbos in a push-up or their male counterparts who worked their way up from local weather-guy, being very good just isn't in the cards unless you define "very good" as being outlandishly controversial. Being a modern day Carl Bernstein isn't even a goal anymore.

    I'm really curious why Boehm thinks those tweets are calls to revolt. Is it the reference to the 2nd? It seems obvious these are complaints about restrictions on gun rights (by legislation or by fiat). I suppose it's all in the emotion of the reader.

    If Trump had said something along the lines of "ignore lockdowns" or "defy your governors" Boehm would have a point. Fortunately for all this is standard Trump boilerplate; weird utterances from Trump that assume you know his state of mind when he made them.

    This was the most 'fake news' headline I've seen in a long time. How can you think that the word 'Liberate', by itself, has anything to do with the shutdown or the virus? That's a clear indication of confirmation bias.

    When Trump said 'Liberate', he obviously meant liberating the state governments from the Democrats by voting Republican. It's an election year, so that's what's on his mind. And it's obvious, because he mentions Virginia and the 2nd amendment, and the Democrats recently flipped Virginia after more than 25 years of Republican rule. And it didn't take long before the Democrats started to introduce all kinds of gun control legislation. It's as simple as that. Trumps tweets had nothing to do wit the shutdown.

    Wall Street Journal: Trump’s cluster-fuck continues

    The federal government, scrambling to find N95 masks to protect health-care workers from coronavirus infection, has placed more than $110 million in mask orders at high prices with unproven vendors, according to a Wall Street Journal review of federal contracting data.

    Of the more than 20 million N95 masks the government ordered for full delivery by the end of May, at least 80% were ordered from suppliers that either had never done business with the federal government or had only taken on small prior contracts that didn’t include medical supplies, according to the data.

    Some of the vendors already have missed delivery deadlines or have backed out because of supply problems. The parent company of one supplier is in bankruptcy and its owners have been accused of fraud in lawsuits by multiple business partners.

    The average price the government agreed to pay for masks from vendors offering quick delivery is close to $6 apiece, roughly six times the list price … Most of the orders were placed with no-bid contracts, federal databases show.

    The Trump administration, under fire for its handling of the novel coronavirus pandemic, has signed more than $3 billion in pandemic-related contracts recently. That includes orders for 600 million N95 masks from major established producers like 3M Co. and Honeywell International Inc. for less than $1 each. Those orders stretch out until late 2021 but are starting to trickle in.

      It also says the US has ordered masks from a wide range of vendors, some who haven't filled orders for the government before.

    Eric's cheap shots are typical fake news. I once expected better from "Reason" but no more. As the old saying goes, those who can do (e.g. Trump), those who can't just criticize, like Eric, and that not constructively. Government is the problem, not the solution, as seen in what happened when Government Moters (GM) took 0bama's handout and still struggled while Ford didn't and recovered better. America's far more educated and wiser Founders would have marveled at our incompetence depending on nanny state handouts when they suffered far worse and built this great nation anyway. We're not worthy of them. Dems and RINOs only care about their own power lust, not how many die or how many lies they tell. If the states don't reopen ASAP far more will suffer and die due to that than the virus, but their power mad delusions (e.g. hypocritically trashing the First Amendment to shut down religion while greater crowds in stores are nearby) insure that they don't care.
