Trump Wants to Target Iranian Cultural Sites, Says His Tweets Shall Serve as Notice to Congress

Should Iran retaliate for an American drone killing commander Qassem Soleimani last Friday, the U.S. will start targeting Iranian "cultural sites," said President Donald Trump. "Iran has been nothing but problems for many years," the president tweeted on January 4.

"Let this serve as a WARNING that if Iran strikes any Americans, or American assets, we have targeted 52 Iranian sites (representing the 52 American hostages taken by Iran many years ago), some at a very high level & important to Iran & the Iranian culture, and those targets, and Iran itself, WILL BE HIT VERY FAST AND VERY HARD."

When asked about this comment, Trump again expressed an intent to go after cultural sites, saying: "They're allowed to kill our people. They're allowed to torture and maim our people. They're allowed to use roadside bombs and blow up our people. And we're not allowed to touch their cultural site? It doesn't work that way."

Destruction of cultural heritage sites and artifacts is opposed by the U.N. Security Council. The council—of which the U.S. is a permanent member—in 2015 condemned "the destruction of cultural heritage in Iraq and Syria … whether such destruction is incidental or deliberate, including targeted destruction of religious sites and objects."

And condemning destruction of cultural sites and objects goes much further back than that. As the Los Angeles Times points out, the Hague Convention of 1907 said "all necessary steps must be taken" to spare "buildings dedicated to religion, art, science, or charitable purposes, historic monuments, hospitals, and places where the sick and wounded are collected."

And the Geneva Convention states that "any acts of hostility directed against the historic monuments, works of art or places of worship which constitute the cultural or spiritual heritage of peoples."

Acts such as these are considered by many to be a war crime, and a lot of U.S. media has been condemning them as such, as have some Democratic politicians. "Targeting civilians and cultural sites is what terrorists do. It's a war crime," tweeted Sen. Chris Murphy (D–Conn.).

This is a war crime.

Trump also announced over the weekend that his tweets shall serve as official notice to Congress of his intent to engage in military action against Iran.

"These Media Posts will serve as notification to the United States Congress that should Iran strike any U.S. person or target, the United States will quickly & fully strike back, & perhaps in a disproportionate manner," Trump tweeted on Sunday evening.

Rep. Justin Amash (I–Mich.) says all that needs to be said on this one:

Quippy principles from Democratic leaders ring hollow, however, when party members in Congress have repeatedly voted against measures to rein in presidential war powers or require more congressional oversight.

Trump's dangerous Twitter tantrums come as Iranian people have been pouring out in mourning over Soleimani, ("for now, Iran is united—in anger at the United States," says The New York Times) and the Iraqi parliament has voted the U.S. military out.

Owing to that last bit, Trump has started threatening Iraq again.

"If they do ask us to leave, if we don't do it in a very friendly basis. We will charge them sanctions like they've never seen before ever. It'll make Iranian sanctions look somewhat tame," the president said.

Meanwhile, it hasn't taken long for the administration's justification for murdering Soleimani to start unraveling. Trump and company initially insisted that Soleimani's death was necessary because he posed an "imminent" threat to American citizens and was planning an upcoming attack that would cost hundreds of U.S. lives. But a range of administration officials suggest that Trump's political image was the only thing under imminent threat. The option of attacking Soleimani had been floating around as a potential (but not optimal) plan for months.

In other Iran developments, Eric Boehm reports:

The Pentagon has approved plans to send 3,000 more troops to the region. But the debate over the next steps must now shift to Congress, as the Constitution demands. Sen. Tim Kaine (D–Va.) has announced plans to introduce a war powers resolution in the Senate, forcing a debate over whether the U.S. should go to war with Iran or place limits on Trump's ability to engage in hostilities.

On Sunday, House Speaker Nancy Pelosi (D–Calif.) announced a resolution similar to Kaine's would be put forth in the House.

Also on Sunday, Iran announced that it would be pulling out of the 2015 nuclear deal that the Trump administration pulled the U.S. out of in 2018.

      Even in hyperbolic rhetoric, cultural sites should be off the table. Even the Germans didn't go that far during the war. They preferred to loot things. Particularly in Italy.

          No, you dumbshit, they didn't "vote to expel". The actual resolution, passed almost entirely by Shiite parliament members--nearly all of the Sunni/Kurd members didn't even bother to show up and vote--was simply to "ask" the government to implement a new SOFA and remove all foreign military forces from the country.

          Not "vote to expel"--"ask" the government. JFree tried passing this off yesterday and ended up looking like a reactionary idiot when the actual details came out.

                  I think the AUMF is a bullshit replacement for a DoW. Unfortunately for my opinion, the US Constitution does not specify what a DoW must be.

                  Congress authorized military action in the AUMF. The US Constitution requires Congress give approval for war.

              No, he wasn't a "foreign leader." He was a paramilitary operative conducting terrorist actions in a foreign country, at the behest of the Iranian government, for years. He was responsible for at least 600 American deaths and hundreds more maimed and injured by the IED program he conducted, not to mention attacks on the native Iraqi population. The guys who attacked the embassy literally wrote his fucking name on the wall as the commander who ordered the attack.

              Stop shedding tears over this turd's death. The fucker knew the risks and got caught in the wrong place at the wrong time. He ran the same risks that ultimately got Maj Gen Harold Greene killed.

        The House has already impeached, they have done their part as per the Constitution. Now the Senate gets to do theirs. The house has no control over the Senate trial.

        The Senate should set a date to start the trail and expect that the house will send their impeachment managers.

        Here's something to consider for pro-justice folks. The house passed articles. They believe they have a case to make. Why do they think they need more time to figure you how to proceed with manager selection? If they were not ready, they should not have passed the articles. Why do they need more investigation about the charges? They already voted.

        Delaying a trail is delaying justice. Justice delayed is justice denied.

                I think Trump wants as much peace and prosperity as he can make happen as President. I think him limiting new wars and trying to leave war zones on good terms is evidence of that.

                I also think Trump knows leverage on a deal when he sees it. Trump cannot pull out of Iraq if it will implode from Iranian influence into a Iranian puppet state. Convincing Iranian leadership that all their actions have real consequences might work. Iran leadership thought they could travel in Iraq and cause trouble without consequences. They were wrong.

    This is a pretty good summation of Iran's position. Despite the love fest the US media is giving Soleimani, he was not popular in Iraq. Iran doesn't want a war with the US. So, it is difficult to see how they can do much about this. Any retaliation will just lead to the US hurting them more and possibly killing more key Iranian leaders and they know it. They are going to do nothing except shoot their mouths off a lot.

      The MSM refuses to cover current Iran strategies for Iraq and clearly the Iranians want to control Iraq. The Mullas still think that if they control the oil, they can control the USA and have free reign to throw gays off buildings.

      While the USA should not be in Iraq, I 100% support keeping trade sealanes open. Especially since Kuwait and Saudi Arabia need trade if they refuse to join the Caliphate.

      The media and the galaxy-brains here actually think Iran is stupid and reactionary enough to escalate a proxy conflict with the US into a full-blown war.

      The last thing Iran wants, given how fucked their economy is right now, is a full-scale war, no matter how many ludicrous fantasies the left has right now that World War 3 is about to break out, in their insane desire to recreate the heady days of the mid-2000s.

      Another piece of this is that Iraq was recently granted a sanctions waiver so it could continue trading with Iran. This waiver is critical to actually keeping its economy from completely cratering, because it's backed by US dollars and aid.

          One aspect that was left out of that article is about the USSR's vulnerability in South Asia. America sought to put pressure on the USSR from as many nations as possible. The Shah was pro-American and the Shiite takeover in 1979 ended that. [I would interested to know if the KGB assisted the Ayatollah takeover to reduce this threat]. Although post-Shah Iran and the USSR were not allies, the Commies clearly felt safer as evidenced by the Afghanistan invasion in late 1979. They must have felt their Iran border was fairly secure.

          If America must choose between Sunni or Shiite, then who is the bigger threat? Saudi Arabia, Bahrain, and other Sunni areas are no real threat to America (even with the Sunni 9-11 attack). Iraq and Iran along with other Shiite nations would rule the Middle East if they joined forces.

          Clearly the USA strategy with Muslim nations is to divide and weaken.

    I think the obvious interpretation of Trump’s tweet is that the we know that Iran has positioned military assets at some of its cultural sites with the expectation that the West would be reluctant to bomb them for the same reason that they sometimes locate military assets in schools and hospitals (which is also a violation of the rules of war). Trump is basically saying “we know you’ve been doing this and if you provoke us, we won’t hesitate to take out military targets including the ones that you’ve placed at some of your cultural sites.”

    When we're talking about "the Mullahs" of Iran, we're talking about the religious establishment in Qom--those 200,000 "religious scholars" and their leaders, especially.     Yeah, you can look up random facts without ever having studied them now, but if you don't understand the context of those facts before they become a two-sided political issue, you can be easily tricked into believing "facts" that aren't true.

    There is still great value in being well-read although those who aren't well-read may not see it.
