Common Sense Organ Donation Reform Proposed
A proposal to study compensating organ donors and their families: not enough, but a start.

Nowadays when a pol says that she or he is in favor of this or that "common sense" regulation or law, they are really trying to lull voters into accepting more controls over their lives and wallets. But every once in a while, a legislator actually does make a common sense proposal. One such is the Organ Donor Clarification Act introduced by Rep. Matt Cartwright (D-Penn.).
At the behest of brilliant solons like then-Congressman Al Gore (D-Tenn.), Congress passed the National Organ Transplant Act (NOTA) of 1984 which forbids people from rewarding organ donors or their families with any filthy lucre. Killing off markets in organs predictably resulted in a shortage. There are now 121,000 Americans waiting for a transplantable organ. As the press release from Cartwright's office notes, eliminating the kidney waiting list would save taxpayers well in excess of $5.5 billion per year in medical costs and billions of dollars more in savings to other social programs.
Rep. Cartwright wants to crack open the door and allow researchers to consider providing some kind of compensation to donors and their families. The Organ Donor Clarification Act would "allow government-run pilot programs to test the effect of providing non cash incentives to promote organ donation. These pilot programs would have to pass ethical board scrutiny, be approved by HHS, distribute organs through the current merit based system, and last no longer than five years."
Non-cash, but still it's a move in the right direction.
The legislation has been endorsed by Americans for Tax Reform, American Foundation for Donation and Transplantation, American Medical Association, Fair Allocations in Research Foundation, Transplant Recipients International Organization, and WaitList Zero.

As someone suffering from unilateral renal agenesis, I don't like this development one bit. When the time comes I was planning to take one of my brother's kidneys gratis. Now he's going to expect compensation? He's lucky I'm excepting that Mountain Dew-pickled organ in the first place!
Accepting. You know what I meant, you multi-kidneyed othering bastards.
Lifetime supply of Mountain Dew!
He won't ask for payment if he doesn't see it coming
Whew! Thought he was going to wake up in a bathtub full of icewater!
That works too
How did you discover it, btw?
For all I know, I only have one kidney.
Kidney stones brought about a scan. Unless they've taken a gander into your guts, you definitely could.
Never been x-rayed or scanned there.
That must have been fun. They scanned your kidney and it wasn't there.
Huh. Cartwright managed to do something that is actually indicative of intelligence. I think I need to lie down and have my orphans fetch the smelling salts, I might faint.
Excellent. Insert "common sense" whenever you describe your own policy proposals.
Yeah that phrase is practically a codeword these days.
And what could be more straightforward than the intent of a bill named the "organ donor clarification act".
Coincidentally, Los Doyers in in the hospital today getting an anus transplant.
Does he have a donor lined up, or is it one of those 3D printed sphincters?
I think it was a Chinese prisoner.
Does he identify as TransAnus?
Coincidentally*, that's also the worst airline in the world.
*or, maybe not
I told him the ghost pepper enema is a bad idea.
But what about all the poor people who will sell their organs for short-term profit? Sorry, I'm not gonna take that chance just for a few thousand people with renal failure.
No, no, no, we just need more people to donate their organs gratis. If we emote harder, we can do it.
Well, we could always do like the Chinese and harvest the organs of political prisoners.
What do you think is going to happen to those 60,000 Foxconn employee who were just replaced with Mr. Roboto?
They have been in a closed, climate & dietary controlled environment with continuity of medical care, complete with full genotyping : Perfect for harvesting!
And the flesh is well-marbled. Bonus!
"we could always do like the Chinese and harvest the organs of political prisoners."
The Chinese do more than harvest those organs, they sell them; just not legally. Still, a step in the right direction.
I think they only sell chicken organs.
Look, if sick people are gonna keep dying so our Top Men can indulge in their emotional distrust in markets, that's their fault for letting their organs go bad in the first place.
I didn't know there was a common sense organ. American voters seem to have had it removed.
Was the common sense organ hiding in our tonsils?
Common sense is that facility of humans that allows us to draw conclusions based on the solid grounding of observation and intuition, without having to resort to subtleties of science and logic inaccessible to the average person. It is the method that reveals to us, for instance, that the Sun orbits around the Earth.
If there's a shortage, we should just make it illegal to not register as an organ donor.

Good! Far past time, in my estimation. I'm sure the lives saved would far exceed the lives lost and reduce the amount of money spent on medical care as a whole.
The utilitarian argument aside, this about personal ownership. You either are in complete ownership of your damn body or you're living in partial enslavement to the state.
Only pregnant women own their own bodies. Where have you been lo these many years? If this legislation passes, next thing you know you'll have cats and dogs living together!
Ha! Despite being pro-choice, I have always been amazed at how people can make the claim that not only do they have complete dominion over their own body, but also possess the right to exterminate a viable human life that is dependant on them, can simultaneously believe that you owe the state the responsibility not to consume banned substances, receive financial compensation for sexual favors or your organs, and must insure your body's health; all in the name of the collective good.
How they square that circle is beyond me.
* I'm probably missing at least one period in that rant.
I mean, is it because many people believe that humanity is inherently evil and the less of us, the better for the planet or is it simple cognitive dissonance?
Blockquote fail
We both failed.
" reduce the amount of money spent on medical care as a whole."
How do you figure? Gotta include broker's fees, administration and the like. Anyone hoping this is gonna decrease medical expenses is delusional.
"You either are in complete ownership of your damn body"
There're some 4 million Americans sitting behind bars, and their slavery is pretty much total.
Oh, cut the disingenuous bullshit. While I believe a very healthy percentage of people in the prison system are there for entirely faulty reasons, a great deal have also been placed there because they viloated the personal property and physical bodies of other people.
But you know this.
You have been quoted numerous timeson from a comment you made here that have have no interest in arguing in good faith and are here simply to troll.
Fuck off.
"While I believe a very healthy percentage of people in the prison system are there for entirely faulty reasons"
The reason those people are in prison is irrelevant. It's a question of slavery. The state reserves the right to enslave people. You call them prisoners. Next time you read the constitution, make sure you include the amendments.
"Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction."
You got down even to the amendments! And boldly so!
Don't bother, Zeb. He knows full well that myself, as well as the vast majority of people here, believe you either must pay restitution or lose the right to live among your peers when you violate the NAP. He's just clumsily attempting to degenerate the point into an argument about anarchy and Social Darwinism.
"when you violate the NAP"
Nobody goes to prison for violating the NAP. Remember, all American slaves have been duly convicted. Duly convicted. for example, of having possession of illegal herbs, or selling them, in their millions.
We Reason readers recognize that these losers are just getting what they asked for.
Ummm, bullshit? People in prison for robbery, murder, rape, assault, etc., are in prison for violating the NAP.
When I want to be lectured about the NAP, I'll find somebody who isn't an admirer of history's greatest mass murderer.
you should probably clarify that. I hope you don't mean me, as I am 100% against mass murder.
I was referring to mtrueman, who was singing Mao's praises a while back.
"When I want to be lectured about the NAP, I'll find somebody who isn't an admirer of history's greatest mass murderer."
Great, make sure they explain how possessing weed violates NAP.
Every single person in jail in America is in jail for possessing weed. True story.
"Every single person in jail in America is ..."
... a slave. Are you another idiot who doesn't know that slavery is enshrined in the constitution? You probably swallow this "right to own your body" nonsense as well. Read your constitution and the amendments. You won't find any mention of own body ownership. How could you? The state reserves the right to enslave you but only after duly convicting you, of course.
Actually, anybody who has diabetes resulting in inability to work qualifies for social security. And then Medicaid/Medicare (I can't remember which).
I saw the bills for my wife's treatment. The cost of dialysis for all the people on Medicaid/Medicare alone must come close to that $5.5 billion.
"The cost of dialysis for all the people on Medicaid/Medicare alone must come close to that $5.5 billion."
This time next year it'll be more still. You can bank on it.
Having ESRD entitles you to Medicare instantly.
Yeah. Been there. I'm a libertarian, opposed to transfer payments. But, honest to god, there is absolutely no easy that I could have paid for Ella's medical care. It bankrupted us, as is. To pay for dialysis, etc., there's no way the average American could pay for it.
You must have a lot of familiarity with renal dialysis then! Do tell....
I own my body. After I die, my estate owns it, and will be willing to sell the organs for a modest sum. (Enough to pay for a funeral and any debts I may have.)
"I own my body."
If you're a girl, no need to wait until you die. Just sell your babies as soon as you can pop one out.
Yeah, it's like a new car: As soon as you drive it off the lot, it looses half it's value...
Or something. There's the kernel of a funny quip there, somewhere.
"Non-cash, but still it's a move in the right direction."
If Ron is enamoured of China's nuclear regulatory regime, and it appears that he is, he should take the trouble to look into Iran's organ donor system. As far as I know the only country on the planet where one can sell organs legally. Icing on the cake, the whole deal is Sharia compliant.
Guess which Presidential candidate helped make the original bill to make it illegal to sell organs.
Someone didn't read past the first paragraph.
Meow.
Hitler?
What if you don't sell your organs but just sign a long-term lease agreement?
And then somebody misses a payment.
I thought this one.
That's why there ain't a repo man I know who don't take speed
See, this is not "a step in the right direction." This is meaningless. No cash? So, are you going to offer donors a house instead? Of course not, because that is fundamentally no different than giving donors cash.
In order to satisfy the idiots who think money is evil, the only "compensation" they will be able to offer will be worthless, which means it's no compensation at all. And then, they'll say "well, our pilot program showed that offering people compensation doesn't increase the number of donors".
Fucking economics, how does it work?
"In order to satisfy the idiots who think money is evil, the only "compensation" they will be able to offer will be worthless"
Worthless to you perhaps. But who are you to assign the worth of the "compensation" to the recipient? A little more reflection on your part and you might see the arrogance of your statement.
Fucking economics, how does it work? Unreliably, given we're only human, after all.
Bullshit. Something either has value or it doesn't. And the value of an organ is pretty high. What are you going to offer me? A special gold star on my food stamps? Preferential treatment at the VA?
Again, bullshit. People may make poor choices, but economics always works, whether you want it to or not.
Change that to "the law of supply and demand always works, whether you want it to or not", not because the other statement is wrong, but because this way it is easier to spot a bullshit argument.
"Change that to "the law of supply and demand always works"
A true believer, folks.
Damn straight a true believer. Show me one example of the law of supply and demand failing. Just one.
"Show me one example of the law of supply and demand failing. "
I could show you a dozen. What difference would that make if you truly believe otherwise?
You could, you say. And yet, I see no examples....
I am too busy with my brilliant riposting to show you anything other than examples of my wit. You want supply and demand examples? Get in line.
Hahahahahaha!!!
You think that's a slur!!!
"You think that's a slur!!!"
No, I have a lot of faith in faith.
You're a dumbass, and have no idea how reality works.
"You're a dumbass"
Doesn't take you much to reduce you to gibbering insults. Don't even have the courtesy to slip in a little Latin or a link to wikipedia before you go gibbering.
"Something either has value or it doesn't."
You're not trying to tell me that everyone values everything equally, are you?
Yeah, that's exactly what I said. Oh no, wait, I never said anything like that. Come on, mtrueman, this is amateur, juvenile, trolling.
"Yeah, that's exactly what I said. "
No, that's exactly what you implied. What you said made even less sense.
What i said made complete sense, because I am a logical person. Please explain to me one thing that I said that was incorrect.
"Please explain to me one thing that I said that was incorrect."
You mean explain again? I'll pass. If once didn't do the trick, I won't bother a second try.
OK, suppose you were put in charge of one of these pilot programs. I'm sure you could come up with incentives that wouldn't be cash, but would be enough to be effective. If not, you have no imagination. You suggested a house above. OK, why not?
" I'm sure you could come up with incentives that wouldn't be cash"
I don't need to come up with anything. People already donate organs without a cash incentive. Why they do so is none of your or my business.
See that? It allows even cash, permanently, up to expenses, on top of the pilot program incentives.
Anyway, I could think of a great non-cash incentive: guaranteed access to an organ if the donor ever needs a transplant. It'd be the perfect thing for the program to handle! How about paying for the procedure too?
What makes you think so? I'd take "no cash" at its words, & not assume it means nothing of worth. Sure, could be a house, cases of Simoniz, tickets to Disneyland, get out of jail free...who knows?
Oddly enough, the one nation on earth that allows compensation for donors is Iran.
That aside, the fact that do-gooders have fucking prevented body ownership is maddening to the nth degree.
"Oddly enough, the one nation on earth that allows compensation for donors is Iran."
How is it odd? If America was governed by a radical Islamist regime, it too would allow organ sales.
This is very impressive. You set yet another record in the Guinness Book of World Retards.
Allah Akbar, Organ guy.
Anything non-cash can always be turned into cash, unless it's so personal it can't be sold?like maybe another organ in trade.
@Loise, you make $27h thats great going girl good for you! My story is that I quit working at shoprite to work online, seriously I couldn't be happier I work when I want and where I want. And with a little effort I easily bring in $35h and sometimes even as much as $85h?heres a good example of what i'm doing,
