Many natives do that if they can. Which is why it's in the interest of their local (non-elected by and large) governments to keep them poor, addicted and uneducated. Contrary to expectations, basic welfare isn't that generous, and there's a considerable delay in getting it. You can look for a place to live, but you might need references - do you know anyone in the city? And then we have a question of skills. Education is provincial responsibility but reserves are federal responsibility. So education of Native population is generally not good.
It's like moving to another country, basically. Complete with the question, if most ambitious people (er...whose ambition is not to be part of reserve government) leave, what happens with each passing year to those who stay?

And to be clear = i don't begrudge these people their salaries. its not even as much as I should have expected they'd be pulling ...(*note = i am pretty sure they're collecting a few hundred grand additional in 'consulting' and favors/kickbacks) .... its just their bullshit about pretending to be advocates of 'the poor' or 'middle class', whatever that means. I don't remember when Unions suddenly thought "middle-class" meant 'Them', but it really caught wildfire during the Obama admin, such that its like the new-normal.

the fact is that unions are a tiny-minority in the US. they're like 10% of the workforce, and their lives are NOTHING like anyone who's more-properly considered an 'average, middle-class american'. they belong to a weird, protected, institutionalized cult that is deeply embedded in politics. When they constantly refer to themselves as the "99%" or whatever, it seems to smack of a kind of desperation.
