Shed a Tear for Speaker John Boehner as He Announces Resignation (Updated)
Will step down at end of October


Looks like House Speaker John Boehner has finally had it. He's out, not just as speaker—he's quitting Congress entirely. Because the current big Congressional battle is whether there will be a government shutdown over federal funding for Planned Parenthood, of course everybody wonders if there's a relationship. Boehner didn't want a shutdown. Other conservatives do, if necessary. From the New York Times:
The Ohio representative had struggled from almost the moment he took the speaker's gavel in 2011 to manage the challenges of divided government and to hold together his fractious and increasingly conservative Republican members.
Most recently, Mr. Boehner was trying to craft a solution to keep the government open through the rest of the year, but was under pressure from a growing base of conservatives who told him that they would not vote for a bill that did not defund Planned Parenthood. Several of those members were on a path to remove Mr. Boehner as speaker, though their ability to do so was far from certain.
Mr. Boehner's surprise announcement came just a day after Pope Francis visited the Capitol, the fulfillment of a 20-year dream for Mr. Boehner of having a pontiff address Congress. He had a private audience with Francis before the pope's address to a joint meeting of Congress.

It was my plan to only serve as Speaker until the end of last year, but I stayed on to provide continuity to the Republican Conference and the House. It is my view, however, that prolonged leadership turmoil would do irreparable damage to the institution. To that end, I will resign the Speakership and my seat in Congress on October 30.
"Today, my heart is full with gratitude for my family, my colleagues, and the people of Ohio's Eighth District. God bless this great country that has given me - the son of a bar owner from Cincinnati - the chance to serve."

What hack is front-runner to replace him?
The majority leader, which is Kevin McCarthy in this case, is always the front-runner. Names swirling about on the election for that post were Pete Sessions, Jeb Hensarling, and Raul Labrador, so one of them seems likely to make a push.
I also figure that Paul Ryan's name will pop up repeatedly and that he will not leave his comfy post for such a thankless position.
McCarthy is a Boehner toadie, so don't expect much of a difference in leadership's trajectory.

Have you not been paying attention to the tech industry? The H1Bs are getting trained by the american workers who are then laid off. The americans are required to do the training if they want their severance package. There is no shortage of american tech talent, the H1B indentured servants are just cheaper and less able to change company.

Is exactly correct. There is no "tech" or "STEM" shortage. This place above most, should understand this.
In addition to the constant headlines of companies doing just what is described above. STEM salaries are, and have been for decades, stagnant or going down corrected for inflation. If there was truly a shortage, supply and demand would expose it with increasing real salaries.
As someone who actually works in tech (and not someone who took an online class a few years ago and thinks he knows software engineering), I can assure you there is a shortage of qualified tech workers. Note the word qualified. There are plenty of crappy developers out there who should be laid off. But if you want someone who actually knows what they are doing, you are going to have an empty seat for a while.
You mean like the good it did for those working at places like Disney. H1b visas are good when there is a glut in the areas they are needed, but is there a great need for workers outside the US in the tech industry. McCarthy's tech friends will do what companies like disney are doing, replacing current workers for cheaper ones and not hiring except for cheaper labor. It is the prerogative of private companies to hire whom they wish, but shouldn't companies be given the incentive to hire people within it's own borders first?

No, but according to Wikipedia, there have been a handful of votes in the last couple of elections for non-members: in 2015, Rand Paul, Colin Powell, and Jeff Sessions each received one vote.

No, never. It's just a quirk of the Constitution that the Speaker of the House is not required to be a member of Congress since no requirements are given.
Similarly, there aren't any requirements given to be a Supreme Court Justice. The President could nominate a 14 year old if he wanted and he or she would serve if confirmed.

The Republicans have never suffered in an election after a government shutdown. They either pick up seats, or, if you go all the way back to the supposedly catastrophic Gingrich shutdown, they lose a handful of seats at a point in the cycle where you expect to lose a shitload of seats.

Divided government is the goal. As long as the party in the Executive branch is the minority party in both houses of Congress, we can stem the tide of Congress ceding all its authority to the executive branch. This is true regardless of party.
The only possible exception I'd accept is GOP majorities in both Houses and Rand Paul in the White House. Any other GOP'er in the White House with a GOP-led Congress gives us the exact same crap as a Dem controlled Congress with a Dem in the White House.

Dems and the media were predicting Armageddon, but in all that happened (in the experience of most of America; here in DC, feds got a two week paid vacation), some National Parks closed down and...? If anything, it revealed Obama's pettiness (putting barricades up at the WW2 Memorial, for instance).

My prediction: he'll strike some Grand Bargain with Pelosi, Reid and McConnell. Pelosi will provide most of her caucus to support the deal and Boehner will be able to round up just enough Rs to have it pass.
