L.A. Unions Seek Exemption from Minimum Wage Hike They Helped Push Through
Corrupt labor leader has the gall to call his rule-bending 'freedom'

We can at least thank the perpetually debased political class of Los Angeles for being transparent in their gag-inducing shamelessness. You recall the historic 14-1 vote 10 days ago by the union-dominated L.A. City Council to raise the minimum wage to $15? Well, the Los Angeles Times is reporting on the next shoe to drop:
For much of the past eight months, labor activists have argued against special considerations for business owners, such as restaurateurs, who said they would have trouble complying with the mandated pay increase.
But Rusty Hicks, who heads the county Federation of Labor and helps lead the Raise the Wage coalition, said Tuesday night that companies with workers represented by unions should have leeway to negotiate a wage below that mandated by the law.
"With a collective bargaining agreement, a business owner and the employees negotiate an agreement that works for them both. The agreement allows each party to prioritize what is important to them," Hicks said in a statement. "This provision gives the parties the option, the freedom, to negotiate that agreement. And that is a good thing."

Hicks has more than a rusty conception of "freedom." True freedom—heck, true industrial freedom, to exhume a resonant California phrase—is about letting those icky other people come up with their own agreements, even if you don't quite fancy the terms. There's another word available to describe forcing people under threat of government punishment to comply with terms you have dictated, and then turning around and exempting yourself from those rules: blatant, coercive corruption.
A side note about L.A.'s latest attempt to enact social policy on the backs of local business: What happens when government intervention makes a particular good significantly more expensive? As J.D. Tuccille never tires of reminding us, black markets happen. Hmmm, let's see, does Southern California have any familiarity with black markets in labor? My prediction: By 2020, when the full $15 wage is in effect, you'll see plenty of chronically under-employed native born joining the illegal immigrants at the region's several government-funded day-labor centers. Sometimes the Blue Model is just breathtaking to behold.

They have official day labor centers. The unofficial ones are at every Lowe's, Home Depot, and U-Haul outlet.
I have know idea why I see a half-dozen or so every morning on my corner - there is a comic book store, a bodega, a middle-east market, and a bank.
In Virginia, "day-labor centers" were simply known as "Home Depot."
Oh yeah. The corner of Little River Turnpike and Carlin Springs Road in Annandale was (probably is) "The Carlin Spring Employment Office".
Carlin Springs Road runs from Glebe Road in Arlington to Seminary Road in Baileys Crossroads. It doesn't go to Annandale. The Home Depot in Annandale is at the corner of Little River Turnpike and *Braddock Road*. (Where the "Carlin Springs Employment Office" name came from would be a mystery, though.)
Oh, and I just heard from a friend that his favorite breakfast place in Oakland is closing down because of the new minimum wage.
I have a lefty, up-with-unions friend in SF (shocking, I know). I'm curious to get his take except I never, ever engage in politics with him or anyone else on Facebook.
It's fun sometimes. I guy I used to work with is full lefty proggie and so unaware of any reality as to make your head spin. He works for the state, of course. Expat Brit. He posted some diatribe during the recent UK election all in favor of socialism, so I threw in a bomb about 20th century socialists killing 100M people while capitalists lifted billions out of poverty. Crickets. So I assume he had no counter facts.
So engage once in a while. It's fun to think of them seeting with inner anger, not even really able to rail with their fellow travelers because they'd have to repeat the facts which they can't counter.
I had some people in a tizzy on Facebook by challenging a stupid Baltimore meme/image macro about how Baltimore spends too much on prisons and not enough on schools. I pointed out that Baltimore's per-pupil spending was among the highest in the country, and they still had terrible schools, so money was not the issue. Then I pointed out that Baltimore had been under 100% Democrat control for 50 years, had billions spent on it in the stimulus and before, and yet it still sucked. So why was that? Is the solution really to spend harder?
Unconvincing explanations ranged from "Republicans crashing the economy in 2008" to "We're not socialist enough like Northern Europe," but finally settled down to me being "a terrible person who is holding the country back."

It's one of two things (or both). I'm assuming they are hoping to be the cheapest form of labor in town so that union labor is considered as an option for businesses that would otherwise never think of letting their workforce unionize, or they know that it will be detrimental to their workforce as it would be to all workforces.

Brilliant, fool the business owners into supporting unionizing their workforce bc it will (initially) cost them less while swelling the number of unionized workers, making those in charge of the Union more powerful. Then over time negotiate for more costly benefits & the business owners will be unable to resist the powerful union.

Could be a smart move, if the only employees able to work for below minimum wage are union employees, then you are going to see a ton of businesses unionize or be much more open to unions in order to get that benefit.

It's brilliant. the best way to "force" businesses to unionize, and proof the union leaders only care about staying in power. "Unionize and have our support to screw the worker or be forced to pay $15 and hour." If I was working for a business that paid $15 and hour you'd be sure that I would fight unionizing so they could pay me less. I would love to be a business owner and say to the unions, ok, we will negotiate your members pay under 15 and all those who aren't in, or quit the union will get $15.

But more important is the basis of most pay contracts that doesn't use Minimum Wage as a 'at least' measure, but as an ongoing measure. To say, most contracts are settled by, when the 'Minimum' goes up, so does the pay scale.. in a matching amount.
While wage stagnation has been a burden since 1993< pay 3000$ in taxation increase, so 'Public' get an extra 5$- 10K per year, 7K net after taxation that has to happen at all levels of government.
I'm not sure forcing this to happen should happen without 'Private' wage increases, to spread the the 'Tax' Pain, around and substantially, with only Public's gaining, it makes middle class private job formation much more difficult... the only historical method of really increasing job numbers and fading a recession with significant increases from small business hiring.
Over all, after the three current 'Tax Ideals' are probably installed, 300$ a month for 'Minimum wage', 300$ a month for the increased new Health Care provisions, 300$ a month for the coming
