Texas Cops Left Man They Shot to Die, Witness Claims; Police Deny Allegation, Still Not Releasing Dashcam Video
Ruben Villalpando's family, which has seen the video, says he was unarmed and gave police no reason to shoot him.


Last month Ruben Villalpando was shot and killed by police from Grapevine, Texas after disobeying an order at a traffic stop and leading them on a chase into another town, according to Grapevine police. Police in Euless, where the shooting took place, are investigating the incident. Villalpando's family says he was unarmed when he was shot and the police have not contradicted that claim. Local activists say he was an illegal immigrant and that could have contributed to fear of an engagement with policy.
Now a witness has come forward who says police left Villalpando on the side of the road to die. Via CBS Dallas:
Driver Patricia Murphy lives in Euless and says what she saw last month isn't what she would expect from a police officer. Murphy admits she did not witness the shooting, but says she saw the body of Mr. Villalpando on the side of the road.
Murphy said she thought the man laying motionless needed help, but she didn't have a cell phone to call 911. She said it wasn't until later that she learned it was a police shooting.
Murphy also claims that when she drove by there were no police officers at the scene.
"Why didn't the policeman stand by the scene until more people arrived?" Murphy questioned at a Thursday press conference. "There was just a dead body lying on the ground."
Police call Murphy's allegations a lie. Dash cam footage of the incident was seen by Villalpando's family—they say he had his hands up before police shot him—but police won't release the video to the public yet. They say when the video is released, it will exonerate the officers, who have not been charged with a crime. Via CNN:
"There will be more information released as the investigation continues. This additional information may shed more light on Mr. Villalpando's actions that night," police and city officials in Grapevine said last week. "We look forward to the time that the community can review the dash cam video of this incident, which we believe will answer many questions and correct some misconceptions about this incident."
Villalpando was one of three Mexican nationals in fatal police shootings in the last month that have led to calls from the Mexican government for federal investigations.

It would be a privacy violation, not to mention a HIPAA violation, for the cops to release the dash-cam footage or comment on the case. If not wrt the deceased, then for the cop suffering the mental anguish of having killed a Mexican and facing literally minutes of intense scrutiny for his actions. Some people think cops shooting Mexicans is pert near as bad as cops shooting a dog, I'm sure.
What else would you do with a dead Mexican but leave him on the side of the road with the rest of the garbage?

Her critical thinking skills aren't deserving of such optimism.

Generally speaking, if the video shows the police acting heroically in the face of a dangerous assailant, they get that video out to the media pretty darned quickly.
The same goes if it shows someone behaving particularly badly. They'll have video of someone robbing a lady at the ATM out to media for broadcast that night. The drunk guy at the roadside stop who berates police and gets led away in handcuffs - on TV ASAP! Footage from the solicitation sting operation this evening? That'll run at 11pm. You know, to make sure public awareness is up. And shame Johnny Businessman.
Police have a questionable arrest? Yeah.... that footage might have to await the outcome of an internal investigation which will certainly show that procedures were followed and.....
I noticed the police in Ferguson administered first aid to each other when shot - unlike Tamir Rice and Eric Gardner who they just watched die.
They're only trained to administer aid to other cops. They need extra training to administer aid to peasants.

You can't just objectively shoot someone dead. You have to develop a preconceived notion of the fuckstick before the evidence is weighed and/or their guilt considered. That's just how guilty until proven innocent works.
You have to spend lots of time and effort in training to develop the 'unarmed traffic violation *require* shooting solutions' mindset.
As a cop, any individual is subservient to you because you serve the People. The People means everyone else. This Divine Right of the King Will of the People means anything you do is justified, and that any command you give must be obeyed. people who view the video may "recall" things differently so of course they are going to try to ensure the interviews are done first.

Wilson allowed what turned out to be a perp to reach into his vehicle and discharged his weapon inside the car. The only thing that prevented a bystander from being shot or the gun from being stolen entirely seems to be dumb luck. I, and others, claimed from the beginning, he deserved to be fired and certainly should stand before a grand jury. He did and was allowed to resign.
I'd prefer Wilson alive and serving time for his crime and that the rioting/looting and military-style crackdown and media-blackout never happened. Other than that, I'm not the least bit sorry about what happened.

You say that like the cops in Ferguson are any different from any other police force. They aren't.
I didn't mean it like that at all. Just that not every police force gets exposed as badly as Ferguson's did.
The entire law enforcement and judicial system in the St. Louis County area seems to be especially terrible. AFAIK, there really isn't anything like it in the country. A hodgepodge of small cities with confusing geographies that would make the Holy Roman Empire blush, each with their own independent municipal court.
In St. Louis County, it's completely possible for a person to get dinged six times in a day for the same trivial infraction -- say, a broken tail light -- and be required to appear in six different courts on six different days to pay identical fines six times (in fact, such things are documented to occur). If you miss one court date for whatever reason or miss a deadline to pay one fine, you can be thrown in jail for contempt (along with being fined more).

So evidence doesn't count as long as it comes from a department headed by Eric Holder? I suppose Holder manufactured all the emails and all the evidence of policing for revenue and other corrupt policing methods (and apparently held off on doing so for the shooting, for whatever reason), and I suppose all the people resigning are just doing it for shits and giggles. Eric Holder might not be the most credible person in the world (though it's not like Holder singlehandedly personally carries out these investigations), but the Ferguson PD sure as shit isn't exactly an institution brimming with credibility . It's not like anything in that report was a surprise to residents.
If Ferguson simply charged the local police for their many crimes, there would be plenty of money to balance budget.

His offense? Filing a brief 30 minutes late (maybe; the CCA's rules on timely filings are, at best, confusing). Since this was his second "late" filing in 6 years, the court suspended him. His first "late" filing was 30 min late because there was a power outage at his office building.
