Two Cops Shot and Killed in New York City in "Ambush" and "Assassination," Says Commish


Given the perception promoted by police apologists that law enforcement officers operate in war zone-like conditions under constant threat of death, when a police officer is shot and killed it shouldn't be news. But the perception is incorrect—it's likely never been safer to be a cop—and so when cops are killed in the line of duty, it is big news.
Two police officers were shot and killed in their patrol cars in New York City earlier today. USA Today reports:
Two New York City police officers died after being shot "execution-style" in their parked patrol car Saturday.
In a somber press conference, New York City Police Commissioner William J. Bratton said the two officers were deliberately targeted because they were cops. He also acknowledged the danger officers take as part of the "thin blue line between us and anarchy."
"They were, quite simply, assassinated, targeted for their uniform and the responsibility they embraced," Bratton said. "Both were ambushed and murdered."
Bratton said the attacker approached the officers' vehicle from the passenger side and opened fire, shooting his weapon several times. The officers, Wenjin Liu and Raphael Ramos, "never had an opportunity to draw their weapons" and were "killed with no warning, no provocation," he said.
The killing appears indisputably unjustified, a clear act of aggression, that ought to be condemned. The alleged killer was found dead in the subway a short time later, reportedly from a self-inflicted gunshot wound. There's no bright side to this story.
And yet there's also no need to embellish what's already a horrible story. I disagree with the use of the word "assassination," which implies a political motive and a public figure, though I understand why Bratton would feel it applies, as cops are public figures. The alleged cop killer is also accused of killing his girlfriend in Maryland before heading to New York City. Police say they found statements revealing an "anti-cop bias" on his Instagram but authorities are notorious for over-reading into suspects' social media posts*. The apparent suicide afterward suggests a fragile mental state, not someone motivated by a political agenda.
The word ambush is on even shakier ground. An ambush is executed from a hidden position, usually on a moving target. It's a word often used to make the bad, an assault, sound even worse, but it's not applicable here. A murder is a horrible thing. The lack of an ambush doesn't mitigate it.
Police apologists spend a lot of time belly-aching over "anti-cop invective" and broad generalizations of the violence police are capable of. A Cleveland Browns player wore a T-shirt calling for justice for two people killed by police in Ohio in questionable circumstances over the last few months and the police union wants an apology. Questioning police tactics, asking for accountability, these things are treated as attacks on cops. So attacks on cops are treated like ambushes and cop killings like assassinations. Cooler heads need to prevail, or what'll happen if ambushes actually start happening? They did once in New York City, a long time ago. The two cops today, meanwhile, are the first to be fatally shot on the line of duty in New York since 2011.

UPDATE 2: Related: Here's a cop in Jersey City, Melvin Santiago, who was ambushed and killed by a man who went out with the specific goal of killing a cop. Jersey City's leaders didn't call his murder an assassination, and they didn't call his killer, who specifically went out to kill a cop, "anti-cop," because this happened in July, before Ferguson and then Eric Garner helped propel the issue of police tactics and use of force to the national stage. The killing of Santiago was no less criminal because Jersey City's leaders didn't call it an assassination. And it had as little to do with the people involved in the wider effort to reform police as the killing of the two New York City cops does. The only difference is the country's paying attention to police issues, for now, in a way it didn't just half a year ago.

Question - how is ANYTHING Bratton said proven at this point? It hasn't been. It just happened, but he pretends to know the motives of those responsible because it is politically convenient to do so. Maybe he's right - but if not for the recent news events and protests, he WOULD NOT be going public stating all of this for what is a very young and active investigation.
His press conference should be criticized. It's a bunch of empty speculation in order to galvanize support at a time when his department is in the cross hairs.

And just so you don't go apoplectic, I'll flatly state the obvious: This was a murder, the guy who did it should have been arrested and charged with 1st degree murder and spent the rest of life in jail if he hadn't killed himself. It is evil to kill two cops for just being cops. There are rotten cops out there guilty of murder, but we should deal with them as individuals within the justice system (alas, major reforms are needed before that is possible), but we shouldn't act like all cops are evil or punish people collectively for the sins of individuals.

The NYPD are screaming ASSASSINATION!! and OMG AMBUSHED!!! but the fact remains that this guy did what many police do when trying to arrest someone. Video evidence shows Tamir Rice was shot as the cop was scrambling out of his vehicle, illustrating that the cop's immediate response was overwhelming deadly force. And, unlike you I presume, I find the results of both incidents to be abhorrent.
And I find it equally abhorrent that neither perpetrator will face a court of law.

In this case the cops were sitting in their car and the shooter, hiding in plain sight, attacked them. I think ambush is an appropriate word.

Zimmerman was not a cop and he NEVER made contact with Trayvon until he approached him. But he was hated for not deferring to police authority.

SF is both a city and a county. Under CA law, cities have police forces and counties have sheriff's departments; we have both.
SF's police force is run by Greg Suhr and is famous for NOT shooting dogs and tossing grenades into the wrong address.
SF's sheriff's department is run by the political hack Ross Mirkarimi who was termed-out of the board of supes and used the SF lefty machine to end up as sheriff.
It is commonly presumed, among the SF cops (who don't shoot those dogs) that those who wash out for the cops then try for employment on the rent-a-cop businesses, and when they are rejected by those, they go to the sheriff's dept.
For (prolly union reasons), the sheriff's dept 'polices' the general hospital.
But don't forget Fajitagate, which involved SF police officers. While non-fatal, to me it's a favorite example of police misconduct.

The biggest distinction is that the police, as an institution, are the most visible representation of sustained state aggression. I genuinely believe that most cops are decent people, but when they put on the badge and start cracking the skulls of peaceful people because "it's the law," they become aggressors. There's really no way around it.

Shooter says he is going to kill police as revenge - he even says "They Take 1 Of Ours .?.?. Let's Take 2 of Theirs," shortly before killing the two officers.
He has a criminal history and is clearly unhinged - as if killing yourself isn't enough evidence of that. But that is not enough to say there is no political motive. If the killer says there was a political motive, we usually take his word for it. We might still call him a looney, but if you tell us what your motives are, we generally take your word for it. Even if you say you are motivated by riding a comet with the aliens.
And picking nits over the exact definition of the word "ambush"? Really? I think walking up behind someone and shooting them unprovoked could safely be described as an ambush killing, even if the dictionary definition requires using "a place of hiding".
As for "assassination" - dictionary.com says it is: "to kill suddenly or secretively, especially a politically prominent person; murder premeditatedly and treacherously." Again, this doesn't seem to be that much of a stretch. Sure, they weren't politically prominent, but otherwise?

If this is in fact motivated by politics, then it's blowback, as Big T said. I say "if" because yes, he makes it clear that he was looking to kill police...but he has a personal criminal history. Was his anger at the police "political" or personal, or both? We may never know.
But we do have to recognize that there are places and times in this country where our law enforcement acts like an occupying force. And when someone is victimized by this force, whether through an assault, getting their dog killed, experiencing a "search" that amounts to anal rape, or whatever, and the system methodically blocks any effort to achieve justice by finding no wrongdoing, and often even refusing to disclose the identity of the person who mistreated them, it might not be surprising to see someone strike back at anyone who wears the same costume. Acknowledging that it's blowback doesn't justify it, any more than seeing the 9/11 attacks as blowback doesn't excuse the terrorists, but it provides both an explanation for the conduct and a way forward--if what you are doing is unnecessary, unjust and provokes violence, stop doing it.
