I recently learned that the NIH has discovered racial, gender, and regional biases in their grant allocation methods. I've seen some research trying to determine the racial and gender biases, but I haven't seen much on any regional, or other biases, that might favor a certain institution over another. Although, it seems reasonable to assume Ivy League school would have an easier time competing for grants than SEC schools, based on the political favoritism that comes along with being an Ivy League institution.
I'm curious as to the Public Choice Theoretical implications of the bias and what it says about the NIH grant review boards.

After the events of 9/11/2001 the US required that airliner cockpit doors be reinforced. I don't know if other countries required this, but I assume that all airlines which fly to the US have made that mod to their aircraft which might be used on US routes. That Malaysian Airlines 777 is therefore likely to have had that mod.
Given that, a single pilot in the cockpit could have survived a passenger revolt and landed the plane. That still leaves open the questions about cell phones.
Presumably any Flight 370 hijackers would have been better prepared to deal with a passenger revolt, such as is suspected to have occurred on Flight 93.
